Description Weather Observation Forecast

PE 0305111F WEATHER SERVICE DESCRIPTION The Weather Observation Forecast (WOF) procurement line acquires fixed-base and tactical meteorological equipment, and meteorological information systems supporting the 2022 National Defense Strategy's (NDS) lines of effort. WOF procurement also ensures a dependable environmental observing and sensing network which was identified as one of the key layers in the blueprint for the sensing grid that enables joint all-domain command and control (JADC2). This funding rebuilds readiness for a more lethal and resilient force by procuring and upgrading fixed and tactical equipment for observing and forecasting terrestrial impacts in support of global Air Force (AF), Army, Special Operations Forces (SOF), Space Force (USSF), combatant commands, the Intelligence Community (IC), and other government agencies. Funding to procure and upgrade information systems to process, store, analyze, and disseminate decision-grade weather information enables accurate prediction of environmental impacts to optimize mission planning and execution, targeting, weaponeering, and battle damage assessment, while also enhancing the effectiveness and survivability of AF and Army weapon systems, precision munitions, and AF, USSF, and government agency space systems. Alliances are strengthened through weather system technological upgrades to ensure critical interoperability with Department of Defense (DoD), allies, and inter-agency partners in support of joint all-domain combat operations. Funding for WOF also ensures greater performance and affordability through improvements to architecture and system efficiency as well as the retirement of legacy equipment. WOF activities align under two capability areas: Weather Data Collection and Weather Forecasting. This alignment ensures an integrated and systems-oriented approach to program management decisions. Procurement funding for terrestrial impact forecasting is addressed by APPN 3080, PE 0305111F, Weather Observation Forecast. 1. Weather Data Collection Systems: Provides automated atmospheric environmental sensing capabilities at fixed and deployed locations worldwide. The data gathered by multiple sensor systems is exploited for environmental battlespace awareness, characterization, safety of flight and resource protection. A. Fixed Based Weather Systems (FBWS) - The FBWS program is responsible for the management of 394 fixed base automated weather sensor systems consisting of commercially available weather sensors across 265 AF and Army bases. FBWS provides the capability to collect weather elements for aviation surface report generation and dissemination. FBWS sensor data is essential for safe and efficient aviation operations of critical DoD assets, and integration into command and control (C2) systems and nodes as part of a joint all-domain sensing capability. FBWS program is the consolidated acquisition effort of four fixed base weather system technical baselines and sensor collection appliances to create a common sensor baseline and consolidate contract sustainment costs. B. Next-Generation Radar (NEXRAD) - NEXRAD is a Tri-agency (National Weather Service, AF, and Federal Aviation Administration) program that manages 158 Doppler weather radars. It provides networked radar data that is essential for safe and efficient aviation operations; resource protection of critical DoD, government, and commercial assets; and integration into C2 systems and nodes as part of a joint all- domain sensing capability. The AF owns and maintains 24 NEXRAD systems worldwide and performs program actions on these systems to include capital equipment replacement of components reaching end of life. C. Expeditionary Weather (ExMET) - ExMET provides a "first-in/on-the-move" weather solution in the tactical and near-peer environments in support of the 2022 NDS. ExMET delivers a scalable, integrated system of components for sensing, forecasting, and communications capabilities aligning to Operation Plans and contingency Unit Type Codes (UTCs) for agile combat employment of weather Airmen and weather operations. ExMET includes tactical sensors to include the TMQ-53, the Micro/Advanced-Micro Weather Sensor (MWS/AMWS), a next-gen tactical Integrated Weather Observing System (IWOS), as well as solutions for forecasting/data caching/ processing workstations that leverages deployed communications capabilities. 2. Weather Forecasting: Weather Forecasting includes activities for terrestrial physics and AI/ML-based environmental modeling, which provides warfighters with increased global environmental battlespace awareness for use in strategic, operational, and tactical mission planning, rehearsal, and execution through advanced scientific numerical weather prediction capabilities. Provides improvements to specific weather modeling compute and IT hardware capability gaps. A. Numerical Weather Modeling (NWM) - Provides global and regional advanced scientific numerical weather and extreme weather physics and AI/ML-based prediction capabilities for automated, high-resolution forecast products supporting mission planning and operations execution in unclassified and classified enclaves with an emphasis on clouds, theater scale weather, aerosol/chemical constituents, and hydrology. Funding for this exhibit is contained in PE 0305111F. This requirement supports performance of a full financial audit as required by title 10 U.S.C. Chapter 9A, Sec 240-D. Management services costs include Federally Funded Research and Development Centers (FFRDCs) and Advisory and Assistance Services (A&AS). Funding may be used to address Diminishing Manufacturing Sources (DMS) issues.

PE 0305111F WEATHER SERVICE JUSTIFICATION 1. Weather Data Collection Systems: A. FBWS: FY 2026 funding will procure additional fixed-base weather sensor systems and additional sensor components, and communication and dissemination equipment for weather sensing at AF and Army installations, expeditionary airfields, and joint/coalition force locations. Funding for fleet sensor modernization to improve sensing and system efficiency while mitigating components obsolescence will include procurement of a new multi-function aerosol sensor to replace multiple legacy sensors, a replacement lightning sensor, and retrofit of unsupportable wind sensors. B. NEXRAD: FY 2026 funding will continue the procurement of capital equipment replacement items including a power management system and communications components. C. ExMET: FY 2026 funding will continue procurement of scalable, tactical weather sensor systems for agile combat operations, replacing legacy unsuitable and unsustainable systems. 2. Weather Forecasting: A. NWM: FY 2026 funding increased as program continues HPC System 11 service life extension and addition of Graphical Processing Units (GPUs) and expanded storage.
