Description — Cheyenne Mountain Complex
Cheyenne Mountain Complex (CMC) systems provide real-time ballistic missile warning, air defense, force management, battle management and command, control and communications for the North American Air Defense (NORAD) missions. PE 0305903F - Mobile Command and Control System (MC2S) Modification for the COMBATANT COMMANDER (CCDR), Mobile Command and Control System (MC2S); The CCDR's MC2S provides command capabilities to accomplish directed missions in the event of a national level emergency. It provides resilient command, control, communications, computers, and intelligence (C4I) capability accomplishing directed COCOM missions. The MC2S provides C4I for Homeland Support/Homeland Defense (HLS/HLD) and U.S. Northern Command (USNORTHCOM). MC2S Block 05 will execute MC2S Block 05 modifications which include but are not limited to: 1) Communication system upgrades; 2) Mission and support asset upgrades; 3) Cyber security modernization; 4) Network upgrades; 5) Environmental and Filtration system upgrades along with and including initial spares and test facility updates required by the fielding of these modifications. Last two FYs of each three-year Block are not New Starts. MC2S Block 06 will execute MC2S Block 06 modifications which include but are not limited to: 1) Communication system upgrades; 2) Mission and support asset upgrades; 3) Cyber security modernization; 4) Network upgrades; 5) Environmental and Filtration system upgrades along with and including initial spares and test facility updates required by the fielding of these modifications. Last two FYs of each three-year Block are not New Starts. FY26 efforts to include Integrated Base Defense Security System (IBDSS) is a replacement of security system components (intrusion detection system, access control system, closed-circuit television system, annunciator, cameras, sensors) for the MC2S in-garrison location at the 253 CACG on F.E. Warren AFB. MC2S Block 07 will execute MC2S Block 07 modifications which include but are not limited to: 1) Communication system upgrades; 2) Mission and support asset upgrades; 3) Cyber security modernization; 4) Network upgrades; 5) Environmental and Filtration system upgrades along with and including initial spares and test facility updates required by the fielding of these modifications. Last two FYs of each three-year Block are not New Starts. PE 1203906F - NCMC - ITW/AA SYSTEM In FY 2022, P-1 Line Item 833160 / Cheyenne Mountain Complex PE 123906F efforts were transferred to Appropriation 3022F, Procurement, Space Force, P-1 Line Item SPCMOD / Space Mods, PE 123906SF Cheyenne Mountain Complex, from Appropriation 3080F due to the creation of a new Appropriation for Space Force.
Justification
Justification — Cheyenne Mountain Complex
PE 0305903F - Mobile Command and Control System (MC2S) FY 2026 justification is provided on applicable P-3As. Funding increase classified and can be addressed via proper classification channels. The CCDR's Mobile Command and Control System (MC2S) provides a resilient command, control, communications, computers, intelligence (C4I), reliability and maintainability capability while accomplishing directed COCOM missions. MC2S provides C4I for Homeland Security Support/Homeland Defense (HLS/HLD) and USNORTHCOM missions. MC2S modification efforts funded in this line include upgrading MC2S shelters and incorporating additional C4I system capabilities via mobile Information Technology and Communication Upgrade projects; ensuring the platform's ability to rapidly deploy, re-constitute and operate. Different blocks do not signify a new start but rather is an internal tracking system. Blocks 06 and 07 modifications will include but are not limited to: 1) Communication system upgrades; 2) Mission and support asset upgrades; 3) Cyber security modernization, 4) Network upgrades; and 5) Environmental and Filtration system upgrades along with and including initial spares and test facility updates required by the fielding of these modification. Due to the limited spares demand rate, and indefinite system lifespan, Life of Type buys may be required to support weapons system modifications across the active MC2S Block Programs. Program funding will also provide Program Management Administration (PMA) support for the MC2S Block 06 and Block 07 Programs. PMA includes acquisition support/strategy, engineering and technical expertise associated with procurement; support services, test, travel and other program related costs associated with install of procurement equipment. MC2S Block 06 will execute MC2S Block 06 modifications which include but are not limited to: 1) Communication system upgrades; 2) Mission and support asset upgrades; 3) Cyber security modernization; 4) Network upgrades; 5) Environmental and Filtration system upgrades along with and including initial spares and test facility updates required by the fielding of these modifications. Block 06 will also execute PMA acquisition support/strategy, engineering and technical expertise associated with procurement; support services, test, travel and other program related costs associated with install of procurement equipment. In addition to FY26, critical efforts include Integrated Base Defense Security System (IBDSS) is a replacement of security system components (intrusion detection system, access control system, closed-circuit television system, annunciator, cameras, sensors) for the MC2S in-garrison location at the 253 CACG on F.E. Warren AFB. Funding for this effort is in program element 0305903F and is funded IAW full funding policy.
