Description Base Procured Equipment

Base Procured Equipment: Organizations throughout the Air Force acquire authorized investment equipment from the General Services Administration, Defense Logistics Agency, and commercial sources when these items exceed 250,000 in cost or are unavailable through Air Force central procurement. Examples of equipment in this P-1 line typically include equipment and/or specialized tools for road and ground maintenance; vehicle maintenance; vehicle corrosion control; civil engineering maintenance; electrical and carpentry shops; specialized laboratories; kitchen and dining facilities; printing plants; microfilm, graphics support facilities; temporary relocatable facilities, training ranges; uninterruptible power supply systems, physiological trainers to include, but are not limited to Barney Chairs, Altitude Chambers, Spatial Disorientation Trainers, Hypoxia Familiarization Trainers and Part Task Trainers, Reduced Oxygen Breathing Devices, Terrain Boards, Parachuting Trainers, Aircrew Exercise Equipment, advanced manufacturing 3-D printers and cold spray machines, RSM technologies to include automation and robotics equipment and CBM+ SBA Vampire/ADR Boxes. Funding for this exhibit contained in PEs 0207142F, 0804741F, 0804701F, 0804731F, 0804752F, 0708051F, and 0101233F, 0207410F Base Support Equipment: Organizations throughout the Air Force acquire authorized Support Equipment through Air Force central procurement. Examples of equipment in this P-1 line include equipment and/or specialized tools necessary for Aircraft Maintenance/Sustainment. Funding for this exhibit contained in PE 0804741F USAFA Procured Equipment: Organizations throughout United States Air Force Academy (USAFA) require specialized academic equipment that allows USAFA to be the premier Military Service Academy and attract our nation's best and brightest students. To accomplish this, organizations across USAFA must be able to utilize 3080 (Procurement) funding to acquire authorized investment equipment from the General Services Administration, Defense Logistics Agency, and commercial sources when these items exceed 350,000 or are unavailable through Air Force central procurement. The USAFA Education, Training, and Operations Mission requires the purchase and maintenance of STEM Laboratory equipment to include, but not limited to, Artificial Intelligence clusters, High-Performance Computing clusters, Quantum Computing, nuclear magnetic resonance spectrometers, single crystal x-rays, coating systems, time-resolved 3D Particle Tracking Velocimetry systems, Instron Hydraulic high-capacity tension, compression, bend/flex, and shear testing grips, 5989 Universal Test System and network analyzers for numerous engineering and space laboratories. Furthermore, USAFA is responsible for the management and recruitment of a Division-1 National Collegiate Athletic Association (NCAA) program spanning 27 teams, 1,000+ student athletes, and hundreds of events annually across nine different athletic conferences. It is imperative that investment equipment be purchased, life cycle managed, and properly maintained to remain in compliance with NCAA & Conference principles / bylaws as per DAFI 36-3501. Examples of this equipment include, but are not limited to, Hyperoxic equipment to support the human-performance laboratory, Audio Visual systems, and miscellaneous training equipment to support athletic and summer cadet leadership programs per Title 10 USC 9462. Funding for this exhibit contained in PE 0804721F. Funding for PE 0804701F, FY26 funding procures Advanced Pilot Training System Equipment. The equipment includes 24 sunshades (covering 48 aircraft) required by AFI 21-101, AETC Supplement, to provide protection for the aircraft and personnel from the elements, including intense sun and damaging hail. Sunshades extend the service life of expensive, sensitive aircraft systems in the cockpit and protects the aircrews and ground crews servicing the aircraft as they perform pre-flight, thru-flight, and post-flight maintenance activities. FY26 funding also addresses a critical shortage of secure explosive storage for T-7A ejection seat and canopy systems at AETC UPT wings through procurement of ARMAG prefabricated structures. Each location lacks adequate storage, compounded by strict segregation requirements, which if unaddressed will lead to unacceptably high Non-Mission Capable (NMC) aircraft rates, hindering pilot production. The ARMAGs will provide the approximately 1,855 sq ft of critically required space, enabling timely maintenance and preventing mission failure. Failure to fund this request will significantly increase the risk of NMC aircraft, negatively impacting AETC's pilot training mission. The funding will ensure compliance with explosive storage regulations (T.O. 11A-1-61-1 and AFMAN 91-201). Funding for this exhibit contained in PE PE 0804701F. Rapid Sustainment Modernization identifies, applies, and scales technologies that accelerate or streamline sustainment operations for depot and flightline maintenance with the objective to decrease operations and sustainment costs. Funding for this exhibit contained in PE PE 0708051F. In FY 2026, PE 0207410F will enhance the cybersecurity posture and information interoperability of the United States Strategic Command's (USSTRATCOM) Strategic Air Operations Center (STAOC) to add Command and Control capacity for emerging classified capabilities. The STAOC combines operational floors for the 608 Air Operations Center (AOC) and the Nuclear Operations Center (NOC) while providing Air Forces Strategic (AFSTRAT) Staff integration space for the Stand-Off Munitions Application Center (SMAC) and the AFSTRAT Directorates. This funding request provides critical infrastructure to support the Advanced Battle Management/Joint All Domain Command and Control (ABMS/JADC2) initiatives, enabling secure and seamless data flow across security domains. These improvements will enable STAOC's ability to support DoD's command and control systems and next-generation weapon systems, ensuring mission success. This funding directly supports critical missions such as the B-21 Long Range Strike Bomber, the Sentinel Ground-Based Strategic Deterrent missile system, and the National Airborne Operations Center (NAOC). This funding request is new to FY26 to continue ongoing renovations as part of a larger and ongoing Military Construction (MILCON) effort. These funds address unforeseen IT requirements specific to the STAOC. Funding for this exhibit contained in PE 0207410F. Shielded Enclosure in accordance with NSA standards to house Weapon System (WS) equipment for processing of critical information. Modular equipment option allows shielded enclosure design flexibility due to WS maturity. Stationary X-ray inspection system designed to scan vehicles and cargo for potential threats including organic materials, explosives, and contraband using top-down and dual-side fields of view. The system delivers high-resolution, easily interpretable images to support rapid threat detection and streamlined security operations. Funding for this exhibit contained in PE 0101233F. PE 0708015F: FY 2026 funding procures Rapid Sustainment Modernization equipment including Advanced Manufacturing 3-D printers and coldspray machines, Rapid Sustainment Technologies including Automation and Robotics to include but not limited to Robotic Radome Scaling, LADS III System, Robotic Sheet Forming Machine, Rapidly Deployable Hangars, E-drill Systems, Match drill systems, Robotic Taping System, F-16 Underbelly Paint System, Thermal Spray multipurpose booth, Teremetrix System Install, LCR Laser Upgrade and CBM+ SBA Boxes. Approved RSIP projects included in the PB. 3D Printing and Coldspray Equipment - FY2026 increases due to expansion of procurement of various 3D printing technologies for field-units and cold spray depot implementation. Automation and Robotics - FY2026 decreases due to FY24PB planned Group 1 funding of Rapid Sustainment Innovation Program (RSIP) for BlackGold, eDrill, and Intermittent Fault Detection ends FY2025. Additional projects anticipated in the FY2026 Program Decision Memorandum for Group 3. Condition-Based Maintenance+ (CBM+) - FY2026 decreases due to recoding of to O&M due to eaches cost falling under the 350K threshold. PE 0207142F: FY 2026 funding procures F-35 Base Procured Equipment to include, a Lightning Modular Extendable Rigid Wall Shelter (LMERWS) which is a secure mobile facility for worldwide deployment that fulfills unique requirements for Autonomic Logistics Information System (ALIS)/Operational Data Integrated Network (ODIN), peripherals, F-35 intelligence operations, mission planning, Government Systems Security Officer (GSSO), Information Systems Security Officer (ISSO), and allows for pre/post-flight briefings. The F-35 is non-employable without LMERWS to perform mission planning, maintenance, and sortie generation. Aircraft Sunshades that provide the F-35 with lightning protection and enable all weather maintenance operations by protecting personnel from inclement and extreme weather conditions. Temporary Shelters are required in accordance with F-35 base Interim Operating Plans (IOP). Temporary Shelters allow for the timely delivery of the F-35 and for unit Initial Operating Capability independent of MILCON and FSRM project progress. Intrusion Detection Systems (IDS) for F-35 facilities in compliance with AFI 31-101 and ICD 705 requirements. Facilities without IDS cannot have PL resources stored, staged, or hangered without being continuously monitored by the owner/user of the facility. Secure spaces that do not meet ICD 705 requirements cannot be accredited and cannot be used to process classified information. IDS allows for the full operation and utilization of facilities required for F-35 mission success. PE 0804701F: FY 2026 funding procures Advanced Pilot Training System Equipment. After long delays, the first T-7 aircraft will arrive at pilot training bases across the Air Force beginning in FY26. Procurement of Sunshades are behind schedule for this arrival. Without Smart Sunshades technology vital training of new AF pilots will be lost with loss of ability to collect aircraft data for mission rehearsal and outbrief. The sunshades provide the cover for adverse weather and will aid in keeping the temperature of the electronics inside the aircraft to allow maintenance and pre-flight to occur. Without the sunshades, there could be loss of training due to the overheating of the aircraft electronics, and subjecting aircrews and pilots from environmental impacts. Sunshades are critical in the beginning of training all future Air Force Pilots. PE 0804731F: FY 2026 funding procures a live fire burn-space trainer required to fulfill evolutions for structural fire, coordinated attack, and hose and sprinkler operations training objectives as required by DoDM 6055.6, the National Fire Protection Association (NFPA) Standard 1072 and 1000 series, the International Fire Services Accreditation Congress, and ProBoard for 1,300 DoD and International Fire Protection Students annually. Trainers provide ability to award 3 of the 6 required national certifications; Firefighter I, Firefighter II, and Airport Rescue Firefighter. The existing burn trainer was built in 1994 and is scheduled for demolition in FY25. In 2018, a NFPA 1403 (NFPA live-fire training structure evaluation) was conducted on the trainer and determined to be in extremely poor condition with a recommended to replace the trainer as soon as possible. Special Warfare investment equipment supporting the Pararescue/Combat Rescue Officer, Combat Controller/Special Tactics Officer, Tactical Air C2/Air Liaison, and Special Operations Weather career fields. PE 0804752F: FY 2026 funding procures Professional Training Equipment. AFIT's Engineering Graduate School maintains a strong applied-research focus through seven multi-disciplinary research centers: Autonomy and Navigation Technology Center, Center for Cyberspace Research, Center for Directed Energy, Center for Space Research and Assurance, Center for Technical Intelligence Studies and Research, Homeland Security Community of Best Practices, and the Nuclear Expertise for Advancing Technologies Center. Additionally, AFIT is designated as the Air Force's Cyberspace Technical Center of Excellence and is the home of the Scientific Test and Analysis Techniques Center of Excellence, which delivers independent, tailored application of STAT to support test and evaluation teams across the Department of Defense and Department of Homeland Security. The Graduate School equipment requirements vary each year based on the research projects being requested. A more specific example of the types of equipment this funding supports is to procure a 5-axis Computerized Numerical Control milling machine used to create custom research test fixtures and research apparatuses for AFIT students and faculty members conducting advanced DOD-focused research across multiple disciplines (for example: hypersonics, aerodynamics, custom devices for fundamental physics exploration, and a host of other technical applications). Additionally, AFIT will procure a high-speed, hyper-spectral, thermal imaging system that operates in the long-wave infrared (LWIR) band that will enable AFIT to conduct research that couldn't be done previously (for example, long-wave hyperspectral imaging of fast events such as explosion dynamics). PE 0804721F: FY 2026 funding procures STEM lab equipment and replaces cadet dining facility audio/visual equipment beyond end of life (20+ years) required for cadet training mission support. PE 0207410F: FY 2026 procurement enables future capabilities, data sharing, and enhanced security for the Strategic Operations Center (STAOC) to add command and control capacity for emerging classified capabilities. This funding will procure a robust intrusion detection and access control System (IDS/ACS) and a data delivery cross domain solution (CDS) to provide system security, information gatekeeper capabilities, security alerts, access control, and network monitoring. provide alarm system and gatekeeper capabilities for STAOC's computer networks. These capabilities are critical to enable and protect the STAOC's complex operations of advanced programs and weapon systems. This funding request is new to FY 2026 to continue ongoing renovations as part of a larger and ongoing Military Construction (MILCON) effort. These funds address unforeseen IT requirements specific to the STAOC. PE 0101233F: FY 2026 funding allows shielded enclosure design flexibility, and x-ray scanner delivers high-resolution, easily interpretable images to support rapid threat detection and streamlined security operations.
