Description — Family Of Heavy Tactical Vehicles (FHTV)
The Family of Heavy Tactical Vehicles (FHTV) is designed for cross-country military missions to transport ammunition, petroleum, oils and lubricants, unit resupply, and other missions throughout the tactical environment to support modern and highly mobile combat units. Systems include the Heavy Expanded Mobility Tactical Truck (HEMTT) and the Palletized Load System (PLS). The HEMTT A4 and PLS incorporate the Long Term Armor Strategy (LTAS) "B-Kit" Ready cab, a modern power train, independent front suspension, Anti-lock Braking System (ABS) and traction control, updated electrical system and climate control. Both trucks utilize the companion PLS-trailer (A1) with Container Transfer Enhancement (CTE), and Enhanced Container Handling Units (E-CHU). The HEMTT Light Equipment Transporter (LET) tractor is the prime mover for the Modular Catastrophic Recovery System (MCRS) which is designed to recover catastrophically damaged Stryker's and Mine-Resistant Ambush-Protected (MRAP) vehicles. D08900: The PLS trailer is used in conjunction with the PLS truck (M1074 and M1075 variants) as well as the HEMTT load handling system M1120 variant. It accommodates a demountable cargo bed capable of hauling up to 16.5 tons of cargo/payload. The M1076A1 trailer is equipped with the Container Transfer Enhancement (CTE). This is used in conjunction with Enhanced Container Handling Unit (ECHU) equipped vehicles to allow the direct trans-load of an 8x8x20ft International Standards for Organization (ISO) containers from a truck to trailer without the need for an M1077 flat rack or additional Material Handling Equipment. D08921: The Medium Equipment Trailer (MET) provides a critical and responsive sustainment capability that is required for Large Scale Combat Operations (LSCO). The MET supports Multi-Domain Operations (MDO) with the ability to maneuver across strategic distances by providing intermediate weight combat vehicles transportation for a competitive advantage. The MET will be assigned to Heavy Equipment Transporter Systems (HETS) Companies and Composition Truck Company- Heavy (CTC-H) Companies to expeditiously move Combat Tracked Vehicles such as the Bradley Fighting Vehicle, Armored Multi-Purpose Vehicles (AMPV), Paladin and Field Artillery Ammunition Support Vehicles (FAASV) with a threshold of up to 60 tons and an objective to meet up to 70 tons while also obtaining North Atlantic Treaty Organization (NATO) road permits with a 45 ton payload. The MET will also be capable of transporting vehicles at the OCONUS standard minimum bridge and underpass clearance of 157.5 inches (4 meters). D16100: The Container Roll-in/out platform (CROP) is a flatrack suitable for use with the PLS and HEMTT Load Handling System (LHS). It is compatible for transport on the PLS and HEMTT LHS Trucks and PLS Trailer, and capable of transport inside any International Standards for Organization (ISO) International Code Council (ICC) Steel, dry cargo container. D16101: The Enhanced Container Handling Unit (E-CHU) is the latest model that provides the capability to pick-up and transport 20ft International Standards for Organization (ISO) containers without the use of a flatrack. The E-CHU allows the Army to use its Tactical Wheeled Fleet in any number of ways in transporting loads and is common to both the Palletized Load Handling System (PLS) and Heavy Expanded Mobility Tactical Trucks (HEMTT) Load Handling System (LHS) vehicles. The E-CHU allows for storage of the Front Lift Assembly when not in use and can still receive the M1077 flatrack/CROP and is fully operational with the PLS Trailer. D16202: The HEMTT M978A4 model is an 11.5 ton capacity, 8 wheel drive, 2500 gallon fuel transporter for field refueling of ground vehicles and aircraft, servicing on/off road areas. The C-130 transportable HEMTT is an essential combat enabler present in all brigade Combat Team formations. The current HEMTT A4 model has improved survivability with an integrated underbody A-cab and a scalable B-kit (common to the PLS); an improved powertrain, suspension and electrical system and adds an anti-lock braking system, air conditioning and traction control. D16203: The HEMTT M984A4 Wrecker provides heavy wheeled vehicle recovery crane recovery/tow/maintenance assist up to 16.5 Ton PLS and lighter wheeled vehicles. It's lift and tow system can recover disabled vehicles in two to three minutes. Vehicle is equipped with a material handling crane with 14,000 lbs. lift capacity at 9ft. (6,000 lbs. at 18 ft.); 60,000 lb. recovery winch, and an 8 ft. x 10 ft. cargo bed. The current HEMTT A4 model has improved survivability with an integrated underbody A-cab and a scalable B-kit (common to the PLS A1); an improved powertrain, suspension and electrical system and adds an anti-lock braking system, air conditioning and traction control. D16204: The HEMTT M985A4 model is an 11.5 ton capacity, 8 wheel drive cargo truck. The M985 Cargo has an on-board material handling crane with 5,400 lbs. load capacity and is the primary transporter for the Multiple Launch Rocket System (MLRS). The C-130 transportable HEMTT is an essential combat enabler present in all Brigade Combat Team formations. The Current HEMTT A4 model has improved survivability with an integrated underbody A-cab and a scalable B-kit (common to the PLS A1); an improved powertrain, suspension and electrical system and adds an anti-lock braking system, air conditioning and traction control. D16205: The HEMTT M983A4 Tractor 11.5 ton capacity, 8 wheel drive truck with winch and a diesel engine-driven tractor. The M983A4 tractor is the prime mover for the Patriot Missile System. The cab is consistent with Long Term Armoring Strategy (LTAS)-A and can be augmented with a standardized bolt-on LTAS-B kit for greater protection, improved survivability and integrated mounting that allows fast installation of a protected gunner position and machine-gun mount on the cabs roof. The M983A4 has an improved power train, suspension, electrical system, anti-lock braking system, improved climate control system, traction control and a cab that is consistent with the long term semitrailer that will be used for on-road operations and off-road movements into, within and from field sites where ground conditions will vary from good to very poor. The HEMTT A4 shares common cab, parts, and support with the new Palletized Load System (PLS) truck, reducing the need for separate spares. D16206: The HEMTT M983A4 model is an 11.5 ton capacity, 8 wheel drive tractor truck. The M983 LET Tractor performs as the prime mover for tactical semitrailer in forward deployed engineering units to include the M870 series which supports the Hypersonic Missile Program. The tractor is the primary recovery vehicle for the Modular Catastrophic Recovery System (MCRS) which is designed to recover catastrophically damaged Stryker and Mine-Resistant Ambush-Protected (MRAP) vehicles. The C-130 transportable HEMTT is an essential combat enabler present in al Brigade Combat Team formations. The current HEMTT A4 model has improved survivability with an integrated underbody A-cab and scalable B-kit (common to the PLS A1); an improved power train, suspension and electrical system and adds an anti-lock braking system, air conditioning and traction control. D16210: The HEMTT A4 Load Handling System (LHS) A4 model is an 11.5 ton capacity, 8 wheel drive load handling system truck. The HEMTT LHS provides North Atlantic Treaty Organization (NATO) interoperability with standard flatrack and mission modules for delivery of general supplies, equipment and munition by employing the hydraulic lifting system that uses a large hook to lift a flat rack from the ground to the bed of the truck. The system is combatable with the PLS-Trailer capable of a 26,000 lbs. payload. The C-130 transportable HEMTT is an essential combat enabler present in all Brigade Combat Team formations. The current HEMTT A4 model has improved survivability with an integrated underbody A-cab and scalable B-kit (common to the PLS A1); an improved power train, suspension and electrical system and adds an anti-lock braking system, air conditioning and traction control. The Enhanced Container Handling Unit (E-CHU) is the latest model that provides the capability to pick-up and transport 20ft International Standards for Organization (ISO) containers without the use of a flatrack. The E-CHU allows the Army to use its Tactical Wheeled Fleet in any number of ways in transporting loads and is common to both the Palletized Load Handling System (PLS) and HEMTT Load Handling System (LHS) vehicles. D16400: The Forward Repair System (FRS) is a highly Mobile Maintenance Shop (MMS) mounted to a flat rack transported by a standard Palletized Load System (PLS). The FRS provides Organizational and Direct Support Level Maintenance and Repair of Combat Systems in the Forward Battle Area. The FRS's capabilities include: 5.5 ton capacity crane for lifting engines/power packs and other major assemblies; oxyacetylene, pneumatic power and industrial quality hand tools; a 175-PSI air compressor; and a 30KW power source to provide power for the crane, electric power tools, and on-board ancillary equipment. The FRS AAO is 2,197. D16500: The PLS vehicle is a 10x10 multi-drive truck with a 16.5 ton capacity. The PLS incorporates a new cab that is common with the HEMTT A4. In addition, the cab has an integrated floor armor that meets the Long Term Armoring Strategy (LTAS) A-Kit requirements and allows for the LTAS B-Kit armor attachment. The PLS Truck performs line haul, local haul, unit resupply and other missions in the tactical environment to support modern and highly mobile combat units. The PLS Truck is a key enabler for both the Stryker Brigade Combat Team (SBCT) and modular force structure. The PLS (new or RECAP) can be integrated with a recovery module as well as be integrated with active safety and foundational autonomous capabilities that will help Soldiers to stay out of harm's way. PLS A2 configuration provides a standalone By-Wire Control System with active and passive safety features, integrates obstacle detection and collision avoidance, blind zone alerts, improved electronic stability control and serves as the foundation for future autonomous capabilities. D16611: The PLS Extended Service Program (ESP) is a department of the Army supported Recapitalization (RECAP) Program critical to increasing the 16.5-ton payload, 10-wheel drive, armor ready PLS fleet density in the field. The PLS A1 truck contains capability for onboard Load Handling System, 16.5-ton PLS Trailer, M3 Container Roll-in/Out Platforms (CROPs), M1077 Flatracks, M1 Flatracks and the Enhanced Container Handling Unit (E-CHU) for transporting 20' International Organization for Standardization (ISO) containers in armored or unarmored configurations. The E-CHU is the latest enabler that provides the capability to pick-up and transport 20ft International Standards for Organization (ISO) containers without the use of a flatrack and allows the Army to use its Tactical Wheeled Fleet in any number of ways in transporting loads. The PLS ESP program will remanufacture and upgrade older legacy PLS A0s to the A1 configuration. The PLS -ESP will begin upgrading legacy A0 configurations. A2 configuration will include the Integrated By-Wire Active Safety (BWAS) capability as foundation for the Army's Autonomous Transport Vehicle-System (ATV-S) program. The PLS A1 configuration has improved survivability with an integrated underbody A-cab and a scalable B-kit (common to the HEMTT A4), an improved powertrain, suspension and electrical system and adds an anti-lock braking system, air conditioning and traction control. This program produces a like-new vehicle with a full new vehicle warranty. The PLS (new or RECAP) can be integrated with a recovery module. The PLS can have active safety and foundational autonomous capabilities that will help Soldiers to stay out of harm's way. PLS A2 configuration provides a standalone By-Wire Control System with active and passive safety features, integrates obstacle detection and collision avoidance, blind zone alerts, improved electronic stability control and serves as the foundation for future autonomous capabilities. This program is included in the OPA Budget Line Consolidation. This program consolidates the Base PLS ESP (D16506) program into the new Palletized Load System ESP (D16611) program. D16612: The Heavy Expanded Mobility Tactical Truck Extended Service Program (HEMTT-ESP) is a Recapitalization program critical to upgrading the 11 Ton payload, 8 wheel drive HEMTT to include armor ready capability as well as modernizing the aging fleet. The HEMTT-ESP remanufactures and upgrades 20+ year old HEMTT A0 vehicles and HEMTT A2 vehicles to the current A4 configuration. The HEMTT A4 has improved survivability with an integrated under body A-Cab and a scalable B-Kit (common to the Palletized Load System (PLSA1)); a modern powertrain; upgraded suspension and electrical system anti-lock brake system, air conditioning and traction control as standard on the platform. The HEMTT fleet is an essential combat enabler in all Brigade Combat Team (BCT) formations. This program produces a like-new vehicle with a full new vehicle warranty. This program is included in the OPA Budget Line Consolidation. This program consolidates the Hvy Expanded Mobile Tactical Truck Ext Serv (DV0021) program into the new HVY EXPANDED MOBILE TACTICAL TRUCK EXT SERV (D16612) program. DV0012: The EHETS primary mission is to transport an M1 Abrams series Main Battle Tank (MBT) and other tracked vehicles. It is able to self-load/unload disabled vehicular cargo for evacuation purposes. The system will provide line haul, local haul, and maintenance evacuation of heavy tracked vehicles during tactical operations on primary and secondary roads worldwide. The Enhanced Heavy Equipment Transporter System (EHETS) program replaces the prime mover with a new build M1300 EHETS tractor, or an upgraded and rebuilt M1070A1 HETS to the M1300 EHETS configuration. The M1070A1 upgrade includes weight reduction/relocation, removal of front hard lift points, reduction of fifth wheel loading to obtain European Union highway permits, and a powertrain reliability upgrade to increase the Gross Combined Weight Rating to 280,340 lbs. PdM HTV funds the tractor upgrade and rebuild, while Red River Army Depot executes the upgrade by integrating kits, rebuilding the systems to the M1300 configuration, and ensuring the tractors are Fully Mission Capable and adhere to the 10/20 MIL STD. The EHETS trailer is a modernization effort to replace M1000 trailers with new M1302 trailers to improve warfighting capability. The M1302 trailer is an eight-axle trailer capable of a maximum payload of 90-tons. The EHETS and MET programs are contributing elements to support the Army's modernization priorities in support of the National Defense Strategy through movement of Soldiers, air defense & missile defenses, sensors, network, fuel, ammunition, etc. Funds are required to fill readiness gaps to address both capacity and capability holes which must be filled to carry out the National Defense Strategy. MET enables Corps/Divisions to move over-height equipment directly to the point of need in a Multi Domain Operational (MDO) fight. They are an essential component of the competition phase because they meet permitting requirements for Flexible Deterrent Options. EHETS enables Divisions to build combat power and enable convergence by rapidly moving combat-loaded vehicles to the critical point of need. Matrix Functional Support is required to address/augment Engineering and Logistic functions, capabilities and gaps to supplement core employee competencies. System Engineering oversight and multiple functions of Logistics support such as management, fielding, tracking and documentation is required during the acquisition process. These funds also support travel requirements for this program. The Army Acquisition Objective (AAO) for the MET (MET-D08921) is 1,032; HEMTT M983A4 LET (D16206) is 2,995; PLS Trailer A1 (D08900) is 5,981 and PLS Trucks (D16500/D16611) is 8,325

D08900 PLS Trailer: FY 2026 base procurement dollars of $6.016 million will procure 40 M1076A1 Trailers. D08921 Medium Equipment Trailer (MET): FY 2026 base procurement dollars of $58.659 million will procure 94 Medium Equipment Trailer (MET). The procurement of these trailers will partially fill one (1) HET Companies (MET) requirement in support of 1 out of 16 ABCTs in order to move the heaviest combat platforms. D16206 TRUCK, TRACTOR, 10T, 8X8: FY 2026 Base procurement dollars in the amount of $4.741 million will procure 7 M983A4 LET Trucks. The procurement of these trucks will fill the Long-Range Precision Fires requirement for First Unit Equipped (FUE), Prime mover requirement for Long Range Hypersonic Weapon (LRHW). D16400 FORWARD REPAIR SYSTEM (FRS): FY 2026 Base Procurement dollars of $32.001 million funds 59 Forward Repair Systems (FRS), program support, transportation, and fielding costs to support Base requirements. This funding is required fulfill equipment shortages on hand and modernization of the legacy fleet. D16611 PALLETIZED LOAD SYSTEM ESP: FY 2026 Base procurement dollars in the amount of $100.592 million supports recapitalization of a quantity of 108 Palletized Load System (PLS) recapitalized trucks with By-Wire Active Safety with Enhanced Container Handling Unit (E-CHU). In FY 2025, as part of OPA Budget Line Consolidation, this line was consolidated from D16506 PLS ESP. D16612 HVY EXPANDED MOBILE TACTICAL TRUCK EXTENDED SERVICE: There is no FY 2026 request. In FY 2025, as part of OPA Budget Line Consolidation, this line was consolidated from DV0021 Hvy Expanded Mobile Tactical Truck Ext Serv. In accordance with section 1815 of the FY 2008 National Defense Authorization Act (P.L. 110 - 181), this item is necessary for use by the active and reserve components of the Armed Forces for homeland defense missions, domestic emergency responses, and providing military support to civil authorities.
