Description

Description Physical Security Equipment

This line item procures equipment to support the security and safety for the Department's assets worldwide. Physical Security/Access Control (PS/AC) supports the mission to deter, detect and defeat threats at the outermost perimeter, protecting air assets and high value units. Access control points systems are critical to providing Force Protection at the Navy's Continental United States (CONUS) installations. Effective and reliable barriers are the best system for keeping unauthorized vehicles and personnel from entering the base. P40A / Visual Augmentation Systems (VAS): The United States Navy Service Common Visual Augmentation Systems (VAS) Program of Record manages, procures, and maintains night vision devices, thermal detection devices, day/night weapons optics, and lasers in support of Navy combat capabilities with regard to the detection, recognition, classification, tracking, and destruction of hostile air and surface forces. The USN VAS Program also manages research into the future of visual augmentation systems and engages with Navy and DoD VAS stakeholders to ensure the Navy maintains competitive advantage over near-peer adversaries. Other Procurement, Navy funding provides the United States Navy Service Common Visual Augmentation Systems (VAS) Program of Record with funding to procure new and replacement night vision equipment, thermal detection equipment, day/night optics and associated test equipment for ships, submarines, carriers, expeditionary forces and shore installations so that commanders can maintain situational awareness in degraded visual environments while maintaining the greatest possible distance from threats. Counter small Unmanned Aerial Systems (C-sUAS) Family of Systems (FoS) program was funded to provide initial material solutions to SECNAV-prioritized locations CONUS and Outside the Continental United States (OCONUS) with baseline electronic warfare (EW) capabilities to detect, track, identify, and defeat Unmanned Aerial Systems (UAS) over a large coverage area. Following initial material deployment, the program continues to expand the capabilities of select, high priority systems and adapt new solutions to defeat evolving threats. The initial material solution included Counter-RCMA Integrated Air Defense Network (CORIAN), Ninja, DroneDefender, and DroneBuster. Expanded solutions include Electro Optical/ Infrared (EO/IR), radar, Command and Control (C2), new EW detect/defeat capabilities, alternative sensors, and additional kinetic and non-kinetic mitigations needed to prepare, maintain, and upkeep force protection, self-defense and operational capabilities against the ever-evolving UAS threat. Funding is provided to protect high-value and/or critical Navy assets and support public safety against threats by inadvertent or unlawful misuse of UAS. [P40A / SSBN WATERFRONT RESTRICTED AREA SECURITY (WRAS)]: Funding provides for the security equipment required to guard and protect the TRIDENT II (D5) missile while the missile is in storage, being handled, or in a movement convoy to and from the waterfront at the Strategic Weapons Facility, Atlantic (SWFLANT) in Kings Bay (KB), GA and the Strategic Weapons Facility, Pacific (SWFPAC) in Bangor, WA. Funding supports the Waterfront Restricted Area and Limited Area (LA) Electronic Security Systems (ESS) installations and refreshes, Vehicle Barriers, the Command, Control, Communication, Computers, and Intelligence (C4I) system that provides security system, communication network, computers, security force command and control function as well as the Water Detection System and other equipment necessary to meet Nuclear Security requirements. [P40A / VISUAL AUGMENTATION SYSTEMS (VAS)]: The United States Navy Service Common Visual Augmentation Systems (VAS) Program of Record manages, procures, and maintains night vision devices, thermal detection devices, day/night weapons optics, and lasers in support of Navy combat capabilities with regard to the detection, recognition, classification, tracking, and destruction of hostile air and surface forces. The USN VAS Program also manages research into the future of visual augmentation systems and engages with Navy and DoD VAS stakeholders to ensure the Navy maintains competitive advantage over near-peer adversaries. Funding is provided to procure new and replacement night vision equipment, thermal detection equipment, day/night optics and associated test equipment for ships, submarines, carriers, expeditionary forces and shore installations so that commanders can maintain situational awareness in degraded visual environments while maintaining the greatest possible distance from threats. [P40A / Night Vision, Individual (AN/PVS-31B)]: Funds provided for binocular night vision devices to support low-/no-light naval operations. [P40A / NVD Helmet Mount]: Funds provided for mounting devices to attach the binocular night vision devices to the helmet. [P40A / TAC]: Funds provided for Transportation Account Code (TAC) to support shipment OEM to/from depot. [P40A / ANTI-TERRORISM AFLOAT (ATA) EQUIPAGE]: Anti-Terrorism/Force Protection (ATFP) Physical Security Equipment (PSE) material is a compilation of specific security and AT related items aligned with Chief of Naval Operations (CNO's) objective for operation of watch standers pier side, at perimeter posts, and underway to assist shipboard security forces in thwarting potential terrorist attacks. Visit Boarding Search and Seizure (VBSS) material enables surface forces to reach full Maritime Interception Operations (MIO) capability including interception, boarding, searching, diverting and /or seizing suspect vessels. [P40A / Next Generation Maritime Security Helmet (Enhanced Combat Helmet)]: Funding supports Next Generation Maritime Security Helmets which provide comprehensive ballistic protection to increase survivability during shipboard ATFP, exposed battle station, and VBSS missions. Helmet quantity also decreased to enable shortened replacement interval for armor due to accelerated deterioration of vests/plates versus helmets. Helmet service life deemed to be twice that of armor based on actual material condition of equipment after four years of use. [P40A / Maritime Armor System]: Funding supports Maritime Armor Systems (MAS) and Naval Security Forces (NSF) Tactical Vests which provide comprehensive ballistic protection to increase survivability during shipboard ATFP, exposed battle station, and VBSS missions. Increasing quantities are required for the increased replacement interval of armor due to accelerated deterioration of vests/plates versus helmets. [P40A / Maritime Buoyant Plates]: Funding supports Maritime Buoyant Plates (MBP) which provide comprehensive ballistic protection to increase survivability of sailors during shipboard ATFP, exposed battle station, and VBSS missions. [P40A / Enhanced Small Arms Protective Inserts]: Funds provided for Enhanced Small Arms Protective Inserts that provide protection against high intensity rifle threats. [P40A / Production Engineering]: Funding provided for biometrics capability to the Fleet surface ships for Visit, Board, Search and Seizure (VBSS) Enhanced Maritime Interception Operations (EMIO) by providing Maritime Domain Awareness (MDA) capability to download fused terrorism intelligence. Funding procures software licenses necessary to maintain software and cybersecurity posture for the systems. [P40A / Biometrically Enabled Access Control - Husbanding (BEACH)]: Funding supports baseline production and production engineering support for the Biometrically Enabled Access Control - Husbanding (BEACH). BEACH is a two-factor authentication capability to improve identity and authentication assurance for entrance to CONUS and OCONUS Navy-Controlled and non-Navy-Controlled ports. [P40A / NAVY NON-LETHAL EFFECTS (NNLE)]: Navy Non-Lethal Effects (NNLE) is a Family of Systems (FoS) used to determine the hostile intent of vessels approaching High Value Assets or secure areas. There are three (3) systems in the FoS: Acoustic Hailing Device (AHD), used to verbally/audibly hail approaching vessels using a Commercial-Off-The-Shelf product; Long Range Ocular Interrupter (LROI), a non-lethal laser dazzler used to hail/warn/suppress approaching vessels; and Maritime Vessel Stopping (MVS), a pneumatic launchable material that blocks the approaching vessel's prop to significantly reduce speed. The LROI-Combined Ocular Interrupter Laser (COIL) procurement will be fielded to replace the currently fielded obsolete device and provide significantly enhanced and governmentally developed capability that will extend the range and increase the usage of the capability into the daylight hours. [P40A / NAVAL SPECIAL WARFARE]: Naval Special Warfare (NSW) service-common funding provides mission critical equipment to U.S. Navy SEAL combat operations in forward deployed contingency locations. These investments for visual augmentation systems include but are not limited to weapon laser range finders, optics and illuminators. This funding also supports the latest EO/IR sensors and night vision goggles for NSW personnel. This materiel supports NSW core mission requirements and is essential to the readiness and battlefield effectiveness of NSW in winning the current fight against global terrorist organizations as well as near-peer competitors. [P40A / Aimpoint FCS13 (M3E1)]: Funds provided for fire control systems for the Multi-Role Anti-Armor Anti-Personnel Weapon Systems. [P40A / TAC]: Funds provided for Transportation Account Code (TAC) to support shipment OEM to/from depot. [P40A / Public Safety Systems; formerly ANTI-TERRORISM FORCE PROTECTION ASHORE]: Funding provides centrally procured equipment to improve the physical security posture of Navy installations worldwide. The program applies the Commander Navy Installations Command (CNIC) Risk-based investment strategy, ensuring appropriate Anti-Terrorism and Force Protection (ATFP) solutions are fielded. The Physical Security Equipment (PSE) program procures equipment that supports and improves capabilities to detect, defer, and defeat terrorist and criminal activity targeted against Navy personnel, government property and facilities ashore/afloat. The program provides funds to procure equipment for Navy Military Construction (MILCON) projects, including Intrusion Detection System(s) (IDS) and other Electronic Security System(s) (ESS) before building occupancy. The funds support the following six categories: Electronic Harbor Security Systems (EHSS) and Barriers; Physical Security/Access Control (Gates Automation & Perimeter Security); MILCON IDS; Command, Control, Computer, Communications & Intelligence (C4I) and Other Physical Security Equipment (PSE). [P40A / ELECTRONIC HARBOR SECURITY SYSTEMS (EHSS)]: Funds provided for Electronic Harbor Security Systems (EHSS) used for the detection and assessment of the potential threats. [P40A / Physical Security Access Control Installation Perimeter Access Control]: Funds provided for enhanced physical security posture and reduces manpower at unmanned pedestrian access control points. Additionally, funding supports remote monitoring, communications, and lock down, Defense Biometric Identification System (DBIDS) credential authentication at perimeter locations, Lenel credential authentication at internal enclave locations and provides crash-rated physical security posture and reduction of unauthorized vehicular access at installation access control points. [P40A / Physical Security Access Control Enclaves Electronic Security Systems]: Funds provided for additional layers of security, including secure ingress and egress, to a perimeter or area of interest requiring an enhanced security posture currently not available to support aircrafts (FA-18C, FA-18E/F, C-40). Enclave access control, intrusion detection, and video management systems supporting Vehicle automated access control point (ACP-A) for bi-directional locations, Navy Munitions Command Security System, Radar and/or EO/IR sensors, Command Control Television (CCTV) (daylight and uncooled thermal) assessment, Local sensor and video management server, Data over local N6 wired and/or secure wireless networks, Connected to Region through N6 PS-Net, Open S/W architecture for scalability, Standard data / video compression techniques, Integrate command & control via Physical Security Information Module (PSIM) with Local Dispatch Centers (LDC)/Regional Dispatch Centers (RDC) facilities, "Dispatchable" Alerts/Alarms sent to E-NERMS via LAMAS (or direct to CERS for OCONUS), and Commonality of enclave enterprise architecture design with other accredited NAVFAC ACP-A systems for long-term support and sustainment. Improves physical security at three Fleet facilities around pier enclaves through limited perimeter surveillance, sensor analytics, and remote situational awareness. Provide detection/surveillance capability at Entry Control Points (ECPs), Alarm Points (Fence), and waterside perimeter. Command Control Television (CCTV) (daylight and uncooled thermal) assessment, Local sensor and video management server. Connected to Region through N6 PS-Net, open software (S/W) architecture for scalability, standard data/video compression techniques, integrate command & control via PSIM Sensor viewing, analytics, and management functions controlled from Local Dispatch Center (LDC) and/or Regional Dispatch Center (RDC). Provide video surveillance, situational awareness 24/7 and reduces enclave manning requirements. [P40A / MILITARY CONSTRUCTION INTRUSION DETECTION SYSTEMS (MILCON IDS)]: Funding supports the procurement of additional MILCON IDS to allow more structures to comply with DoD minimum anti-terrorism standards for buildings. [P40A / COMMAND, CONTROL, COMPUTER, COMMUNICATIONS AND INTELLIGENCE (C4I)]: Funding support additional upgrades to Regional Dispatch Centers that provide regionalized/consolidated emergency call receipt, alarm monitoring, and 1st responder dispatching, Utilize centrally-hosted and supported Computer Aided Dispatch, Mobile Data Computers, Records Management Systems, Geographic Information System (GIS), Enterprise Land Mobile Radio (ELMR), and Alarm Automation to optimize emergency communication and response times. [P40A / Next Generation 911 (NG911)]: FY26 increase ($24.677M) Next Generation 911 (NG911) Change to the Program: Procures and sustains NG911 dispatch systems to ensure compliance with federal law as well as several DoD directives and instructions. Outcome: Allows integration of caller information and location data into public safety answering point (PSAP) and dispatch solution in compliance with: (a) Federal Law 47 CFR 9.16(b)(1) and 47 CFR 9.3 (b) DODI 6055.17 (c) DODI 2000.12 (d) SECNAV 3400.4(e) OPNAVINST 3440.17A. [P40A / Physical Security Recapitalization]: FY26 increase ($7.955M) for Physical Security Recapitalization Change to the Program: Adds OPN funding to address shortfalls in Navy Electronic Security Systems (ESS) Centrally Managed Program. Outcome: Funds NAV ESS Centrally Managed Program establishment (organic engineering expertise), ESS RDTE to align with SECNAV and N4 policy, and address high priority shore program priorities (Classified Material Storage Areas (CMSAs), AA&E Storage areas, Perimeter Protection). [P40A / Navy Construction Forces (NCF) FoSUAS Systems]: Funding supports the procurement of additional solution sets (multiple Type/Model/Series (T/M/S) with varying quantities of each) to provide a more robust family of systems and fulfill a broader scope of capability requirements as addressed in the Navy FoSUAS Top Level Requirement (TLR). Funding procures existing and emerging SUAS technologies, mission kits, and payloads in Fixed Wing (FW) and Vertical Take Off and Landing (VTOL) solution sets for Reconnaissance, Surveillance, and Target Acquisition (RSTA). FoSUAS includes Short Range/Short Endurance (SR/SE) and Medium Range/ Medium Endurance (MR/ME) categories of Small Unmanned Aircraft Systems (SUAS) with each category tailored toward specific mission needs/ profiles. As such, a mix of T/M/S SUAS makes up the FoSUAS Program of Record (PoR) as addressed in the Navy's FoSUAS TLR document. [P40A / Physical Security Water Barrier]: Funding provides for equipment to improve the physical security posture of Navy installations worldwide. The Physical Security Equipment (PSE) program procures equipment that supports and improves capabilities to detect, defer, and defeat terrorist and criminal activity targeted against Navy personnel, government property and facilities ashore/afloat. This ensures appropriate Anti-terrorism and Force Protection (ATFP) solutions are fielded.

Justification Physical Security Equipment

The FY 2026 request was reduced by $1.962 million for civilian personnel to optimize the workforce in compliance with Executive Order 14210, "Implementing the President's Department of Government Efficiency Workforce Optimization Initiative." SSBN Waterfront Restricted Area Security (WRAS) FY26 increase ($2.730M) due to the refresh of the Sense and Interdiction (SENSEI) Ashore suite of sensors. Funding will be used to procure new sensors with increased performance to replace the legacy radar and optical sensors currently fielded. These new sensors will be integrated within the existing SENSEI Ashore System. This will allow for future expansion to integrate additional defeat capabilities in the areas of C-UAS hardware and software refresh; electromagnetic effects testing; and radiation hazards testing to keep pace with the evolving Un-crewed Aircraft System (C-UAS) threat while remaining operationally relevant. Additionally, there is a refresh for Near-Port Security Barriers (N-PSBs) beginning in FY26 at the Strategic Weapons Facilities. N-PSBs are floating barriers used to protect vessels, ports, and critical infrastructure from attacks by small, high-speed vessels. Night Vision, Individual (AN/PVS-31B) FY26 increase of ($0.657M) due to the modernization of the VAS program. The United States Navy Service Common Visual Augmentation Systems (VAS) Program of Record manages, procures, and maintains night vision devices, thermal detection devices, day/night weapons optics, and lasers in support of Navy combat capabilities with regard to the detection, recognition, classification, tracking, and destruction of hostile air and surface forces. The USN VAS Program also manages research into the future of visual augmentation systems and engages with Navy and DoD VAS stakeholders to ensure the Navy maintains competitive advantage over near-peer adversaries. Biometrically Enabled Access Control - Husbanding (BEACH) FY26 increase ($0.747M) supports increased production and production engineering support for BEACH. Countering Small Unmanned Aerial Systems (C-sUAS) FY26 increase ($10.169M) provides for the procurement, integration and installation as necessary for a partial tech refresh/ replacement for several of the current, aging FoS components in order to maintain mission requirements. The current C-sUAS FoS is comprised of aging Electronic Warfare (EW) systems and network components. It has hardware components reaching end-of-life in FY25 with critical components no longer able to be repaired or replaced. This increase is a short-term fix to address the most pressing obsolescence issues of the systems and will extend the systems end-of-life. The FY 2026 request for C-UAS includes $29.632M of discretionary and $232M of mandatory (reconciliation) of a total of $261M. The mandatory funds are for the procurement of Low Collateral Defeat systems and the networking of systems to meet configurations determined by site evaluations. The FY 2026 request for Physical Security Equipment includes $166.577 Million of discretionary and $232 Million of mandatory (reconciliation) for a total of $398.577 Million.
