Description — Tactical C-E Equipment
PE 0207418F TACTICAL AIRBORNE CONTROL SYSTEM EQUIPMENT (TACS): The Tactical Airborne Control System (TACS) provides a Distributed Mission Operations (DMO) capable, high-fidelity simulator for Special Warfare airmen, to include Tactical Air Control Party (TACP), Special Tactics Combat Control Team (CCT), Joint Terminal Attack Controller (JTAC), and Air Support Operations Center (ASOC) operations. The Tactical Airborne Control System (TACS) is essential in providing initial training, mission qualification training, continuation training, and currency control requirements to JTACs and Special Tactics personnel. JTAC control training requirements exceed the ability of live-fly aircraft to meet, and is the only capability enabling JTACs to achieve and maintain minimum required training for both qualification and proficiency in accordance with the U.S and Partner Nation Memorandum of Agreement for JTAC certification and qualification. Funding for this exhibit is contained in program element (PE) 0207418F. PE 0207422F THEATER-DEPLOYABLE COMMUNICATIONS (TDC) PROGRAM: TDC is used to extend network data, voice and video services to expeditionary and battlefield forces. The TDC system provides stand-alone communications support for the full range of military operations and communications capability for Command and Control (C2) reach back, at and above, the tactical level for a variety of Air Force missions. TDC provides a rapidly deployable communication infrastructure package, which provides deployed users with secure and non-secure voice service, internet access, local area network, network management, information assurance, e-mail services (Non-classified Internet Protocol (IP) Router Network (NIPRNET)/Secret Internet Protocol Router Network SIPRNET), and intra/inter-base connectivity services like those established on a fixed base. This program element funds both the procurement of large communications packages that support base size operation centers, and smaller communications packages that support smaller units on the move, as well as a wide variety of contingency operations in austere/isolated locations. The TDC packages also support Special Missions, to include noncombatant evacuation and disaster relief efforts, US Secret Service support, and Homeland Defense Operations. The Flexible Communications Package (FCP) consists of Satellite Communications (SATCOM), Integrated Communications Package (ICAP) and Network Control Center- Deployed (NCC-D) components. The Agile Communications Packages (ACP) or Fly Away Communications Terminal (FACT) (FACT is a partial ACP package), will replace both the Communication Fly away kit and the Small Communications Package (SCP) and provide the Wing Communications Squadrons with communications to meet expeditionary operations requirements. The ACP will consist of ICAP and SATCOM capable equipment to provide a complete package to wing and combat communications squadrons that will allow for success of ACE. The (TDC) program reached full operational capability in 2008. TDC procures and installs end of life/end of support equipment to maintain full operational capability. Recapitalization addresses Diminishing Manufacturing Sources (DMS) issues associated with Commercial on the Shelf (COTS) components and ensures TDC maintains compliance with security mandates/directives and cryptographic standards. Theater-Deployable Communications (TDC) procurements consist of Satellite Communications (SATCOM), Integrated Communications Package (ICAP) and Network Control Center- Deployed (NCC-D) components. Recapitalization cost is based on the quantity of equipment, number of users they support, and the configurations of the three components. Size of recapitalization packages vary from year to year. a. SATCOM (formerly HUB AND SPOKE SATELLITE TERMINALS): Satellite terminals provide two-way communications connectivity between expeditionary bases and reach back, through Defense Information System Agency (DISA) gateways/teleports, to the global information grid. These terminals provide Department of Defense (DOD) X band and Ka Band (Super High Frequency) resources. They provide access to Ku band commercial satellite services and commercial Low Earth Orbit (LEO) terminals allow connectivity through an alternate constellation. TDC's Small, Medium, and LEO satellite terminals improve the expeditionary workforce's bandwidth throughput for high-speed voice, data, video, and imagery transmissions. Small aperture SATCOM terminals supporting direct internet protocol connection capable of supporting multi-commercial and military transmission bands significantly reduce airlift requirements and provide flexibility during expeditionary operations. b. INTEGRATED COMMUNICATIONS ACCESS PACKAGE (ICAP): ICAP provides the distributed base backbone which includes hubs/routers, switches, secure/non-secure telephones capability, secure conferencing, WI-FI and timing equipment, and intra-base connectivity using fiber and/or point-to-point radios to provide NIPR/SIPR connectivity around the deployed base. ICAP packages include accessories and configuration kits to tailor the capability of voice and data modules (i.e., cards to interface to the host nation postal telegraph and telephone). ICAP packages are modular, which allows assets to be deployed incrementally and provides the capability to expand the network as the base population increases. TDC provides a rapidly deployable communication infrastructure package, which provides deployed users with secure and non-secure voice service, internet access, local area network, network management, information assurance, e-mail services (Non-classified Internet Protocol (IP) Router Network (NIPRNET)/Secret Internet Protocol Router Network SIPRNET), and intra/inter-base connectivity services similar to those established on a fixed base. c. NETWORK CONTROL CENTER-DEPLOYED (NCC-D): NCC-D provides deployed network management, information protection, and network planning capabilities like those at fixed bases. Specific functions include data management, intrusion detection, and firewall capabilities for both the classified and unclassified networks. The services provided through NCC-D are the core services to the communication hub and these Core Services will be the focus of the Flexible Communications Package (FCP). In accordance with Section 1815 of the FY 2008 National Defense Authorization Act (P.L. 110-181), this item is necessary for use by the active and reserve components of the Armed Forces for homeland defense missions, domestic emergency responses, and providing military support to civil authorities. Funding for this exhibit is contained in program element (PE) 0207422F. PE 0207423F ADVANCED COMMUNICATIONS SYSTEMS consists of Mobile User Objective System (MUOS) and Second-Generation Anti-Jam Tactical Ultra High Frequency Radio for NATO (SATURN) software for the PRC-117G handheld radio. These are commercial off the shelf software programmable tactical radios that provide voice, data, and video communications for military users in the air, on the ground, and at sea. Funding for this exhibit is contained in program element (PE) 0207423F. PE 0207444F TACTICAL AIR CONTROL PARTY-MODERNIZATION (TACP-M): All TACP-M programs execute effective interoperable communications with existing Command, Control, Communications, Computers, & Intelligence (C4I) equipment and must be interoperable with planned C4I equipment tying into the Department of the Air Force's Battle Network, Agile Combat Employment's Communication Packages, the joint force's All Domain Command and Control (JADC2) capabilities/networks, and joint Digitally Aided Close Air Support (DACAS) standards. To ensure survivable and effective C3 capabilities, TACP needs to develop equipment capable of: sensing (passive and active) enemy activity within the electromagnetic environment and deliver non-kinetic effects through ground-based EMSO capabilities; a passive IR sensor which will provide a 24/7 360 degree infrared imaging capability utilizing artificial intelligence for threat detection; procure and integrate High Capacity Beyond Line of Sight (BLOS) Baseband Backhaul and other communications support equipment; field advanced software defined waveforms (Low Probability of Intercept/Low Probability of Detection (LPI/LPD)); provide network architecture to move data across elements and echelons; as well as, procure Small Unmanned Aircraft Systems (sUAS) for communication and network extension. The purpose of Tactical Air Control Party - Modernization (TACP-M) programs is to provide TACPs with modernized Global Positioning System (GPS), laser targeting/designation devices, voice (handheld, manpack and Link-16 radios), data, and video communications (Full Motion Video Receivers/Transceivers), including diverse waveforms and software, advanced targeting equipment, and enhanced battlefield awareness/management capabilities across all domains. Improved targeting and data communications capabilities improve kill chain timelines, defeat adversary systems through opening and closing kill webs, extended critical networks to the forward edge, and when required reduce the probability of fratricide or collateral damage. Tactical Air Control Party - Modernization (TACP-M) programs support include addressing frequent TACP combat deployments that sometimes lead users to change equipment procurement priorities to support urgent operational needs and respond to evolving threat environments. TACP-M programs jointly develop and procure software and hardware with other Air Force Special Warfare (AFSPECWAR) programs to consolidate requirements that are common across the AFSPECWAR enterprise. This teaming arrangement helps standardize equipment, improves efficiency by consolidating acquisition efforts, enabling a common baseline, and reducing overall costs. TACP-M programs provide and modernize capabilities in the following five major areas: (1) Air Support Operations Center (ASOC)/Tactical Operational Center (TOC) systems; also known as TACP Command and Control, and communications (C3) (used in static, mobile and maneuverable operations centers), (2) Vehicle Mounted Systems (used in tactical vehicles) and for On-The-Move and At-The-Halt operations, (3) Dismounted Systems (used by TACPs in wearable configurations), (4) Joint all-Domain Command and Control (JADC2) software, and (5) Support distributed and resilient ground-based command and control teams that leverage airpower within the Theater Air Control System. The Air Support Operations Center (ASOC)-Mod TACP C3 (including TACP core computers), Maneuver Gateway (MG), Beyond Line of Site (BLOS) Baseband Backhaul (BB/BH) projects are comprised of several Commercial off-the Shelf (COTs)/Government off-the Shelf (GOTs) hardware, software, improved power generation components and associated support. The gateway projects continue to expand Link-16, BLOS and Situational Awareness Data Link (SADL) capabilities for gateway operations (hardware and software) with products currently available to support further integration efforts to meet requirements and gain valuable feedback from other TACP-M programs, innovation sites and the User Engagement Site (UES). TACP-M will continue executing C2 Shelter/Trailer procurement and integration to help ensure mobility and maneuver capability. The Tactical Laser Communications project includes the development of a Portable Optical Communication Terminal prototype, providing a Low Probability of Intercept/Low Probability of Detection, highly anti-jammable communication capability. The Tactical Laser Communications project also includes the development of supporting Tactical Grid Boundaries and/or networks, enabling global access into the Department of Defense information Network, ensuring diverse and resilient pathways for data transmission for TACP military units in remote locations. TACP Mobile Communications System (MCS): Effort includes, procuring, integrating, and fielding command and control communication kits for TACP MCS Block 3, and TACP MCS Block 4, as well as MCS Universal which integrates a vehicle-agnostic mobile communications suite of equipment onto legacy, current and future TACP vehicles. Items requested in FY 2026 as identified in this Exhibit are representative but not limited to the items to be procured. Items procured during execution may change based on critical equipment needed to support current Air Force mission requirements. In accordance with Section 1815 of the FY 2008 National Defense Authorization Act (P.L. 110-181), this item is necessary for use by the active and reserve components of the Armed Forces for homeland defense missions, domestic emergency responses, and providing military support to civil authorities. Funding for this exhibit is contained in program element (PE) 0207444F. PE 0408011F Special Tactics / Combat Control: The Special Warfare Acquisition Growth and Refresh (SWAGR) program delivers a wide range of core capabilities/equipment for the Special Tactics (ST) operator to provide the Air Force and Joint Force with support across the following missions: Global Access, Precision Strike, and Personnel Recovery (PR); with additional focus on Electromagnetic Spectrum Operations (EMSO), Counter-Space, Counter-UAS, and Ground-based Suppression of Enemy Air Defenses (SEAD). Core capabilities addressed in this program element focus on delivering a state-of-the-art Command, Control, Communications, Computer, Intelligence, Surveillance and Reconnaissance (C4ISR) capability to include but not restricted to: Command and control (C2) communication systems, body-worn computing systems, power and data management systems, targeting devices, next-gen Visual Augmentation Systems, Electromagnetic Spectrum Operations (EMSO) defensive/offensive systems, Low Probability of Intercept/Low Probability of Detection (LPI/LPD) systems, equipment capable of sensing (passive and active) enemy activity within the electromagnetic spectrum (Radio Frequency (RF) communication) and jamming effectiveness, and Small UAS supporting C4ISR, Personnel Recovery (PR) and Assault Zone missions. SWAGR also supports AFSOC Tactical Command and Control (TAC C2) enhanced communication systems and equipment essential for ST Combat Controller Teams (CCT), PR, Special Reconnaissance, and Tactical Air Control Party (TACP) to perform their mission and communicate Beyond Line of Site (BLOS) with rear echelon C2, to provide a joint operating picture. The ST CCT operators use Assault Zone equipment to gather and transmit assault zone suitability, ISR and weather data, perform Drop Zone/Landing Zone (DZ/LZ) operations, and to support precision/non-precision approaches into austere airfields using military ruggedized portable airfield lighting and navigational aids. AFSOC-assigned PR operators will also utilize portable mass casualty monitoring systems. Items include but are not limited to initial equipment purchases, training, spares, repairs and returns, software licenses and accessories and peripherals. Funding for this exhibit is contained in program element (PE) 0408011F. The FY 2026 request was reduced by $.530 million for Advisory and Assistance Services to promote efficiencies and advance the policies of the Administration in alignment with Executive Order 14222, "Implementing the President's Department of Government Efficiency Cost Efficiency Initiative.

PE 0207418F TACTICAL AIRBORNE CONTROL SYSTEM EQUIPMENT (TACS): FY 2026 funding supports the procurement of additional training devices as needed by the field, the fielding of new capabilities, to include Digitally Aided Close Air Support (DACAS) that implements Link16 messages utilized for CAS, and will also address emerging and short notice Diminishing Manufacturing and Material Shortage (DMSMS) issues. PE 0207423F ADVANCED COMMUNICATIONS SYSTEMS: FY 2026 funding will procure Mobile User Objective System (MUOS) training events and MUOS Help Desk Support Services. PE 0207422F DEPLOYABLE COMMAND, CONTROL and COMMUNICATIONS (C3) SYSTEMS: FY 2026 funding supports increased Air Combat Command (ACC) requirements. Funding will be used as directed by ACC to provide expeditionary operations capabilities to the Wing communications squadrons. Units will receive Agile Communications Packages (ACP), Military Satellite Communications (SATCOM), Joint Worldwide Intelligence Communications Systems (JWICS) transport module, and commercial Satellite capabilities. PE 0207444F TACTICAL AIR CONTROL PARTY-MODERNIZATION (TACP-M) ACQUISITION CATEGORIES: FY 2026 funding is planned to execute efforts related to Air Support Operations Center Modernization (ASOC-Mod), TACP Command and Control (C2) (including procuring TACP core computers), procurement of equipment related to Maneuver Gateway (MG), Beyond Line of Site (BLOS) Baseband Backhaul (BB/BH), Global Network Access, C2 Shelter/Trailer, Electromagnetic Spectrum (EMS), Tactical Laser Communications, TACP Mobile Communication System (MCS) Kits for TACP MCS Block 3 (Communication equipment integrated in Armored Multi-Purpose Vehicles) and TACP MCS Block 4 (Communication equipment integrated in Joint Light Tactical Vehicles), MCS Universal (MCS-U) activities, procurements supporting both Special Warfare Assault Kit (SWAK) and Tactical Assault Kit (TAKBox)(in support of dismounted efforts), and mounted/dismounted radios/peripherals/targeting equipment/Global Positioning System (GPS)/etc., to include required DMS/testing and Naval Surface Warfare Center (NSWC) Crane support for all TACP-M programs, both mounted and dismounted. Items requested in FY 2026 as identified in this Exhibit are representative but not limited to the items to be procured. Items procured during execution may change based on critical equipment needed to support current Air Force mission requirements. In accordance with Section 1815 of the FY 2008 National Defense Authorization Act (P.L. 110-181), this item is necessary for use by the active and reserve components of the Armed Forces for homeland defense missions, domestic emergency responses, and providing military support to civil authorities. PE 0408011F SPECIAL TACTICS/COMBAT CONTROL: FY 2026 funding procures Visual Augmentation Systems (VAS) Near Infrared (IR) and Short Wave IR laser pointers, VAS laser target designator TLD163s, High Frequency (HF) and multi-band tactical antenna kits, commercial satellite communications for long range data/voice. Low probability of detection/interception encrypted pass through radios, field computing device tablets, coded target acquisition markers. Radar sensing equipment small unmanned systems (short and medium range), handheld and manpack radio rechargeable batteries and battery chargers, Electromagnetic Spectrum Operations (EMSO) equipment, Android Tactical Awareness Kits (ATAK) wearables, Assault Zone (AZ) lighting systems, AZ survey tools and next generation airfield survey device.
