Description — Combat Training Ranges
PE 0207429F: COMBAT TRAINING RANGES (CTR) program procures electronic telecommunication and instrumentation equipment and threat systems for training ranges worldwide to satisfy air combat and electronic warfare (EW) test and training capability requirements. It also procures range scoring systems and replacement equipment for electronics no longer logistically supportable. Funds may be used to address production Diminishing Manufacturing Sources and Material Shortage (DMSMS)/Obsolescence issues through studies, bridge buys, life of type buys, supplier parts replacement and qualification activities to preserve future production capabilities and capacities. COMBAT TRAINING RANGE EQUIPMENT: The USAF is supporting US Indo-Pacific Command's Pacific Multi-domain Training and Experimentation Capability (PMTEC) initiative which includes enhancement of infrastructure and facilities in the vicinity of Guam and along the Second Island Chain (SIC) to build a live air-to-air training range that will support joint interoperability for maritime strike, war-at- sea, and high-end training. This initiative is designed to generate joint readiness, test emerging capabilities, and drive theater-appropriate requirements in a fully instrumented live, virtual, constructive training area. Funding for this effort in FY 2026 is shown under Range Equipment. ADVANCED RADAR THREAT SYSTEM VARIANT 1 (ARTS-V1): The ARTS-V1 program is comprised of dual long-range strategic Surface to Air Missile (SAM) threat systems. ARTS-V1 is designed to be used at Department of Defense (DoD) training ranges for aircrew training and tactics development to increase combat effectiveness and aircrew survivability. While various aircraft platforms may train against ARTS-V1, the focus of the program is to deliver realistic closed-loop threat replication meant to test 5th Generation and future aircraft capabilities. Funding will be used to procure services applicable to the installation, training, delivery, and retrofit of fielded Production Representative Article (PRA). RADAR SIGNAL EMULATORS (RSE): The RSE program will procure advanced Surface-to-Air Missile (SAM) radar threat systems that can replicate multiple threats at the fidelity necessary for 5th generation and multi-domain training. P6 COMBAT TRAINING SYSTEMS (CTS): P6 CTS will resolve existing critical training capability gaps and will enable comprehensive, realistic air combat training. Key upgrades include a trusted operating system, Multiple Level Security (MLS) architecture, Type 1 encryption of over-air data, and increased processing capability. P6 CTS investment will support a robust Air-to-Air and Air-to-Ground combat training environment and provide a growth path to Blended Training capability. The P6 CTS is comprised of airborne participant subsystem, ground system/subsystem and ancillary range communication infrastructure. The P5 CTS is comprised of the P5 pod, communication links, and a ground station to support range safety, training execution, and aircrew debriefings. The system was in sustainment but with the P6 CTS program's delayed acquisition the program has moved to the right with an estimated lifecycle through 2034. RANGE EQUIPMENT: This effort delivers range infrastructure and equipment in order to monitor and control an extended, realistic target environment for simulated ordnance delivery and provide scoring, feedback and debriefing to the aircrew. This effort includes, but is not limited to, the Joint Advanced Weapon Scoring System (JAWSS) program, which consists of Navy-developed scoring and feedback systems that provide weapon impact and laser spot scoring on bombing and gunnery ranges, electronic warfare threat subsystems such as noise and spoofing jammers and ground based laser countermeasures and directed lasers as well as radar and detection systems, data link connectivity, target shells, simulations and concealments, integrated air combat training instrumentation for range-less and tethered ground systems, and Range Safety Systems (RSS). LIVE MISSION OPERATIONS CAPABILITY (LMOC): LMOC is an effort to modernize range control centers with common hardware and software that can support live- synthetic training missions. LMOC will provide a node-based enterprise that integrates all range system capabilities, including pre/post mission coordination, in a multi- level secure environment to enable blended live-synthetic training for 4th/5th generation aircraft and aircrew. Funding for this exhibit contained in PE 0207429F Combat Training Ranges and PE 0207604 Readiness Training Ranges Operations and Maintenance. In FY 2025 3080 funding in PE 0207604 supporting Combat Training Ranges was transferred to PE 0207429F.
Justification
Justification — Combat Training Ranges
Combat Training Range Equipment: FY 2026 funding for this effort is under Range Equipment. ARTS-V1: FY 2026 will fund system enhancements to the Production baseline to keep the system current with the latest intelligence assessments of the threats replicated by ARTS V1 as well as fund another year of Interim Contractor Support for the Production Representative Article fielded at the Neveda Test and Training Range. LMOC: FY 2026 funding supports, but is not limited to, the procurement of seven (7) LMOC hardware/software platforms. P6 Combat Training System (CTS): FY 2026 funding procures P6 CTS ground systems/subsystems and spares. Funds may also be used for site surveys, installations, training and Interim Contractor Support (ICS) to include Field Tech Representative (FTR) support. Range Equipment: FY 2026 Funding supports continued procurement of advanced threat emitters, fiber infrastructure, 5G SATCOM, and radio equipment for INDOPACOM's buildup of training range capabilities around Guam and the second island chain. FY 2026 Pacific Deterrence Initiative (PDI) funding accounted for in the Base budget total 188.612M and supports 4 Combat Training Range Equipment Programs. Radar Signal Emulator (RSE): FY 2026 funding is for RSE support for procured systems. FY26 request was reduced by $.302 million for Advisory and Assistance Services to promote efficiencies and advance the policies of the Administration in alignment with Executive Order 14222, implementing the President's Department of Government Efficiency Cost Efficiency Initiatives.
