Description — Air Force Physical Security System
Overseas Operations Costs (OOC) funds this requirement in FY 2026. The Air Force Physical Security System (AFPSS) program consists of program elements that procure force protection equipment, as well as support the installation, integration and acceptance testing for base defense physical security systems, such as Integrated Base Defense Security System (IBDSS), Counter Small Unmanned Aircraft Systems (C-sUAS), and Counter-Rockets, Artillery and Mortar (C-RAM) systems, for the purpose of delivering modern and secure base defense solutions to protect people, infrastructure, facilities and the Nation's most critical warfighting assets, both in the homeland and overseas. AFPSS encompasses the following PEs: PE 0101110F - B-21 Raider includes Electronic Security System projects that procure commodity security equipment such as intrusion detection sensors, alarm annunciators, and surveillance systems required for B-21 Raider Special Access Program facilities. PE 0101122F - AIR LAUNCHED CRUISE MISSILE (ALCM) SECURITY SYSTEMS include commodity security equipment such as intrusion detection sensors, alarm annunciators, and surveillance systems required for nuclear warhead storage locations. PE 0101213F - MINUTEMAN SQUADRONS: No FY26 funding requested. PE 0101233F - LGM-35A SENTINEL SQUADRONS: Funding in FY26 will fund the physical security systems and associated equipment for LGM-35A Sentinel facilities to include, but not limited to, intrusion detection sensors, alarm annunciators, and surveillance systems required for Special Access Program facilities. PE 0101238F - LONG RANGE STANDOFF (LRSO) includes commodity security equipment such as intrusion detection sensors, alarm annunciators, and surveillance systems required for nuclear warhead storage and Special Access Programs locations. PE 0101238F - LONG RANGE STANDOFF (LRSO) Funding in FY26 will fund physical security systems/associated equipment for LRSO facilities. This includes, but is not limited to: intrusion detection sensors, alarm annunciators, and surveillance systems required for nuclear weapon and Special Access Programs facilities. The physical security system is critical for the deployment of LRSO to meet nuclear certification and weapon system deployment timelines. PE 0207522F - AIRBASE AIR DEFENSE SYSTEMS (ABADS) Counter Small Unmanned Aircraft System (C-sUAS) is required to provide C-sUAS system capability & continued support at existing, fielded installations to ensure the ability to detect, track, identify and defeat small unmanned aircraft systems and other rockets, artillery, and mortar threats, or other air base threats to ensure capabilities exist and remain effective. The capabilities & support procured protect AF installations, personnel, critical infrastructure at fixed sites, mobile and austere locations, and contingency and non-contingency locations worldwide. PE 0207522F- AIRBASE AIR DEFENSE SYSTEMS (ABADS) Missile Defense (MD) is designed as a configurable combination of Commercial Off the Shelf (COTS)/Government Off the Shelf (GOTS) sensor and non-kinetic effector technologies integrated with tailored Battle Management Command and Control (BMC2) subsystem that leverages GOTS products and Advanced Battle Management System (ABMS) Digital Infrastructure to provide adaptive, resilient, and dedicated air defense capability. The ABADS(MD) system is designed to operate independently or combine with other local and distributed capabilities to form a multi-layered defense-in-depth, improving airbase defense and airbase resiliency. PE 0207588F - AIR BASE GROUND DEFENSE (ABGD) will procure Integrated Base Defense & expeditionary equipment that is required to provide robust force protection capabilities worldwide for: Perimeter defense, flight-line security, aircraft, intelligence, surveillance, and reconnaissance assets, critical infrastructure, sustained sortie generation and air operations. This Program Element Code (PEC) procures advanced technology force multipliers to include: night vision and thermal imagery equipment, counter sniper/battery capabilities, ground weapons, target acquisition radar, interoperable tactical communications, required command, control, & communications (C3) and protective standoff equipment for wheeled tactical (active/passive), armored, and un-armored vehicles, tactical security system, and unit/personnel protective field equipment. PE 0207589F - BASE PHYSICAL SECURITY SYSTEMS (BPSS) Integrated Base Defense Security System (IBDSS) programs and various acquisition blocks. These activities reduce the risk to AF and USSF personnel, Protection Level 1-Nuclear (PL-1N), and non-nuclear (PL-1 thru PL-4) assets, (weapon systems, aircraft, command & control systems, etc.) and facilities at AF, USSF and ANG installations globally. Force Protection BPSS projects support long-term physical security requirements that allow installation commanders and security forces to adapt and counter enduring and emergent threats to high priority assets in accordance with home station, Aerospace Expeditionary Force concepts, and DOD Nuclear Weapons Security Standards where applicable. BPSS will procure tactical/expeditionary equipment that is required to provide robust force protection capabilities worldwide of flight-line security, aircraft, intelligence, surveillance, and reconnaissance assets, critical infrastructure, sustained sortie generation and air operations, integrated and interoperable C3 platform & components, and unit/personnel protective field equipment. The Defender Multi-Domain Command, Control and Communications (DMDC3) initiative will rapidly field a platform that integrates the computing power, the means of communication, and the tools for situational awareness to enable the protection of base personnel and base assets. PE 208047F - This Program Element Code (PEC) procures equipment and vehicles associated with the Air Force Antiterrorism program.

PE 0101122F AIR LAUNCHED CRUISE MISSILE (ALCM) Security Systems No FY 2026 funding requested. PE 0101213F MINUTEMAN SQUADRONS No FY 2026 funding requested. PE 0101233F - LGM-35A SENTINEL SQUADRONS Funding in FY 2026 will fund the physical security systems and the associated equipment for new LGM-35A Sentinel facilities that includes but not limited to the Vandenberg SFB Formal Training Unit and Vandenberg SFB Reentry Vehicle Facility, FE Warren AFB Integrated Training Center, and the Malmstrom AFB Commercial Gate. The security system and associated equipment includes but not limited to intrusion detection sensors, alarm annunciators, and surveillance systems required for Special Access Programs facilities and other LGM-35A Sentinel facilities. The physical security system is critical for the deployment of the LGM-35A Sentinel facilities to meet nuclear certification and weapon system deployment. PE 0101238F - LONG RANGE STANDOFF (LRSO) includes commodity security equipment such as intrusion detection sensors, alarm annunciators, and surveillance systems required for nuclear warhead storage and Special Access Programs locations. PE 0101238F - LONG RANGE STANDOFF (LRSO) Funding in FY26 will fund physical security systems/associated equipment for LRSO facilities. This includes, but is not limited to: intrusion detection sensors, alarm annunciators, and surveillance systems required for nuclear weapon and Special Access Programs facilities. The physical security system is critical for the deployment of LRSO to meet nuclear certification and weapon system deployment timelines. PE 0207522F AIRBASE AIR DEFENSE SYSTEMS (ABADS) Counter Small Unmanned Aircraft System (C-sUAS) The primary system for C-sUAS capabilities will be the Small Unmanned Air Defense System (SUADS), supported by Medusa 3.0 command & control system [previously identified as the ACE pallet]. Funding will also be utilized to procure and field systems to additional locations and to further implementation of evolved Command, Control, Communication, Computers, and Intelligence [C4I] systems, thus improving the performance of the fielded Medusa Command and Control and System of Systems. Updates will include integration and installation of cyber fixes, OEM component upgrades, deficiency resolution, artificial intelligence for operator task automation, closed-loop training system for operator certification and proficiency, track fusion updates, Link 16 capability integration, Advanced Battle Management System [ABMS] interoperability, Universal Command & Control (UC2) implementation, Electronic Warfare upgrades and other C2 systems. Coordination with C-sUAS office for C-sUAS equipment to two (2) installations and inclusion are in the quantity line. Funding in FY 2026 will primarily address a rapid proliferation of layered C-sUAS capabilities to priority DAF locations through the Replicator-2 effort and delivering deployable kits for rapid response capability. Discretionary funds support the procurement of 8x Rapidly Deployable SUADS and 2x system refreshes. The FY 2026 request was reduced by 0.517 million for Advisory and Assistance Services to promote efficiencies and advance the policies of the Administration in alignment with Executive Order 14222, "Implementing the President's Department of Government Efficiency Cost Efficiency Initiative. The FY 2026 request for ABADS C-sUAS includes 54,891 thousand of discretionary and 463,200 thousand of mandatory (reconciliation) for a total of 518,091 thousand. The mandatory funds procure C-sUAS equipment for defense of DAF installations from small-UAS threats in alignment with Replicator 2. Further information for this reconciliation request is provided in Section 20004 (Enhancement of Department of Defense Resources for Munitions and Defense Supply Chain Resiliency) of the Reconciliation Exhibit. PE 0207522F AIRBASE AIR DEFENSE SYSTEMS (ABADS) Missile Defense (MD) Funding in FY 2026 will continue procurement of combat capability for DAF with three [3] additional ABADS(MD) kits. Funding will also be utilized to procure ABADS(MD) capabilities in support of NORTHCOM and Golden Dome efforts. ABADS(MD) will begin procurement of Non-Kinetic Effector (NKE) capability in FY 2026. The FY 2026 request was reduced by 0.254 million for Advisory and Assistance Services to promote efficiencies and advance the policies of the Administration in alignment with Executive Order 14222, "Implementing the President's Department of Government Efficiency Cost Efficiency Initiative. The FY 2026 request for ABADS MD includes 82,800 thousand of discretionary and 235,000 thousand of mandatory (reconciliation) for a total of 317,800 thousand. The mandatory funds will procure additional ABADS MD kits in support of Golden Dome air and cruise missile defense. Further information for this reconciliation request is provided in Section 20003 (Enhancement of Department of Defense Resources for Missile Defense) of the Reconciliation Exhibit. PE 0207588F AIR BASE GROUND DEFENSE (ABGD) FY2026 funding to Air Force Materiel Command (AFMC)/Air Force Installation Mission and Support Center (AFIMSC) procures Air Force Tactical Security Equipment supporting procurement of tactical/expeditionary equipment to provide robust force protection capabilities worldwide; flight-line security, advanced technology force multipliers to include: night vision and thermal imagery equipment, counter sniper/battery capabilities, ground weapons, target acquisition radar, and inter operable tactical communications to satisfy Security Forces early warning requirements. Additionally, FY2026 funding continues to fund replenishment and stocking of necessary Log Det materiel to support Global Force Management/Air Force Force Generation (AFFORGEN)/Agile Combat Employment (ACE) constructs and provide off the shelf capability to respond to contingency operations both CONUS and OCONUS. In FY26, all procurement of modern expeditionary Tactical Security Systems (TSS) (to replace legacy tactical systems) transfers from 0207588F to 0207589F. Funding in FY 2026 to Air Force Installation Mission and Support Center (AFIMSC)/Log Det will replenish and refresh 1 legacy C2 system deployed to Air Forces Africa (AFAFRICA), Pacific Defense Initiative (PDI), and additional required War Readiness Material (WRM) in support of Global Force Management/Air Force Force Generation (AFFORGEN)/Agile Combat Employment (ACE) constructs. This will provide off the shelf capability to respond to contingency operations both CONUS and OCONUS. Overseas Operations Costs (OOC) funds this requirement in FY 2026. Funding in FY 2026 to USAFE will procure 12 interoperable command, control, security operations tactical radio/satellite communications equipment and battlespace/geospatial joint friendly forces tracking systems to support mounted (e.g., armored/unarmored tactical vehicles) and dismounted combat and defensive operations; ground and air tactical sensor/ radar systems; electronic countermeasure warfare systems; ground & air kinetic/non-kinetic weapons and support equipment in support of Global Force Management/AFFORGEN and ACE constructs. "Fiscal Year (FY) 2025 European Deterrence Initiative (EDI) funding accounted for in the Base budget total 30.794M and supports Air Base Ground Defense USAFE programs Funding in FY 2026 for Security Force Command and Control (C2) Equipment will be used to procure 1 Base Defense Operations Center (See LOGDET requirement), to include communications equipment, to support security forces deployed OCONUS. OSD Add for 10.2M supporting procurement of Counter-small UAS (C-sUAS) equipment in FY 2025 was misaligned and placed in 0207588F. Coordination underway with C-sUAS Program Office to correct in execution, and will procure 1 C-sUAS system. PE 0207589F BASE PHYSICAL SECURITY SYSTEMS [BPSS] Funding in FY 2026 for Integrated Base Defense Security System (IBDSS-4) will support force protection installs of Weapons Generation Facilities, and non-nuclear (PL-1,2,3,4) assets (weapon systems, aircraft, command & control systems, etc.) and facilities (hangars, SCIFs, etc.) at AF, USSF and installations globally and Interim Contractor Support at AF and USSF bases. Due to world-wide operational mission events, quantities are subject to change. IBDSS-4 will procure Tactical Security Systems (TSS) and other tactical/expeditionary equipment that is required to provide robust force protection capabilities worldwide. FY2026 procurement features 15 IBDSS-4 modernization installs, 19 TSS, and one WGF install. The FY 2026 request was reduced by $1.004 million for Advisory and Assistance Services to promote efficiencies and advance the policies of the Administration in alignment with Executive Order 14222, Implementing the President's Department of Government Efficiency Cost Efficiency Initiative. PE 0208047 ANTITERRORRORISM [AT]. Funding in FY 2026 regarding BPAC 834130 Electronic Security Systems (ESS) will procure a Containerized Weapons System and 3 (three) Joint Light Tactical Vehicles for the AFAFRICA mission. Efforts with funding starting in FY 2025 through FY 2028 are summarized on the P-40. The following cost deltas reflect funding for all 834130 Budget Program Activity Code (BPAC) PEs in the years FY26-29 except for PE 0207589F (Base Physical Security Systems). Base Physical Security Systems PE uses a P-3a because it is categorized as a modification.
