Description — National Airspace System
PE 0305137F NATIONAL AIRSPACE SYSTEM (NAS) The NAS program modernizes and sustains the Department of Defense (DoD) Air Traffic Control (ATC) system in concert with the Federal Aviation Administration (FAA). NAS increases safety of flight, provides systems and facilities interoperable with FAA, replaces aging DoD ATC systems, provides identical service to military and civilian aircraft, and reduces DoD flight cancellations/delays and maintenance. NAS includes two programs: the ATC Voice Recorder Replacement (VRR) and the ATC Voice Switch Replacement (VSR). The Time Division Multi-Plexing to Internet Protocol (TDM to IP) migration program was started in FY 2024 with program support funds ($399 thousand); however, the program is now being funded with Operations and Maintenance funds as unit cost is less than $300 thousand and is not centrally managed. The TDM to IP migration program description is provided below for information only. The ATC VRR replaces end-of-life Digital Audio Legal Recorder (DALR) that is no longer supported by the original equipment manufacturer. Recording of ATC controller-to-pilot and ATC tower communications is required to support accident investigations, near misses, runway incursions, etc. Voice are in all Air Force ATC towers/Radar Approach Control (RAPCON) facilities. Replacement recorders are being procured though a Federal Aviation Administration (FAA) fixed-price contract with production options through FY 2030. The FAA will also be the lead agency for Operational Safety, Suitability and Effectiveness (OSS&E) and lifecycle support. An estimated 160 ATC VRRs will be procured through FY 2024-2030. The ATC VSR replaces the 25+ year old Enhanced Terminal Voice Switch (ETVS) systems which provide analog radio and telephone voice communications for ATC voice communications. These legacy, analog systems are experiencing multiple support issues and part constraints and do not meet the Department of Defense (DoD) Chief Information Officer (CIO) mandated transition to digital Internet Protocol (IP) capability. ATC controller-to-pilot communications are the heart of ATC capability and critical to safety of flight in the airfield terminal area. The FAA is also replacing the same legacy ETVS voice switches and joint acquisition strategy is being developed to procure up to 150 ATC VSRs beginning in FY 2026. The TDM to IP Migration is a DoD (CIO) mandate and aligned with Defense Information Systems Agency (DISA) guidance. TDM to IP migration addresses telecommunications carrier movement from point-to-point connections to network connections. USAF ATC utilizes these DISA-approved transport layers for DoD-to-DoD data transfer as well as connection to the overall NAS via the FAA Telecommunications Infrastructure (FTI). In accordance with Section 1815 of the FY2008 National Defense Authorization Act (P.L. 110-181), these items are necessary for use by the active and reserve components of the Armed Forces for homeland defense missions, domestic emergency responses, and providing military support to civil authorities. FY26 request was reduced by $0.006 million for Advisory and Assistance Services to promote efficiencies and advance the policies of the Administration in alignment with Executive Order 14222, implementing the President's Department of Government Efficiency Cost Efficiency Initiatives.
