Description
Description — Next Generation Enterprise Service
The Next Generation Network (NGEN) program mission is to ensure and provide a modernized enterprise approach to delivery of a fully integrated, interoperable, and secure networking platform capable of delivering the information technology (IT)-based mission needs of major Fleet and shore-based Navy claimants and stakeholders. The network has begun modernization efforts towards a flexible and agile IT standard approach, using an architecture and service strategy aligned with commercial best practices. The new service delivery approach features diverse sourcing, leveraging of cloud/web-scale infrastructure and software-defined flexibility, which the Navy will seek to take advantage of the NGEN-R family of contracts. NGEN is implementing a technical enterprise architecture that replaces obsolete technologies associated with Navy Marine Corps Intranet (NMCI) and ONE-Net platforms. Navy's Digitization Journey is dependent upon the Navy's Enterprise Network. The modernized platform will meet today and future mission requirements. Current on-premise infrastructure must transform and evolve to a future cloud native environment to enable the warfighter to access data across multiple domains. Through recapitalization of applicable legacy hardware and converging network infrastructure toward a cloud native design, NGEN will reduce the need for constant platform reconfiguration and ensure the end-user receives current capabilities required to perform job functions at various classification levels. Multifactor authentication and centralized management of user personas enables zero-trust based cyber security from the onset of system development throughout the entire lifecycle. Uniform enterprise security controls across the system lifecycle ensures consistency across the development, testing, and operational phased deployment workflow, thus reducing rework. The flattened network design will enable contracting and acquisitions to quickly deploy solutions from the labs to the user community in near real-time. Key objectives of the compliance based technical refresh and modernization approach include the broad implementation of the following: Network Management: The Network Product Group requires compliance-based tech refresh of Continental United States (CONUS) and Outside the Continental United States (OCONUS) hardware/software required to support network performance and resiliency for the warfighter. A significant amount of these assets has reached end-of-life and are no longer supported by the vendors, leaving failed hardware without replacement options and opening the network to vulnerabilities with unsupported software which diminishes enterprise solutions, performance, and optimization. Our current infrastructure is aged, and refresh is essential to accommodate new emerging workforce requirements and maintain network performance and architecture/solution accreditations until capabilities can be transformed during the 5-year transformation plan. Cybersecurity: Compliance-based tech refresh to pace the obsolescence-based cyber security threat until replaced by Network Transformation efforts. Upgrade of NMCI hardware/software and assigned non-IT assets required to support full litany of cyber security controls both CONUS and OCONUS that improve security posture from vulnerabilities and integrate/ensure adherence to DoD mandated security controls for the Naval Enterprise Network. A significant amount of those assets has reached end-of-life and are no longer supported by the vendors, which potentially makes the infrastructure vulnerable to external cyber-attacks. Our current infrastructure is aged, and modernization is essential to improve advanced endpoint asset management, enhanced network access control, malware detection, and the ability to respond to threats in near real-time that are used to support endpoint configuration baselines and compliance across thousands of endpoints. Information Transport: Upgrades existing Network Product Group hardware and/or software to mitigate end-of-life and end-of-support issues to maintain network performance, architecture/solution accreditations and network security. The objective is to make obsolescence improvements to unclassified and classified transport boundaries that will increase port connectivity for users from 100M to 1G user ports, and from 1G to 10G bandwidth to Data Centers/Transport Boundaries. Cloud Services: Cloud-based Software-as-a-Service (SaaS), Infrastructure-as-a-Service (IaaS), Platform-as-a-Service (PaaS), offering that upgrades/refreshes on-premise e-mail infrastructure and additionally offers capabilities like Teams, Skype, and SharePoint Online. Transformation: The current Naval Enterprise Network CONUS and OCONUS infrastructure is aged with a significant amount having reached end-of life or end-of-sale with support no longer available by vendors, diminishing enterprise solutions performance and optimization while making the network vulnerable to external cyber-attacks. Network transformation and modernization efforts are essential to ensure the warfighter can accommodate new emerging workforce requirements, increase network performance, architecture/solution accreditations, and network security for the IT Infrastructure, Digital Workplace, and Cybersecurity and IT Lifecycle Solutions. The transformation of the Naval Enterprise Network is a key enabler for near and long-term mission effectiveness and is done by modernizing, rationalizing, standardizing and converging infrastructure, services, processes and policies of the ONE-Net and NMCI operating models. This investment in critical infrastructure will enhance the warfighters experience with cloud computing and storage, increased transport capacity, automation and cloud native zero trust performance monitoring that will increase security, availability, and resiliency of the network and capitalize on an "as a service" model, reducing the overall hardware footprint and sustainment cost. Transformation provides for security and technology improvement efforts that include systems/security engineering and integration, production, installation, and implementation of network infrastructure in support of the convergence of the ONE-Net and NMCI operating models. ONE-Net convergence includes the migration of the network, processes, services, tools, operational state in accordance with Service Level Requirements (SLR) and supporting Associate Contractor Agreements (ACAs) between service providers. Full convergence is anticipated to take between 4-6 years and will result in a fully integrated Navy network with Non-Secure Internet Protocol Router (NIPR - unclassified) and Secured Internet Protocol Router (SIPR - classified) enclaves operated via a controlled common operational approach as ONE-Net and NMCI business and operating models are merged and infrastructure solutions are aligned.
Justification
Justification — Next Generation Enterprise Service
Net increase between FY25 and FY26 is $55.655M. FY26 plans are as follows: -Network Management funding supports critical Naval Enterprise Network CONUS and OCONUS hardware and software compliance based technical refreshes to network performance while modernized capabilities are being transformed and will slow down the rapid rate of technical debt accumulation that continues to compound year over year. Funding supports reducing the risk of network vulnerabilities and improving resiliency for the warfighter at High Interest sites with transport and boundary upgrades, continue migration toward a unified shore and tactical edge afloat network, integrate and expand the mobile platform, and implement a technical enterprise architecture that replaces obsolete technologies associated with the CONUS and OCONUS platforms. FY26 increase ($47.973M) is to continue long overdue replacements of critical network infrastructure that is now End-of-Life, obsolete, and unsupported by the original manufacturer. Obsolescence exposes the warfighter to extended network outages during device failure. Lack of vendor support increases exposure to cyber security breaches and compromised warfighter missions. Target locations for these upgrades will be determined with inputs from claimant stakeholders, prioritized according to network resource and mission criticality. This funding increase will help reduce overall End-of-Life footprint. -Cybersecurity supports NMCI hardware and software compliance based technical refresh to pace the obsolescence-based cyber security threat until replaced by Network Transformation and modernization efforts. Funds provided will continue engineering, integration, and implementation for replacement of DISA's Endpoint Security Solution (formerly Host Based Security System (HBSS)), existing McAfee sensors with Cisco Firepower for Intrusion Prevention System (IPS), and Assured Compliance Assessment Solution (ACAS) for infrastructure expansion (i.e., add additional servers) and enhancement to comply with FLTCYBERCOM EXORD 20-064 seven (7) day scan frequency requirement. FY26 increase ($0.271M) is due to inflation. -Information Transport funding will continue to eradicate technical debt for unclassified and classified transport boundaries to include technical refresh modernization program of NEN CONUS and OCONUS networks by replacing 450 100M KG-175D with 1GB encryption device to alleviate the legacy latent SIPR bandwidth issues, and complete enterprise transport implementations to buy down end of life equipment to include Certificate Logon (CLO) enforcement and hardware warranty for new hardware implemented in SMIT Development and Baseline Labs. FY26 increase ($0.248M) is due to inflation. -Cloud Services refreshes on-premise infrastructure in order to offer capabilities like Teams, Skype, and SharePoint Online. Funds provided will continue Classified and Unclassified VVoIP Cryptographic Login (CLO) infrastructure upgrades to include design, hardware and software procurement, and implementation of mandated CLO requirement for NMCI Voice/Video over INternet Protocol (VVoIP) infrastructure. FY26 increase ($0.087M) is due to inflation. -Transformation funding will minimize the distance between the user and cloud services by continuing to invest in critical infrastructure requirements defined in the DoD Sec IL6 and Nautilus Agile Release Trains; improving computing and storage capacity with Flank Speed Edge Azure deployments that reduce operation and management complexity while increasing security, availability, and resiliency of the network and deliver a modern end user experience. Strategic Flank Speed Edge deployments will enable future reductions in non-IT infrastructure expenses by reducing the Naval IT footprint across the Enterprise. The Network Product Group will realize improved transport by reducing hairpins and cutting over rehomed edge sites to existing Naval Exchange Points (NXP) while procuring critical hardware for two (2) CONUS sites and beginning OCONUS engineering efforts. A Base Area Network (BAN)/Local Area Network (LAN) redesign will continue to move towards bringing "any data, any time" to the warfighter and a data backup/resiliency solution will ensure that the data is not lost. Transformation continues expansion of Internet Protocol version 6 (IPv6) and 5G, Cloud SASE Interface, implementation of zero trust capabilities and Naval Identity Services (NIS) and enables ONE-Net and NMCI convergence. FY26 increase ($7.076M) is to procure the critical modernization infrastructure for Flank Speed Edge and Naval Exchange Points.
