Description — Engineering and EOD Equipment
This budget line funds the procurement of a multitude of Explosive Ordnance Disposal (EOD) and Engineering capabilities critical to the Air Force's ability to provide Integrated Base Response and Recovery (IBRR) and Air Base Resiliency in highly contested environments, both in-garrison and in support of contingency operations. IBRR is defined as the whole of installation effort to restore operational and support mission capabilities after a damaging wartime or peacetime event. Damaging wartime or peacetime events range from natural and man-made disasters to Chemical, Biological, Radiological, and Nuclear (CBRN), kinetic, and cyber attacks. Air Base Resiliency refers to the capability of operating locations to sustain the projection of combat power by protecting against, responding to, and reconstituting from deliberate, accidental, or naturally occurring events such as those previously listed. Procurements include the EOD identify, mitigate, and defeat Family of Systems (FoS), Chemical, Biological, Radiological, and Nuclear (CBRN) detection and identification systems, hardening, a portion of the Rapid Airfield Damage Recovery (RADR) FoS, and tactical communications packages for the Air Force Civil Engineer enterprise. EOD FoS includes systems and equipment needed for EOD personnel to operate in the full spectrum of the competition continuum by identifying, mitigating, and defeating explosive hazards from Unexploded Ordnance (UXO), Improvised Explosive Devices (IEDs), aerospace systems, conventional munitions, and Weapons of Mass Destruction (WMD). CBRN detection and identification systems include the Radiological Detection System (RDS), and Radioisotope Identification Device (RIID). These systems provide the capability to measure, identify, geo-locate, and transmit data on radiological and nuclear materials. Additionally, this budget line includes the Dismounted Reconnaissance Set, Kits, and Outfits (DR SKO) that provides on-site identification and personal protection from chemical and biological contamination. Hardening refers to the ability to protect critical assets from enemy attack. Within hardening, this budget line specifically funds the Expedient Small Asset Protection (ESAP) hardened shelter system. The ESAP system provides protection from specific munitions and is designed to house fighter aircraft and critical sortie generation equipment. The RADR FoS consists of capabilities that contribute to three distinct phases of airfield recovery; Rapid Damage Assessment (RDA), Rapid Explosive Hazard Mitigation (REHM), and Rapid Damage Repair (RDR). Within RDA, this budget line specifically funds the Rapid Airfield Damage Assessment System (RADAS), which consists of four Small Unmanned Aerial Systems (SuAS) equipped with Electro-optical (EO) and Long Wave Infrared (LWIR) sensors, switch and network cabling, and two mobile workstations. Within REHM, this budget line specifically funds the Recovery of Airfield Denied By Ordnance (RADBO), which consists of the Mine Resistant Ambush Protected (MRAP) vehicle, the interrogation arm assembly and the Zeus IIA Directed Energy Weapon (DEW) system. The MRAP vehicles are not procured under this budget line. Within RDR, this budget line specifically funds Aluminum Mat-2 (AM-2) matting kits, Fiber Reinforced Polymer (FRP) matting kits, and Water and Fuels Expedient Repair System (WaFERS) kits. AM-2 matting kits may be used as a capping material for repairs or as an expedient expansion method on airfield aprons and low-speed taxiways. FRP matting kits may be used as a capping material for repairs may be used in a variety of airfield locations depending on aircraft type, and operations. WaFERS kits may be used as an expedient repair or recovery of mission essential water and fuel distribution systems and associated infrastructure. Tactical communication packages include a variety of systems, equipment, and accessories to provide Command, Control, and Communication (C3) for the Civil Engineer enterprise. The FY 2025 funding request was reduced by $27.521 million to account for the availability of prior year execution balances. Funding for this exhibit contained in PEs: 0204424F, 0208028F, 0207593F.
Justification
Justification — Engineering and EOD Equipment
This budge line has significant increases due to the role of IBRR and Air Base Resiliency in operationalizing the Agile Combat Employment (ACE) concept in the Indo-Pacific. ACE is a proactive and reactive scheme of maneuver that shifts generation of airpower from large, fixed centralized bases, to networks of smaller dispersed bases. The capabilities provided within this budget line are part of the DAF's cost-effective mix of targeted investments designed to enable the distributed resilient basing needed to deter our adversaries and prevail in combat. Updates have been made to the planned procurements, especially within EOD, to endeavor to align resources with the latest strategic guidance aimed to deter or be prepared to defeat the pacing threats before critical time horizons. FY26 Funding of 2.00M in PEC 0204424F will procure EOD Unmanned Systems (Small) in the following quantities: 40 systems. FY26 Funding of 3.600M in PEC 0204424F will procure EOD Ordinance Locator Systems in the following quantities: 120 devices. FY26 Funding of 2.000M in PEC 0204424F will procure EOD Remote Fire Systems in the following quantities: 1000 devices. FY26 Funding of 7.200M in PEC 0208028F will procure RADAS in the following quantities: 9 systems. FY26 Funding of 50.825M in PEC 0208028F will procure Fiber Reinforced Polymer (FRP) kits in the following quantities: 75 kits. FY26 Funding of 4.587M in PEC 0207593F and 0208036F will procure CBRN Radiological Detection Family of Systems in the following quantities: 417 systems. FY26 Funding of 5.000M in PEC 0208028F will procure Tactical Communication Packages in the following quantities: 100 packages. FY26 Funding of 105.186M in PEC 0208028F will procure Expedient Small Asset Protection (ESAP) Shelters in the following quantities: 17 shelters. FY26 Funding of 1.220M in PEC 0208028F will procure Combat Support Training Range Package in the following quantities: 1. FY26 Funding of 9.200M in PEC 0208028F will procure Expeditionary Airfield Lighting Systems (EAL-C) in the following quantities: 4 sets.
