Description — Enterprise Information Technology
NAVWAR IW Shore Platform: Naval Information Warfare Systems Command (NAVWAR) and PEOC4I Shore & Expeditionary Integration Program Office are recognized as the Navy's Command, Control, Communications, Computer, Intelligence, Surveillance, and Reconnaissance / Information Technology (C4ISR/IT) integration Subject Matter Expert (SME) delivering Information Warfare (IW) Shore Platform Capabilities. Funding supports the identification and validation of C4ISR/IT system requirements, supporting ancillary tools and provides platform architecture, integration, and installation design planning efforts tailored to deliver specific required Capability to IW Shore Platforms. IW Shore Platforms support assured Command and Control, voice, video and data communications, Precise Time and Astrometry, and intelligence support services that are critical to allowing the flow of information from Strategic Commanders to the War Fighters both afloat and ashore. MILCON projects associated with IW Shore Platforms require complex planning based on the required capability, which includes advanced planning, integration, and installation of numerous C4ISR/IT systems across multiple programs of record that support Command Centers, Operations Centers and Master Telecommunication Facilities, CONUS and OCONUS. Requirements are derived by Required Operational Capability (ROC) / Projected Operational Environment (POE) and prioritized by OPNAV N2N6. Telephony: Tactical Voice and Video Communications and Modernization: The Department of Defense (DoD), Chief Information Officer (CIO) has prioritized the modernization of network infrastructure to be regionally-based, centrally-managed, and cyber secure. This includes migrating existing infrastructure from Time Division Multiplexing (TDM) to Internet Protocol (IP) based communications to enable Unified Capabilities (UC). Telephony procures and integrates Commercial-Off-The-Shelf (COTS) hardware and software to meet the DoD-CIO TDM to IP mandate for the Navy. Program requirements include: Tactical Voice and Video capabilities (e.g. Voice over Internet Protocol (VoIP), Voice over Secure Internet Protocol (VoSIP), Video Teleconferencing over UNCLAS and CLAS Internet Protocol), Regional Voice and Video capabilities (e.g. Regional Telephony Management System (RTMS), Telephony Required Ancillary Equipment (TRAE)). Telephony system installations and/or upgrades occur at facilities in accordance with requirements as identified by Office of the Chief of Naval Operations (OPNAV), Navy Information Forces (NAVIFOR), and Missile Defense Agency (MDA). NAVIFOR Military Construction (MILCON) Project P-013: Navy Information Operations Command, Hawaii (NIOC HI) performs all duties assigned by Commander Pacific Fleet (COMPACFLT), Fleet Cyber Command (FLTCYBERCOM) / Commander Tenth Fleet (COMTENTHFLT), Navy Information Forces (NAVIFOR), and the Director, National Security Agency. NIOC HI conducts and provides support to information warfare, cyber, signals intelligence, Information Operations (IO), and electronic warfare mission areas in the Pacific Fleet area of responsibility (PAC AOR). At the direction of United States Cyber Command (USCYBERCOM), FLTCYBERCOM / COMTENTHFLT will be deploying substantial Cyber Mission Forces to Oahu. Naval Computer and Telecommunications Area Master Station Pacific (NCTAMS PAC) and NIOC HI require close collaboration and alignment between the elements of the intelligence community under NIOC HI and the network operations under NCTAMS PAC in a controlled environment. Military Construction (MILCON) Project P-013 provides Sensitive Compartmented Information Facility (SCIF) space for three US Indo-Pacific Command (PACOM) Cyber Protection Teams, which currently has inadequate SCIF space. [P5 / IW Shore Platform: MILCON P-130 NCTS Sigonella]: Funding directly supports the advanced planning, system of systems architecture, and design and integration planning efforts required to deliver a new shore C4I platform that will host 30+ systems while providing uninterrupted communication and connectivity services to operational naval forces. [P5 / IW Shore Platform: MILCON P-131 NCTAMS LANT Det Souda Bay]: Funding directly supports the advanced planning, system of systems architecture, and design and integration planning efforts required to deliver a new shore C4I platform that will host 20+ systems while providing uninterrupted communication and connectivity services to operational naval forces. NSA Souda Bay is a vital transient point for the joint U.S. and NATO forces operating within three Combatant Commanders areas of responsibility. The airfield, the port, several NATO facilities, and its geographical location make it an invaluable support location for many exercises and operations, both NATO and U.S. hosted. Additionally, National Airborne Operations Center officially uses NSA Souda Bay to support its operations and requires a strong level of communications support. [P5 / IW Shore Platform: MILCON P-649 NCTS Guam]: Funding supports preparation efforts required for project reassessment, installation, and PIDR. It directly supports integration planning efforts required to deliver a new Joint shore C4I platform for uninterrupted communication and connectivity services to operational naval forces. [P5 / IW Shore Platform: MILCON P-678 SATCOM Gateway, Guam]: Funding directly supports the advanced planning, system of systems architecture, and design and integration planning efforts required to deliver a new satellite communications facility to support the upgrade and increase of communications system components and associated personnel growth required. Facility provides satellite communications and control services to Navy, Army, Joint and Coalition forces. [P5 / IW Shore Platform: MILCON P-676 Polaris Point Sub Pier COMM Facility]: Funding directly supports the advanced planning, system of systems architecture, and design and integration planning efforts required to deliver a new shore C4I platform. [P5 / IW Shore Platform: AUKUS Submarine Rotational Force West COMM Facility]: Funds supported the advanced planning, system of systems architecture, and design and integration planning efforts required to deliver a new shore C4I platform. [P5 / NAVIFOR P-013 - Wahiawa Shorebased Enhancements MILCON (79S)]: Funding supports a new facility that will provide Sensitive Compartmented Information Facility (SCIF) space for three Pacific Command (PACOM) Cyber Protection Teams. There will be adequate SCIF space to meet United States Cyber Command (USCYBERCOM) standards to support the Wahiawa information technology efforts to include both General Services and Top-Secret configuration. [P5 / MILCON P-131 NCTAMS LANT Det Souda Bay]: Funding provided for the procurement and installation of mission related Telephony equipment at the shore site MILCON P-131, Naval Computer and Telecommunications Area Master Station Atlantic (NCTAMS LANT) Detachment Souda Bay. [P5 / Telephony Procurement]: Funding supports modernization efforts that will replace hardware/software (HW/SW) legacy systems that are in a break-fix sustainment and are at risk of system failure. These efforts will consolidate system footprints, address cyber vulnerabilities, obsolescence, and end-of-life issues that would affect tactical and enterprise voice and video capabilities on unclassified and classified systems. Telephony's modernization plan is designed to eliminate cyber security vulnerabilities due to hardware and software obsolescence. Additional funding supports non-recurring costs for engineering, materiel, and installation; transition of Centrex TDM users to GFE VOIP. [P5 / IP Conversion (OCONUS)]: IP Conversion supports the procurement of media conversion devices to transition legacy, antiquated base connections at 13 OCONUS Navy bases and ensure connectivity to local Internet Service Providers (ISP) for WAN transport for Public Safety Communications (PSC) to include voice, video and chat in support of 911/reverse-911, alarms, sensors and other key base services. [P5 / Centrex Modernization]: Centrex is a contracted service that often uses "off premises", vendor-owned hardware and services because the large customer bases that paid for these services have been eliminated. [P5 / Telephony Install Costs]: Funds provided for installations related to Time Division Multiplexing (TDM) to Internet Protocol (IP) infrastructure and services upgrades. Services such as 911 emergency response, mass notification systems, and industrial control networks rely on the effective deployment of the telephony infrastructure. [P5 / IP Conversion (OCONUS)]: IP Conversion supports the installation of media conversion devices to transition legacy, antiquated base connections at 13 OCONUS Navy bases and ensure connectivity to local Internet Service Providers (ISP) for WAN transport for Public Safety Communications (PSC) to include voice, video and chat in support of 911/reverse-911, alarms, sensors and other key base services. [P5 / NAVWAR IW Shore Platform]: NAVWAR IW Shore Platform support provides Shore Modernization Identification, Planning and Design efforts that support critical Shore Platform upgrades required for successful C4I system integration per OPNAV direction, e.g. Fight from the MOC, Fleet Unit renovations, Minor MILCONs, etc. [P5 / Telephony Production Support]: Funds provided for production support associated with TDM to IP upgrades.
Justification
Justification — Enterprise Information Technology
The FY 2026 request was reduced by $4.934 million for Advisory and Assistance Services to promote efficiencies and advance the policies of the Administration in alignment with Executive Order 14222, "Implementing the President's Department of Government Efficiency Cost Efficiency Initiative." The FY 2026 request was reduced by $1.761 million for civilian personnel to optimize the workforce in compliance with Executive Order 14210, "Implementing the President's Department of Government Efficiency Workforce Optimization Initiative." FY26 funding increase ($0.337M) is the net result of the combined as follows: Naval Information Warfare Systems Command (NAVWAR) Information Warfare (IW) Shore Platform: FY26 decrease ($3.565M) is primarily attributed to MILCON Project maturity, removal and shifting Beneficiary Occupancy Dates (BOD). P130 will conduct Installation Design Review (IDR) and Final Installation Design Review (FIDR). P131 will conduct the Installation Readiness Review (IRR) and Initial Operating Capability (IOC). P649 transitions into Critical Design Review (CDR) and Preliminary Installation Design Review (PIDR). P678 will conduct Systems Design Review (SDR) and Critical Design Review (CDR). P676 supports preparation for Top Level Design Review (TLDR) phase and the associated deliverables. The Program of Record (POR) and Command IT (CIT) systems prepare for and execute installation efforts for all of these projects. The IW Shore Program will continue to support the installation efforts by overseeing each POR installation and ensuring the integration of each Platform facility meets Full Operational Capability (FOC) and achieves Full and Final Acceptance (FFA). Navy Information Forces (NAVIFOR) Collateral Equipment, MILCON Outfitting Project P-013: FY26 decrease ($0.004M) is due to C4I design delays. Telephony: FY26 increase ($3.906M) supports non-recurring costs for engineering, materiel, and installation; transition of Centrex Time Division Multiplexing (TDM) users to VOIP as well as project integration duties, replacement and modernization of aging TDM, a.k.a "analog" infrastructure at 23 primary and MILCON sites in three regions (Europe, Indian Ocean/Africa, Pacific). Additional funding will also support hardware procurement necessary to address the transition of End-of-Life/End-of-Support (EOL/EOS) analog services to Internet Protocol (IP), a.k.a "digital" voice and video services. Current switches are quickly becoming obsolete, raising the cost for supportability and demanding rapid transition to IP technologies as a more cost-effective solution. With additional funding, legacy TDM services will be able to transition to IP, military-unique features and preserve access to cloud services, preventing loss or degradation of communications during critical mission operations. The resulting upgraded infrastructure will provide Navy senior leaders with access to critical voice, video, and/or chat services; specifically, features allowing precedence, pre-emption, and Quality of Service (QoS). FY26 funds also support procurement of Shore Telephony capability at MILCON P-130 Sigonella site.
