Description — C3 Countermeasures
PE 0208076F Mission Defense Team (MDT) MDT program increases resiliency and survivability of Air Force Major Weapon systems and infrastructure critical to the execution of AF core missions utilizing Core functions conducted by Mission Assurance Cyber Coordination Element (MACCE), Functional communities, and 16AF support with the objectives to break the adversaries kill chain, provide decision advantage for the warfighters, and increase military lethality. The MACCE are essential for maintaining high-end readiness and mission assurance ensuring the Air Force's ability to de-fend its weapon systems and infrastructure against evolving threats. PE 0208087F Distributed Cyber Warfare Operations (DCWO) DCWO provides for the innovation, test, support, and deployment of cyberspace solutions in the form of materiel and non-materiel capabilities in support of USAF offensive cyberspace operations (OCO) to include but not limited to USAF OCO units, Combatant Commands (COCOMs), and other authorized agencies. Funding procures specialized hardware and software necessary for associated infrastructure and capability deployment across multiple OCO mission areas. Funding for this exhibit contained in PE 0208087F. PE 0208088F Air Force (AF) Defensive Cyberspace Operations (DCO) AF DCO procures commercial off the shelf (COTS) hardware for the Integrated Defensive Cyberspace System (IDCS). IDCS hardware is configured in mobile and fixed form factors. Mobile hardware is used to equip Mission Defense Teams (MDTs) and AF retained Cyber Protection Teams (CPTs). Fixed hardware is deployed to all 188 DAF bases to collect network logs and serve as critical node in the IDCS architecture providing situational awareness of the key cyberspace terrain essential to the projection of Air Power. Operational users of IDCS include USAF operational units -- predominantly Sixteenth AF (AFCYBER), 688th Cyber Security Service Provider (CSSP), and 67th Cyber Wing, AF CPTs, MDTs, and network defenders. The capabilities provided will process data from and protect USAF networks and systems at multiple classification levels. Funding also provides IDCS software components essential to protecting Department of Defense (DoD) network enclaves, mission/weapon systems and control systems against unauthorized intrusion, exploitation, corruption, and/or destruction. Continued procurement and deployment of IDCS hardware and software will help meet the urgent need to deploy modernized, interconnected cyber defenses to deter near-peer aggression. AF DCO contributes to successful sortie generation (getting our planes off the ground and keeping them in the fight) while ensuring the integrity and global dominance of US Air Power. PE 0303166F Joint Information Operations Range (JIOR) JIOR provides the DoD with a closed network that forms a global live-fire information operations range complex. JIOR uses encrypted tunneling over existing transport networks to conduct mission rehearsal, training, testing, concept development, and experimentation in support of Information Operations (IO), Electronic Warfare (EW), Offensive Cyber Operations (OCO), Defensive Cyber Operations (DCO), Spectrum Warfare, Space Operations, and Special Operations Forces mission areas in a realistic threat representative environment. JIOR provides the capability to train and certify Cyber Mission Forces (CMFs) on the full spectrum of cyber weapons/capabilities without risk of observation or fratricide. JIOR integrates available cyberspace ranges and capability providers with the training/test audience providing access to low density/high demand test and training resources including critical infrastructure, cyber targets, internet traffic, and opposing forces. JIOR supports Presidential policy and Chairman of the Joint Chiefs of Staff (CJCS) mandates for training, certification, and recertification of 6000+ cyber mission forces and DoD/Interagency cyber vulnerability assessments. Combatant Commands, Services, and Agencies (C/S/A's) conduct hundreds of mission rehearsal, training, testing, and experimentation events on the JIOR annually. PE 0804762F Cyberspace Training and Ranges Cyberspace Training and Ranges provides solutions in the form of material and non-material cyberspace training platforms, threat representative networks, mission relevant cyber terrain, and multi-domain architecture to support training and exercises for DoD and AF cyber operations. This includes initial/mission qualification training (IQT/MQT), mission rehearsals and exercises to support USAF Offensive and Defensive Cyber Operations and Network Operations units, Combatant Commands, and other authorized agencies. PE 0208076F AF Mission Defensive Teams (MDT) Funding in FY26 will support capabilities that will process data from and protect USAF networks and systems at multiple classification levels. Funding also provides IDCS hardware components essential to protecting DoD network enclaves, mission/air gap weapon systems and control systems against unauthorized intrusion, exploitation, corruption, and/or destruction. Continued procurement and deployment of IDCS hardware and software will help meet the urgent need to deploy modernized, interconnected cyber defenses to deter near-peer aggression. PE 0208087F Distributed Cyber Warfare Operations (DCWO) Funding in FY 2026 will continue investment in additional hardware and software and recapitalization for various systems, to include what is needed to standup the 179th Cyber Wing in Mansfield, OH to support Cyber Enabled Air Superiority (CEAS). PE 0208088F AF Defensive Cyberspace Operations (DCO) Funding in FY 2026 will support USAF networks and systems at multiple classification levels by providing equipment in mobile and fixed configurations to protect and defend AF networks against attacks from the pacing challenge identified in the 2022 National Security Strategy. Funding provides both hardware and software essential to protecting DoD network enclaves weapon systems and control systems, and associated computer systems, software applications, and sensitive operational information against unauthorized intrusion, corruption, and/or destruction. All hardware, software, fielding, integration, documentation, information assurance, and engineering/program management costs required for deployment are funded in this line. PE 0303166F Joint Information Operations Range (JIOR) Funding in FY 2026 will support equipment and software modernization to enable the JIOR to extend service to 20 new sites while continuing support to the over 250 existing JIOR access points. Equipment will be procured annually for upgrades and new sites. PE 0804762F Cyberspace Training and Ranges Funding in FY 2026 will procure student mission training systems (hardware, software, infrastructure, and facility modifications) supporting Information Warfare and Cyber Operations training needs. FY 2026 funding continues investment to provide additional hardware and software to support training capacity increases to the AF Cyber Operations Forces Training Enterprise to meet its required pipeline of 1000 to approximately 3500 students/year. Includes essential training infrastructure consisting of cabling, switches, servers, storage, virtualization, and software to upgrade and maintain 15 Cyber classrooms.
