Description — Personal Safety and Rescue Equipment
Description: Overseas Operations Costs (OOC) funds this requirement in FY 2026. This program provides a wide variety of base support and safety of flight items for warfighters with worldwide application that enhance warfighter performance, protection, and survivability. Guardian Angel: Guardian Angel is a family of systems (FoS) formulated to execute Air Force Combat Search and Rescue and Personnel Recovery operations. GA FoS is employed by three distinct Air Force Specialties: Pararescue men (PJ), Survival, Evasion, Resistance, and Escape (SERE) and Combat Rescue Officer (CRO). GA equipment is comprised of nine critical mission areas: Precision Aerial Insertion, Information Management, Maritime Rescue, Ground Mobility, Technical Recovery, Medical, Visual Augmentation (Night Vision/ Augmented Reality), and SERE. To stay aligned with SECAF Operational Imperatives, with OSD Focus Areas (C2 & Logistics mobility), Land/Water funds will be used to obtain significant improvements in operational capability. Representative items include but are not limited to cargo & personnel parachute equipment, technical recovery equipment (items to perform rescue/recovery of personnel or sensitive items), information management systems (communication), software licenses, night vision and enhancement accessories, ground transportation, extended maritime open ocean boat & smaller boats for littoral, and training simulators (cognitive medical training, emergency parachute procedures, etc.) to supplement, augment, and optimize current training events, independent of aircraft availability. Procurement is required to meet mission needs through initial procurement or technical refresh for the next generation assets for GA dismounted operators. Items procured during execution may change based on critical equipment needed to support current Air Force mission requirements. This includes applicable training, spares, and repairs. This funding request will also support potential Diminishing Manufacturer Source (DMS) and obsolescence solutions, to include if optimal, life of type buys or bridge buys limited to the program of record quantity. Guardian Angel Air-Deployable Rescue Vehicle: The Guardian Angel Air-Deployable Rescue Vehicle (GAARV) is an air-deployable surface recovery platform capable of maneuvering over adverse terrain to search for and recover isolated personnel and/or equipment. It will provide increased survivability during "outside the wire" personnel recovery operations, more secure transportation capability to the recovery team and injured/isolated personnel from an area of high threat, and necessary training platforms for operators to familiarize themselves with vehicles they utilize in the area of operations. It also provides operators with increased protection from enemy fire and improvised explosive devices. Funding includes, but is not limited to procurement of end items, training, upgrades, spares, Interim Contractor Support (ICS), repairs, deployment packages and returns. This funding request will support potential DMS and obsolescence solutions, to include if optimal, life of type buys or bridge buys limited to the program of record quantity. On 7 July 2017, ACC/A5/8R terminated the HDT Storm solution to the GAARV requirement. A new solution to the requirement will be developed if/when the GAARV requirement is revalidated. Subsequent funding will fund contract termination and Program Management Administration until a follow-on requirement is identified. Due to rapidly changing threat environment, the acquisition program manager has the authority to redirect funding as necessary to meet current slated and emerging requirements. Funding for GA FoS is in Program Element 0207227F. Special Tactics: The Special Warfare Acquisition Growth and Refresh (SWAGR) program funds Air Force standardized equipment for Special Tactics combat controllers, pararescue personnel, Special Reconnaissance operators, and Tactical Air Control Party (TACP) to perform their Air Force Special Operations Command (AFSOC) missions. Representative items include but are not limited to training and simulators, aerial insertion, technical recovery, maritime rescue equipment, ground transportation and vehicular support equipment. Items procured during year of execution may change based on critical equipment needed to support current Air Force mission requirements. This includes applicable training, spares, and repairs to manage, execute, and deliver Special Tactics weapon system capability. This funding request will support potential DMS and obsolescence solutions, to include if optimal, life of type buys or bridge buys limited to the program of record quantity. Due to the rapidly changing threat environment, the acquisition program manager has the authority to redirect funding as necessary to meet current slated and emerging requirements. Funding for this effort is in program element 0408011F. Human Systems Program Office Items Less than 5M: This program procures aircrew flight equipment and other combat support equipment. Representative items include flight helmets and visors, oxygen breathing equipment, flame resistant/retardant and blast/ballistic protective gear, laser eye protection, personnel locator beacons, nuclear flash blindness devices, personnel parachutes, ejection seats/equipment, post-ejection survival systems, night vision goggles, survival radios, associated test sets, life rafts, life preservers, anti-exposure coveralls, aircrew flight ensembles, physiological monitoring devices, test sets & Time Compliance Technical Order (TCTO) Kits and other air/ground crew equipment. Items procured during execution may change based on critical equipment needed to support current Air Force mission requirements. Next-Generation Fixed Wing Helmet (NGFWH) provides performance and sustainability upgrades to the current HGU-55P helmet, used by all USAF fixed-wing platforms other than the F-35. Current helmets are outdated and not optimized to be used in parallel with current helmet mounted display systems, which provide the warfighter day and night-time vision and cueing capabilities. NGFWH primary goals are to provide a helmet upgrade that will provide a more stable, balanced helmet, while still being compatible with current equipment used on the legacy helmet. In addition, the NGFWH will also provide improved noise and impact protection, endurance, all while decreasing the logistical footprint to maintain/sustain the helmet. Next Generation Ejection Seat (NGES) safely accommodates greater variation in aircrew minimum/maximum weights, a minimum aircrew sitting height of 31 inches, and the use of Helmet Mounted Displays. It shall reduce the risk of injuries to the arms and legs (especially limb flail), neck, and spinal column throughout the entire ejection event. Ground and Aircrew Night Vision Goggles (NVG) and Binocular Night Vision Devices (BNVD) with associated test sets and calibration kits. These types of NVGs include the monocular night vision device, which is a handheld, head-mounted, helmet-mounted, or weapon-mounted night vision system that enables walking, weapon firing, short-range surveillance, map reading, vehicle maintenance, and first-aid administration during moonlight and starlight conditions. Enterprise Select Class II funding is for efforts that are responses to capability gaps identified by the warfighter which may be satisfied by testing and qualifying other Service's solutions, commercial-off-the-shelf (COTS) products and/or performing minor development efforts to Organizational Clothing and Individual Equipment (OCIE). Previous successful efforts may evolve into enduring capabilities as other users and MAJCOMs seek to incorporate these assets into their operations and inventory and include Modular Scalable Vest (MSV), Female Body Armor, Vital Torso Protection, protective toe cold weather combat boots, cold/extreme cold weather headwear, and cold/extreme cold weather handwear. Funds may be used to address associated emerging ground crew requirements, and for program management activities. Funding for this effort is in program element 071200F. Under Human Systems, the FY 2026 request was reduced by .096M for Advisory and Assistance Services to promote efficiencies and advance the policies of the Administration in alignment with Executive Order 14222, "Implementing the President's Department of Government Efficiency Cost Efficiency Initiative. Funding for this exhibit contained in PEs 0207227F, 0207433F, 0408011F, 0503113F, 0701200F and 0702833F. Projected allocations for component requirements are subject to total force demands and priorities. Funds may be used to address associated program management activities, emerging requirements, and short notice Diminishing Manufacturing Sources and Material Shortage (DMSMS) issues.

FY 2026 Guardian Angel funding procures these types of equipment: Technical and Personnel Rescue/Recovery including Maritime, Command & Control, Aerial Insertion, Vehicular, Locator of Personnel, SONAR, Mission Planning, Information Management Systems and Mobile Intercom System. FY 2026 Special Tactics/Combat Control Equipment funding procures these types of equipment: Aerial Insertion, Maritime Rescue, Technical and Personal Rescue/Recovery, and Ground Mobility systems. FY 2026 Items Less Than 5 Million increased in order to procure Next Generation Ejection Seats. Funding procures these types of equipment: Aircrew Laser Eye Protection Equipment, Night Vision Goggles, Aircrew Flight Equipment Testers, Integrated Aircrew Ensemble, and Next Generation Ejection Seats, BA-X. Overseas Operations Costs (OOC) funds 1.0M for Enterprise Select Class II in FY 2026. Items procured during execution may change based on critical equipment needed to support current Air Force mission requirements. FY26 request was reduced by $.125 million for Advisory and Assistance Services to promote efficiencies and advance the policies of the Administration in alignment with Executive Order 14222, implementing the President's Department of Government Efficiency Cost Efficiency Initiatives.
