Description
Description — AIR VIGILANCE (AV)
Detailed description and justification can be found in the Classified Congressional Justification Book. Air Vigilance (AV) is a software intensive Automated Information System (AIS) program with specialized hardware. The AV systems collect critical intelligence data on emerging threat systems. The collected intelligence data provides early warning of enemy operations to ensure force protection. An AV system is comprised of a server configured and fielded with a single or multiple sensors. The original AV Basis of Issue Plan (BOIP); per requirements in Capability Drops (CDs) 1, 2, and 3; was based upon the Full Deployment (FD) of 10 servers and 39 sensors in various combinations/ configurations to the Intelligence and Security Command (INSCOM) Military Intelligence Brigades. In December 2021, the Army updated the AV program BOIP to include the twelve (12) sensors procured to support JUONS 0576, bringing the AV program sensor total to 51. The AV CD 4 requirements were validated in late FY 2021. The program will develop one (1) CD 4 transportable variant that will reduce risk and inform a possible FORSCOM increment 2. Continued deployment of Pre-Planned Product Improvement (P3I) Green Falcon version 3 (GFv3) and Tech Refresh of GFv2 adds enhanced capabilities that will pace the threat. The capabilities of the GFv3 system will be integrated into the CD 4 transportable variant.
Justification
Justification — AIR VIGILANCE (AV)
Discretionary: FY 2026 Base procurement dollars in the amount of $9.731 million procures 4 each Air Vigilance Green Falcon v3 (GFv3), provide for fielding and four (4) New Equipment Training for GFv3, and provide Pre-Planned Product improvement (P3I) (through four (4) Green Falcon v3 hardware and four (4) Green Falcon v2 Tech Refresh hardware on existing sensors) to the sensor/processor of Capability Drop 3 configuration. Mandatory: FY 2026 request for Air Vigilance includes $9,731 thousand of discretionary and $3,100 thousand of mandatory (reconciliation) for a total of $12,831 thousand. The mandatory funds procure an additional one-each (1) Iron Quest Expeditionary kit and two-each (2) Iron Neptune kit (detail description classified).
