Description — Base Information Transpt Infrast (BITI) Wired
BASE INFORMATION TRANSPORT INFRASTRUCTURE (BITI), formerly known as INFORMATION TRANSPORT SYSTEM (ITS): BITI procures base-level network infrastructure (e.g., routers, switches, access points, controllers, cables, and other IT-networking equipment) for unclassified and classified Air Force intranet communications. The FY2026 funding enables the procurement and installation of equipment to upgrade the wired and wireless base-level IT network infrastructure. This Base Infrastructure Modernization (BIM) approach upgrades the Base Area Network (BAN) equipment directly supporting the DAF's transition to Enterprise Information Technology as a Service (EITaaS). The FY2025-FY2026 funding decrease is driven by the completion of initial BIM efforts focusing on Active Duty PACAF and Air National Guard locations. BIM, under the BITI Program Element (PE), delivers base-level Air Force cyberspace network and integrated information infrastructure for DAF installations (active duty, reserve, and Air National Guard (ANG)) and Geographically Separated Units (GSU) at approved locations. The BIM portion of the BITI PE encompasses base-level information transport systems, both wired and wireless, to support base requirements for digital voice, data, and video systems. This includes commercial device connectivity, Unified Capabilities (UC), and the management systems necessary to manage, protect, and maintain Air and Space Forces networks. BITI provides a robust and secure infrastructure incorporating high-availability and multi-tiered network connections at ACC approved facilities supporting Airmen and Guardians. The efforts in this program budget line fund the deployment, upkeep, and continuous support of vital information transport systems across the Air and Space Forces. These efforts, combined with other DAF battle network IT initiatives, deliver technological advancements such as datacenter consolidation, cloud-based services, and mobile computing. BITI ensures operating locations have the required infrastructure, bandwidth, and overall network capabilities supporting current and future NIPR/SIPR communication requirements of the DAF warfighters. BIM: Designs, procures, and delivers a modernized, commercial best-practice Enterprise IT as a Service (EITaaS) network. This network provides a comprehensive, holistic wired and wireless Base Area Network (BAN) infrastructure, including inside and outside cabling, for the Air Force Network (AFNet) NIPR and SIPR. This supports the base-level Air and Space Force cyberspace network and integrated information infrastructure for DAF installations (active duty, reserve, and ANG) and GSUs at ACC Lead Command approved locations. BIM supports the DAF initiative to utilize an EITaaS model for IT network operations, maintenance, and sustainment. BIM provides base network infrastructure to remediate current bandwidth and performance issues (improving user experience) DAF-wide. This supports growing Service IT demands and requirements for the AFNet NIPR and SIPR networks. BIM increases data-to-decision speeds, which is foundational to supporting emerging mission communication requirements. These requirements include the Flight Line of the Future (FLoF), Operational Imperatives, Advanced Battle Management Systems (ABMS), and Combined Joint All-Domain Command and Control (CJADC2). In accordance with Section 1815 of the FY 2008 National Defense Authorization Act (P.L. 110-181), this item is necessary for use by the active and reserve components of the armed forces for homeland defense missions, domestic emergency responses, and providing military support to civil authorities. FY26 request was reduced by $.667M for Advisory and Assistance Services to promote efficiencies and advance the policies of the Administration in alignment with Executive Order 14222, implementing the President's Department of Government Efficiency Cost Efficiency Initiatives. Justification
Justification — Base Information Transpt Infrast (BITI) Wired
The FY2026 funding allows for the continuation of the Base Area network (BAN) equipment replacement strategy, as 34% of network equipment is reaching end-of-service (EOS) or end-of-life (EOL). This funding enables the procurement and installation of equipment to upgrade the wired and wireless base-level IT network infrastructure, with a focus on Pacific Air Force (PACAF) and the Air National Guard. The total number of bases completed is driven by Department of the Air Force (DAF) base priority and sizing (i.e. S, M, L, and XL). Investment in this PE continues replacement of BITI fielded systems for approved DAF installations. Funding is necessary for government ownership of critical network IT transport infrastructure whose unit costs exceed expense threshold. Funding includes, but is not limited to, the design, implementation, and upgrades to broadband and fiber-optic digital information transport networks. These networks provide mission-critical information transport capabilities at fixed DAF bases (active duty, reserve, and Air National Guard) and selected geographically separated unit (GSU) locations. Procurement efforts include, but are not limited to, site surveys, design, installations, and Program Support Costs (PSC) contractor services.
