Description — AFNET
These programs support Cyberspace Activities Air Force Network (AFNET) provides Commercial Off-The-Shelf (COTS) solutions to implement, deliver, and upgrade the IT equipment and technology (e.g., firewalls, routers, servers etc.) that constitutes the Air Force's wide area network (WAN). The systems procured in this budget line provide the equipment and technology for Air Force Information Network Operations (AFINOps), which includes technology for network defense. This program includes the defense in depth cybersecurity capabilities critical to protecting AFNET data and the Air Force strategic entry points into the DoD Information Network (DODIN). AFNET is on track to complete the initial NIPR Installation Service Node (ISN) effort and the Next Generation Gateway Component Enterprise Data Center (CEDC) effort. Other projects include installation processing nodes, Information Management Suite (IMS), SIPRNet C2 Nodes, Dual Path Resiliency (DPR) base boundary upgrades, enterprise network security, network situational awareness and C2 capabilities. These projects allow for the interface with and assured movement of information from terrestrial, air and space-based networks, thus enabling Air Force Information Operations (AFINOps). All funds used for AFNET Systems support the continued establishment and transformation of the AFINOps construct toward DoD standards and specifications The procurement efforts in this program budget line include, but are not limited to, system equipment, engineering/integration, certification and accreditation, deployment, testing, training equipment/systems, associated training and interim contractor support. All activities may incorporate support to other program elements across the Air Force Information Enterprise in accordance with SAF/CIO direction. FY26 request was reduced by $.426M for Advisory and Assistance Services to promote efficiencies and advance the policies of the Administration in alignment with Executive Order 14222, implementing the President's Department of Government Efficiency Cost Efficiency Initiatives. PE 0303089F, CYBERSPACE OPERATIONS SYSTEMS This PE executes requirements for both AFINC and CSCS weapon systems. Funds may be used for other AFNET requirements if required. (1) AIR FORCE INTRANET CONTROL (AFINC): Procures and installs equipment for network operations, network defense and overall management of the AFNET Gateways (GWs), the Information Management Suite (IMS) and the base Service Delivery Point Routers as well as the Air Force discrete requirements associated with AFNET cybersecurity and will implement in accordance with Zero Trust principles. (2) CYBERSPACE SECURITY AND CONTROL SYSTEM (CSCS): Procures, installs, and hosts capabilities contributing to cyber mission assurance, including proactive defense and persistent network operations for the Air Force, the Air Force-provisioned portions of the DoD Information Network (DoDIN), and the Air Force Information Network (AFIN). CSCS modifications support the following activities: fault resolution to maintain operational capabilities; lead-in coordination activities at base-level Network Control Centers for necessary network security actions; monitoring of AF network services; managing of boundary protection devices and the Air Force network infrastructure; and continuous network situational awareness. Funding for this exhibit is contained in PE 0303089F.

Justification — AFNET
PE 0303089F, CYBERSPACE OPERATIONS SYSTEMS The FY26 AFNET funding increase is required to modernize the DAF's Wide Area Network (WAN), securely connecting all 750,000 Airmen and Guardians at bases around the globe, through equipment procured for the AFINC and CSCS Weapon Systems. DoD mandates the DAF's full implementation and compliance with Zero Trust cybersecurity capabilities by the end of FY27. Funds are needed to procure and install Zero Trust Resource Protection Suites (end item deliverable) at all 187 DAF Main Operating Bases, including but not limited to procurement of modernized routers, firewalls, hosting infrastructure and associated equipment. Additionally, the data transport infrastructure enabling the DAF's classified and unclassified logical networks (CSCS) also requires modernization, to ensure secure connections between devices operating on the networks and enable day-to-day network operations throughout the DAF. AFINC includes, but is not limited to, Gateway e-mail security/DNS upgrades, Dual Path Resiliency, Enclave NIPR Firewall and ASIM Sustainment (ENFASS) (previously under Air Force Cyberspace Defense (ACD)), base boundaries, SDP Router tech refresh, Information Management System Expansions, and Next Generation Gateway. CSCS includes, but is not limited to, Vulnerability Management, Area Processing Center and Regional Data enter Consolidations, Installation Service Nodes (ISNs), Comply-to-Connect, and Host Based Security System (HBSS).
