Description
Description — Unified Command Suite
The Unified Command Suite (UCS) is a mobile communications Family of Systems platform consisting of three separate products; Joint Reachback Interoperability System (JRIS), Advanced Echelon (ADVON), and Dismounted Strike Kit (DSK). Each of which are self-sufficient and highly interoperable by integrating Commercial-Off- the-Shelf/Government-Off-the-Shelf (COTS/GOTS) military communications hardware. The UCS provides communications interoperability with Federal, State, Local and Military Emergency Response elements at incident scenes. The UCS is constantly employed throughout the Continental United States (CONUS); over 3,000 mission events and 4,500 mission days annually. UCS benefits the warfighter by enabling incident Commanders to better assess an incident scene, advise responders, and access critical reach-back capability to improve decision making. Establishment of Weapons of Mass Destruction Civil Support Teams (WMD-CST) * 1999 - Title 10 USC 12310, established WMD-CSTs * 2003 - The National Defense Authorization Act (NDAA) of 2003 authorized the establishment of 55 WMD CSTs * 2006 - Public law 109-364 amended Title 10 USC 12310, directs WMD-CSTs to prepare for or respond to any event involving the following: - The use or threatened use of a WMD in the United States; - A terrorist attack or threatened terrorist attack in the United States that results, or could result, in catastrophic loss of life or property. - The intentional or unintentional release of nuclear, biological, radiological, or toxic or poisonous chemical materials in the United States that results, or could result, in catastrophic loss of life or property. - A natural or man-made disaster in the United States that results, or could result, in catastrophic loss of life or property. * 2006 (August) - The Joint Requirements Oversight Council (JROC) approved the UCS Capability Production Document (CPD) as a Program of Record (PoR). * 2013 - The NDAA of 2013 expanded the number of WMD-CSTs from 55 teams to 57 teams, based on the recommendation of the "Advisory Panel on Department of Defense Capabilities for Support of Civil Authorities After Certain Incidents" (Additional teams in Florida and New York were established).
Justification
Justification — Unified Command Suite
FY 2026 Base funding in the amount of $20.010 million will modernize, upgrade, and procure components for the Unified Command Suite (UCS) for the National Guard Bureau Weapons of Mass Destruction Civil Support Teams (WMD CST). Additionally, FY 2026 funding will be used to continue efforts to modernize High Frequency (HF) Radios, Wireless Communication Systems, Automated Data Processing (ADP), and Network Component Systems. HF Radio system modernization targets the current MICOM HF system which is at the end of sale/support with limited spare pool. HF radio serves as last backup means of communication during network and communications failure. Wireless Communication Systems include the Mobile Ad Hoc Networking (MANET) radio, wireless access points and wireless downrange cameras. Current wireless capabilities are projected to be end of sale/support in FY25. Wireless systems enable wireless enable intra, inter, and extra-team network connectivity allowing data sharing and Command and Control (C2) functions. ADP Systems include all laptop, desktop and tablet computer devices. Current laptops and tablets are end of sale and are project to have cyber compliance concerns in FY26. ADP systems allow teams to analyze C2 data and transmit data to national labs to confirm substance found. Network Component Systems include network servers, switches, routers, firewalls, modems and Hardware/Software management systems. Current network components are projected end of sale/support in FY26. Network Component Systems allow network connectivity and use of server, including applications and data, enabling communication with C2 and critical reach back capabilities. They also route Common Operating Picture (COP) data to Joint Force Headquarters - State (JFHQ-ST), USNORTHCOM, and enhance communication with Incident Command. The ongoing SATCOM modernization includes installation of commercial Wideband Global SATCOM (WGS) satellites, as legacy systems will no longer be supported by the manufacturer. The Advanced Echelon(ADVON) Prime Mover efforts include integrating existing shelters onto newly leased prime movers. Note, the ADVON prime movers are leased approximately every ten (10) years through GSA and include a maintenance warranty that expires at the end of the lease. Overall, these system modernization efforts are necessary to: * Prevent denied Authority to Operate or being quarantined on the DoD Information Network (DoDIN). * Address Manufacturer end of support of equipment that causes equipment to be incompatible with latest DoD vulnerability patch updates. * Ensure program complies with DoD orders and policies for end-to-end data encryption requirements. * Prevent loss of network connectivity and use of servers, including apps and data, breaking communication with C2 and critical reach back capabilities. * Prevent inability to transmit or receive classified information critical to national security/homeland security. * Prevent inability to promulgate COP data to JFHQ-ST, USNORTHCOM, and communicate with Incident Command. In accordance with section 1815 of the FY 2008 National Defense Authorization Act (P.L. 110 - 181), this item is necessary for use by the active and reserve components of the Armed Forces for homeland defense missions, domestic emergency responses, and providing military support to civil authorities.
