Description — Air Traffic Control & Landing Sys
Air Traffic Control and Landing Systems (ATCALS) centrally manages the Air Force's Air Traffic Control (ATC) capability to ensure ATC facilities/equipment can safely and expeditiously support enroute and terminal operations in benign and combat areas of responsibility. Major ATCALS systems include, but are not limited to, fixed-base and tactical radars, navigation aids (NAVAIDS), voice communication switches/radios, and data processing/automation systems. These systems enable air traffic controllers to provide advisory, sequencing, separation, and landing guidance services to all aircraft in assigned airspace. ATCALS must also be inter-operable with systems operated by other services, the Federal Aviation Administration (FAA), or host nations. When possible, contracts with other services or the FAA are used. In accordance with Section 1815 of the FY 2008 National Defense Authorization Act (P.L. 110-181), this item is necessary for use by the active and reserve components of the Armed Forces for homeland defense missions, domestic emergency responses, and providing military support to civil authorities. Current acquisitions include: 1. DIGITAL ATC RADIO REPLACEMENT: The ATC ground-to-air Very High Frequency (VHF) and Ultra High Frequency (UHF) radios are 30 years old and difficult to maintain. The digital ATC Radio Replacement Program replaces ATC fixed-base (FB) and mobile ATC tower radios with state-of-the-art systems and 8.33 kHz channel spacing (reduces frequency interference at highly congested airspace). Digital ATC Radios are procured through an FAA, 10-year, fixed-price, base-production contract with two additional re-negotiated option years. 2. DEPLOYABLE INSTRUMENT LANDING SYSTEM (D-ILS): D-ILS is a Category I Instrument Landing System (200ft decision height/2400ft runway visual range) with remote monitoring and maintenance capabilities. D-ILS provides precision approach capability in adverse weather conditions to support tactical military operations, humanitarian assistance /disaster relief efforts, and interoperability with the Civil Reserve Air Fleet. The last of 19 operational production units was delivered in Sept 2022. FY 2024 funds complete depot standup. 3. DEPLOYABLE RADAR APPROACH CONTROL SYSTEM (D-RAPCON)/LIGHTWEIGHT DEPLOYABLE GROUND CONTROLLED APPROACH (LD-GCA): This program refurbishes two Army Air Traffic Navigation, Integration, and Coordination System (ATNAVICS). These ATNAVICS provide, terminal area, ATC radar surveillance and communications during adverse weather and night conditions. The total cost of the D-RAPCON Middle Tier of Acquisition (MTA) effort is $74 million, including RDT&E and procurement of prototype units. The D-RAPCON MTA Rapid Fielding is fully funded across the Future Years Defense Program. Starting in FY 2026 the D-RAPCON program will be referred to as the "Air Traffic Navigation, Integration, and Coordination System (ATNAVICS)" as refurbishment of the Army systems is complete. ATNAVICS is now in sustainment and being supported in the Comm Electronic Modification Weapon System Code 838010. The legacy (1970's-era) material solution for this requirement is a fleet of 7 AN/TPN-19 and 10 AN/MPN-14K mobile ATC systems. All of the AN/TPN-19 systems have been decommissioned. The 10 AN/MPN-14K systems will be decommissioned by FY 2027. Two ATNAVICS, along with three U.S. Africa Command (AFRICOM) Expeditionary Scalable Mobile Air Traffic Systems, will provide a limited material solution until an RDT&E program reaches maturity. The identified RDT&E program is a Multi-Function Tactical Radar System (MTRS) which will be capable of supporting Air Traffic Control (ATC) surveillance and communication, weather alerts, small Unmanned Arial System (sUAS) detection, and air base air defense situational awareness. A total of 19 MTRS will be required to meet this capability requirement. MTRS is expected to deploy in the 2030-2035 timeframe. 4. EXPEDITIONARY SCALABLE MOBILE AIR TRAFFIC SYSTEM: This system includes a Multi-Capable Radar (MCR)/Shelter and Control Tower (MCR/CT). The system provides Africa Command (AFRICOM) a suite of capabilities including ATC radar surveillance, tactical command and control, Integrated Air and Missile Defense tracking and prediction, and counter small UAS detection. The system is cyber hardened, and Mode-5 (Identification Friend or Foe) / Mode-S (Surveillance) capable. The MCR shelter supports ATC controller positions and has available rack space for UHF/VHF radios and communication equipment. The system is transportable by vehicle or airlift (C-130, C-17, or CH-47). 5. ATCALS FIXED BASE (FB) NAVIGATIONAL AIDS (NAVAIDS) Family of Systems (FOS): This FOS includes Tactical Navigation (TACAN), VHF Omnidirectional Ranging (VOR) and combined VOR and TACAN (VORTAC) systems as well as associated remote maintenance and monitoring (RMM) equipment. To date, 121 legacy systems have been upgraded. Ongoing efforts will replace four VORTACs at Air Education and Training Command (AETC) bases with modern Doppler VORTAC (DVOR) systems. This upgrade will reduce pilot training costs and throughput times. RMM efforts replace Windows-7 based processors with Windows-11 systems and replace copper wire connections with fiber-optic cable to keep with the Department of Defense (DoD) Chief Information Officer (CIO) mandated analog-to-digital conversion. 6. FIXED BASE (FB) INSTRUMENT LANDING SYSTEM (ILS): FB-ILS consists of two subsystems which provide horizontal (localizer) and vertical (glide slope) guidance to enable aircraft to make a precision approach to a runway in inclement weather. A total of eight FB-ILS systems will be procured: six for U.S. Air Force Europe (USAFE), one for the Air National Guard (ANG) and one to be determined by Air Force Priorities. USAFE systems replace end-of-life systems at Spangdahlem Air Base (AB) and Ramstein AB. ANG funding procures a single new FB-ILS and associated infrastructure at Joint Reserve Base New Orleans. 7. MAN-PORTABLE (MP) TACTICAL AIR NAVIGATION (TACAN): The MP-TACAN provides aircraft with point-to-point navigating and instrument flight approaches to operating sites/landing zones and is critical to mission success in adverse weather conditions and Global Positioning System (GPS) denied operations. It replaces 1980s-era legacy systems which are no longer supportable. Following a pre-solicitation contract protest the contract was re-competed and awarded in May of 2024. A total of 68 systems will be procured (58 for the Active Duty and 10 for the Air National Guard). 8. PACIFIC MULTI-DOMAIN TRAINING AND EXPERIMENTATION CONCEPT (PMTEC): The PMTEC program supports landing zone and distributed (hub and spoke) airfield operations, training, and exercise requirements across the U.S. Indo-Pacific Command (USINDOPACOM) area of responsibility. FY26 request was reduced by $0.246 million for Advisory and Assistance Services to promote efficiencies and advance the policies of the Administration in alignment with Executive Order 14222, implementing the President's Department of Government Efficiency Cost Efficiency Initiatives. DEPLOYABLE RADAR APPROACH CONTROL (D-RAPCON)/LIGHTWEIGHT DEPLOYABLE GROUND CONTROLLED APPROACH (LD-GCA): No budget year FY 2026 funds are requested. 4. EXPEDITIONARY SCALABLE MOBILE AIR TRAFFIC SYSTEM: FY 2026 funds procure Government Furnished Equipment, and fund Program Support Costs. 5. ATCALS FIXED BASE (FB) NAVIGATIONAL AIDS (NAVAIDS) FAMILY OF SYSTEMS (FOS): FY 2026 funds procure, prepare site, and install one dVOR system, 12 remote maintenance and monitoring systems and fund Program Support Costs. 6. FIXED BASE INSTRUMENT LANDING SYSTEM (FB-ILS): FY 2026 funds procure, prepare sites, and install two FB-ILS systems while funding program supports costs. 7. MAN-PORTABLE (MP) TACAN (TACAN): FY 2026 funds procure 13 MP-TACANs and fund Program Support Costs. 8. PMTEC: No budget year FY 2026 funds are requested.
