Description — Radio Equipment
PE 0303133F HIGH FREQUENCY GLOBAL COMMUNICATIONS SYSTEM (HFGCS) The High Frequency Global Communications System (HFGCS) program provides the Department of Defense (DoD) with a critical unique strategic asset: a global, high-power, high-frequency (HF) network. This network ensures resilient communication for both nuclear and non-nuclear command and control (NC3/C2), serving a wide range of users, including US Strategic Command (USSTRATCOM), Air Mobility Command, the White House Communications Agency, Navy submariner forces, and other government agencies like the Department of Homeland Security and the Federal Emergency Management Agency (FEMA). HFGCS is essential for disseminating critical information to global strategic forces, especially in contested environments where satellite communications might be compromised. The program leverages a network of 13 strategically located ground stations and two network control stations equipped with modern, commercially based, HF radio technology, ensuring beyond-line-of-sight communication with aircraft, ships, and land-based platforms. Procurement funding focuses on modernizing and maintaining this vital system by replacing outdated audio switching equipment, mitigating obsolescence issues, and enhancing cybersecurity. These upgrades will ensure HFGCS remains a reliable and resilient communication backbone for the DoD and its partners. Specifically, this funding supports six key modernization lines of effort: improving Arctic C2, implementing robust HF waveforms across the DoD, supporting Air Force HF modernization efforts, integrating Air Operations Center HF requirements, implementing a robust Pacific Air Forces (PACAF) HF strategy for the US Indo-Pacific Command (INDOPACOM) area of responsibility (AOR), and executing NC3 HF modernization. Additionally, it covers Direct Mission Support/Program Support Costs (DMS/PMA), System Engineering, Joint Interoperability Test Center (JITC) installation testing, and shipping. This funding also prioritizes the acquisition of controlled, critical protection items classified as essential military communication equipment. Funding for this exhibit contained in PE 0303133F NOTE: Due to an administrative error, a Below Threshold Reprogramming (BTR) placed $3.499 million of FY 2024 funding into PE 0303133F instead of PE 0305158F Tactical Terminal (found in the same Weapon System Code (WSC)). The correct FY 2024 amount for 0303133F is $14.551 million. This $3.499 million is also reflected in the P-5 of this budget document and will be corrected in October 2025. PE 0305158F TACTICAL TERMINAL (TT) The TT program provides Integrated Broadcast Service (IBS)-compatible terminals (radios) that access the IBS broadcast providing AF warfighters strategic, operational, and tactical intelligence and threat warning information. The TT family of systems provide both AF airborne and ground weapons systems transmit/receive and receive-only solutions. The TT program does not provide the IBS broadcast (PE 0305179F IBS provides the IBS broadcast). Funding for this exhibit contained in PE 0305158F. Please note that a BTR increased FY24 PE 0305158F budget by 3.499M for an approved budget of 19.355M. Due to an administrative error, the BTR amount of 3.499M is not reflected in PE 0305158F and instead is incorrectly reflected in PE 0303133F HIGH FREQUENCY GLOBAL COMMUNICATIONS SYSTEM (HFGCS). PE 0102325 ATMOSPHERIC EARLY WARNING SYSTEM The AEWS program integrates sensors and radios to execute key Homeland Defense missions. The current HF radios installed on AF aircraft & ground nodes have reached obsolescence and there is a compelling need to modernize HF capabilities. Beyond Line of Sight (BLOS) data link is often the only recourse NORAD has to conduct Homeland Defense. NORAD has an existing and enduring BLOS requirement. Impending sunset of Link 11 will eliminate NORAD's data link capable of fulfilling many of its mission operations.

Justification — Radio Equipment
PE 0303133F HIGH FREQUENCY GLOBAL COMMUNICATIONS SYSTEM (HFGCS) FY 2026 procurement funding for the High Frequency Global Communications System (HFGCS) focuses on modernizing the radio/network infrastructure and replacing aging antenna systems across its global network of 13 ground stations and two network control stations. The radio/network infrastructure modernization effort prioritizes replacing outdated components with commercially available technology to enhance capabilities and ensure long-term system viability. This includes upgrading the Unified Capabilities/Audio Communications Functionality (UC/ACF) switch to a modern system, transitioning the HFGCS network to a more robust and flexible cloud environment. Funding will also replace the current 30-year-old high power amplifiers (HPAs) with modern equipment to reduce sustainment costs, high failure rates, and incompatibility with advanced HF waveforms. Additionally, funding will support the installation of RT2200A radios, upgrading from obsolete legacy radios to modern, software-defined radios with enhanced capabilities, aligning with the Department of Defense's (DoD's) High Frequency (HF) modernization strategy. Beyond these upgrades, FY 2026 funding will also support ongoing HF modernization efforts, including implementing robust waveforms and techniques to increase network resiliency and reliability. It will also address diminishing manufacturing sources and material shortages (DMSMS) and obsolescence by procuring replacements or identifying alternative solutions for aging or obsolete components. Finally, it will fund hardware updates and integration to meet mandated cybersecurity requirements. The High Frequency Global Antenna Replacement program replaces antennas across the enterprise that have degraded after over 35 years of operation in harsh climate conditions. This project prioritizes locations based on need and operational requirements while also addressing DMSMS and obsolescence for critical antenna components. Finally, FY 2026 funding will also cover program support costs including program management and administration, engineering, cybersecurity initiatives, travel, operational testing, and technical interchanges. In FY 2026, HFGCS received a $0.046 million for Advisory and Assistance Services to promote efficiencies and advance the policies of the Administration in alignment with Executive Order 14222, "Implementing the President's Department of Government Efficiency Cost Efficiency Initiative." PE 0305158F TACTICAL TERMINAL (TT) FY 2026 efforts include procuring and integrating security-upgraded IBS-compatible tactical terminals with the most recent software to ensure that AF weapons systems can transmit to/receive the IBS broadcast directly. A phased acquisition strategy will be employed to procure 1036 tactical terminals, directly supporting the efficient integration of these terminals with corresponding weapon systems. To maintain optimal inventory levels and adapt to evolving operational needs, the total terminal requirement will be reviewed annually. PE 0102325F Advanced Early Warning System (AEWS) FY25 funding is required to purchase equipment and infrastructure to enable new Satellite Communications waveform interoperability and Link-22 capable radios to ensure the smooth transition from the legacy Link-11 tactical data link capable of fulfilling many of its mission operations
