Description

Description DARP RC135

RC-135 procurement is executed by the Big Safari RC-135 Program Manager and is supported by various contractors. The contractors provide services including Program Depot Maintenance (PDM), prime mission equipment overhaul, special repair activity, in-plant support (sustainment engineering, software engineering, and program management), configuration management, Line Replaceble Unit (LRU) repair, and field service maintenance and training for special operational missions. The RC-135 Program Manager provides the full-range of weapons system management, acquisition oversight, program security and integrated logistics for the RC-135 aircraft, power plant, sensors and associated support and equipment. Due to the rapidly changing global threat environment, the Program Manager has the authority to redirect funding as necessary to meet current stated and emerging Combatant Commander and Intelligence Community (IC) requirements. Justification

Justification DARP RC135

FY26 procurement funding acquires and installs various upgrade and enhancement modifications for ground support equipment associated with the RC-135 program. This ground support equipment is directly tied to fielded baselines of the RC-135 V/W RIVET JOINT, RC-135S COBRA BALL, and the RC-135U COMBAT SENT. The requirement to maintain commonality with fielded baselines necessitates the continuous modification and installation of upgrades concurrent with RC-135 aircraft entering operational status. These ground systems are critical to the post-mission processing of highly perishable intelligence information, and supporting aircrew proficiency training, virtual simulation exercises that contribute to distributed mission training initiatives, and provide support to indigenous maintenance during aircraft deployments to "bare-base locations. Additionally, all applicable ground support equipment is required to comply with NSA intelligence data recording formats and requirements due to the nature and sensitivity of the information. Ground support equipment includes, but is not limited to: RIVET JOINT Mission Trainer (RJMT), Ground Data Processing System (GDPS), Mission Crew Training System (MCTS), Modular Processing System (MPS), and the Airborne Capability Extension System (ACES).
