Description

Description Battle Control System - Fixed

Battle Control System-Fixed (BCS-F) supports the North American Aerospace Defense Command/ Northern Command (NORAD/NORTHCOM) homeland defense and air sovereignty mission for fixed Air Defense Sectors. BATTLE CONTROL SYSTEM-FIXED (BCS-F): BCS-F is a bi-national program with Canada. The BCS-F Program is an AF Homeland Defense battle management command and control system with the capability to integrate data from existing and future civil and military defense surveillance systems into a comprehensive air picture. BCS-F provides tactical communications and data link capabilities with other military and civil systems responsible for planning, directing, coordinating and controlling forces for air surveillance, air defense, and control of sovereign US air space. This integrated air picture enhances the capability to conduct peacetime air sovereignty operations, and transition to active air defense operations in the event of aggression. Life cycle replacement will be required to prevent system obsolescence, account for new cyber security requirements and posture the program to seamlessly integrate future capabilities. Provides for capital equipment replacement activities at the fixed Air Defense Sectors, which include, but are not limited to: infrastructure upgrades, future Diminishing Manufacturing Sources (DMS), and replacement of other equipment that does not qualify for Centralized Asset Management (CAM) funding. NATIONAL CAPITOL REGION - INTEGRATED AIR DEFENSE SYSTEM (NCR-IADS): NCR-IADS is a post-September 11, 2001 rapidly fielded capability that provides ground-based air defense of the NCR airspace by delivering an integrated air picture, air defense weapons, Enhanced Regional Situational Awareness (ERSA), and forensic data collection capabilities. Life cycle replacement will be required to prevent system obsolescence, account for new cyber security requirements, infrastructure upgrades, and to posture the program to seamlessly integrate future capabilities. FY 2026 request was reduced by $0.009 million for Advisory and Assistance Services to promote efficiencies and advance the policies of the Administration in alignment with Executive Order 14222, implementing the President's Department of Government Efficiency Cost Efficiency Initiatives. Funding for this exhibit is contained in PE 0102326F.

Justification

Justification Battle Control System - Fixed

FY 2026 decrease is a result of the completion of the initial Enhanced Regional Situational Awareness (ERSA) modernization procurement replacing current end-of-life systems, preventing obsolescence, and maintaining cyber security compliance for the NCR Defense visual sensor element. BATTLE CONTROL SYSTEM-FIXED (BCS-F): FY 2026 funds will support, but are not limited to, hardware upgrades to seamlessly integrate new and emerging sensors, data, and technologies. Funds will be utilized for hardware upgrades and spares that do not qualify for Centralized Asset Management (CAM) funding, updated configurations of existing sites to match the modified baseline, and hardware to maintain the mandated cyber security posture and Authority to Operate (ATO) requirements. NATIONAL CAPITAL REGION - INTEGRATED AIR DEFENSE SYSTEM (NCR-IADS): FY 2026 funds will support the refresh of legacy camera systems to: address mission critical components Diminishing Manufacturing Sources and Material Shortages (DMSMS) issues, Artificial Intelligence (AI) automated tracking capabilities, software upgrades, and site infrastructure integration and relocations. Funds will also support, but are not limited to, hardware and software upgrades to seamlessly integrate new and emerging sensors and technologies, hardware and software upgrades and spares that do not qualify for Centralized Asset Management (CAM) funding, and hardware and software to maintain the mandated cyber security posture and Authority to Operate (ATO) requirements. PROGRAM SUPPORT COSTS (PSC): FY 2026 funds for PSC will support the management, engineering and technical support for the program office. This funding request supports potential Diminishing Manufacturing Sources (DMS) and obsolescence solutions, to support if optimal, life of type buys or bridge buys limited to the program of record quantity.
