Description
Description — 3D Expeditionary Long-Range Radar
The Three-Dimensional Expeditionary Long-Range Radar (3DELRR) program develops the AN/TPY-4 system which is the designated replacement for the AN/TPS-75 radar.The 3DELRR system will be the United States Air Force's (USAF's) principal long-range, ground-based sensor for detecting, identifying, tracking, and reporting aerial tracks for the Joint Force Air Component Commander (JFACC). The 3DELRR system consists of the AN/TPY-4 radar and associated Direct Mission Support (DMS) ground equipment which includes Prime Movers, Generators, and other smaller mission support items such as necessary crypto and prime mover diagnostic equipment. When fielded, the 3DELRR system will provide multiple benefits and increased capabilities to the USAF and the Joint Services, including: the ability to detect and track modern and emerging highly maneuverable, small radar cross-section airborne target; greater battlefield and battlespace awareness through a precise, real-time air picture of sufficient quality to control individual aircraft under a wide range of environmental and operational conditions; and increased reliability, operational availability, maintainability, transportability, survivability, and sustainability. FY 2026 funding will continue the procurement of 3DELRR systems, and initiate Interim Contractor Support (ICS) to the fielded operational units. In accordance with Section 1815 of the FY 2008 National Defense Authorization Act (P.L. 110-181), this item is necessary for use by the active and reserve components of the Armed Forces for homeland defense missions, domestic emergency responses, and providing military support to civil authorities. FY 2026 request was reduced by $0.168M for Advisory and Assistance Services to promote efficiencies and advance the policies of the Administration in alignment with Executive Order 14222, implementing the President's Department of Government Efficiency Cost Efficiency Initiatives. Justification
Justification — 3D Expeditionary Long-Range Radar
The FY 2026 increase allows the procurement of an additional three (3) 3DELRR systems on the basis of the re-negotiated firm fixed price cost structure of the procurement contract, and scales up the interim contractor support to accommodate the additional fielded systems until an organic USAF support capability is established. This investment will allow for the replacement of the AN/TPS-75 and provides the warfighter with a reliable and threat relevant long range radar system. Production Units: FY 2026 funds will procure three (3) 3DELRR systems, to include the necessary logistics and program support associated with the delivery of the system. Direct Mission Support (DMS) Equipment: FY 2026 funds will procure equipment associated with the 3DELRR systems. Equipment includes Prime Movers, Generators, and necessary crypto & support equipment. Prime Movers and generators are sent directly to the operational units. The remaining equipment is sent to Lockheed Martin as Government Furnished Property (GFP) for integration with the TPY-4. Interim Contractor Support (ICS): FY 2026 funds will provide ICS to fielded units
