Description — Spares And Repair Parts
Initial Spares consist of reparable components, assemblies, subassemblies, and consumable items required as initial stock (including readiness spares package requirements) in support of newly fielded vehicles, communications electronics and telecommunications equipment, and other base maintenance and support equipment items. Requirements are determined by applying established factors against the acquisition cost of the end items. The factors are based on historical data of similar equipment, employment/deployment concepts, production schedules, and other related information. The following Programs have funding in this line: Air Traffic Control and Landing Systems (ATCALS) Combat Training Range Equipment Deployable C3 Expeditionary Airfield Basing Assets Information Systems Security Program (ISSP) National Airspace System (NAS) Wide Area Surveillance (WAS)
Justification
Justification — Spares And Repair Parts
Fixed Base Instrument Landing System (FB-ILS) is a new start. ATCALS: FY 2026 funding (1.758 million) provides initial spares for the Man-Portable Tactical Air Navigation (TACAN) system (0.623 million), Air Traffic Navigation, Integration and Coordination System (ATNAVICS) (0.454 million), Fixed Base Navigational Aid Family of Systems (0.370 million), and FB-ILS (0.311 million). These systems replace legacy equipment that are beyond end of life and critical to aircraft safe aircraft landing during adverse weather conditions. Spares include but are not limited to single point failure components needed to insure sustained system operations in deployed environment. Combat Training Range Equipment: FY26 funds (12.955M) spare parts and equipment to support fielding of Joint Threat Emitters, Advanced Radar Threat Systems family of systems, and Modernization. Spares include, but not limited to replacement components, equipment, and parts. NAS: FY 2026 funding (0.748 million) provides initial spares for replacement Air Traffic Control (ATC) Voice Recorders (0.389 million) and Voice Switches (0.359 million). The new recorders replace end of life recorders which are no longer being supported by the original equipment manufacturer and the Voice Switch is beyond end-of-life. The ATC Voice Switch is essential for voice communications between air traffic controls and pilots and flight safety during take-off and landing. ATC Voice recorders are required to document pilot/controller communications in event of emergencies/accidents. Deployable C3: FY26 funding (2.398M) is required to support initial spares for the Agile Communications Package (ACP). These mission essential spare parts are unique and critical items required to be available for each individual fielding location and are procured utilizing this funding. Expeditionary Airfield Basing Assets: FY26 Baseline (2.525M) funds mission readiness support kits for War Reserve Material (WRM) Unit Type Codes (UTC). These support kits include necessary components to ensure proper operation of equipment within UTC packages, which include but are not limited to, Power Production, Feeding, Water Production, Billeting, Maintenance Facilities, and HVAC. Also, mission essential spare parts are procured utilizing this funding. Expeditionary Airfield Basing Assets: - Fiscal Year (FY) 2025 European Deterrence Initiative (EDI) funding accounted for in the Base budget total 1,066 and supports Expeditionary Airfield Basing Assets. Zero OOC funds included in base FY26 budget. - FY24 European Defense Initiative (EDI) OCO funds (.994M) mission readiness support kits for War Reserve Material (WRM) Unit Type Codes (UTC). These support kits include necessary components to ensure proper operation of equipment within UTC package. These UTC kits packages, but are not limited to, Power Production, Feeding, Water Production, Billeting, Maintenance Facilities, and HVAC. Also, mission essential spare parts are procured utilizing this funding.
