Description — Environmental Support Equipment
DIGITAL SIDE SCAN SONAR (SHIP): Additional high-speed, high-resolution side scan sonar systems are required to meet requirements supporting Mine Warfare (MIW) Operations. The intended system procured will be installed aboard USNS HENSON and additional T-AGS 60 class ships to replicate the system aboard USNS HEEZEN. The procurement will facilitate simultaneous collection of high-resolution imagery at mine warfare resolutions and frequencies. The imagery data is required to generate products that directly support mine warfare, hydrographic, and oceanographic requirements. Side scan sonar data is critical for the detection of small mine-like targets as well as hazards-to-navigation (e.g. wrecks) and characterizing the sea floor over large areas (geoprovincing). This data is fundamental to execute MIW change-detection doctrine comparing historical data to current data to determine mine-threats. LONG TERM AMBIENT NOISE RECORDING AND REPORTING SYSTEM: This is a moored, acoustic buoy system used to support ISR missions. The buoys are four channel Environmental Acoustic Recording System (EARS) units that will record ambient noise for long time periods within an 8kHz bandwidth. The Environmental Acoustic Recording System buoys will have to be recovered for data processing. SHIP MOVING VESSEL PROFILER (MVP): MVP systems are employed to measure sound velocity from a moving platform, providing practical high-accuracy measurements while the vessel remains underway in survey status. These measurements are critical to meeting accuracy requirements for hydrographic and bathymetric surveys. Shipboard MVP (MVP-300) is the larger complement to the Hydrographic Survey Launch (HSL) MVP (MVP-30) and is intended for use aboard T-AGS 60 class platforms exclusively. System consists of a multi-sensor towbody, computer-controlled winch, over-the-side handling system, and control/data logging workstation. It permits rapid and automated acquisition of Sound Velocity Profile (SVP) data from an underway vessel, significantly increasing multibeam survey accuracy, particularly in complex water masses. SHIP SUBMERSIBLE BALLISTIC NUCLEAR SUPPORT NAVO (85M): Funding is for the procurement of non-acoustic oceanographic measurement systems in support of requirements to assess vulnerability threats to Ship Submersible Ballistic, Nuclear (SSBN) against emergent adversary technologies. Advances in technology provide the means for enhanced environmental characterization and these purchases will enable persistent non-acoustic sensing/data collection, and product generation to characterize oceanographic regions of interest. HYDROGRAPHIC SURVEY LAUNCH (HSL), UNMANNED SURFACE VESSELS (USV): Hull Replacement - Funding to procure USVs with Launch and Recovery System (LARS) to support hydrographic data collection requirements. This will provide NAVOCEANO the capability of providing the HSL-outfitted T-AGS 60 ships with a complimentary pair of USVs that will add an open ocean, blue water USV capability. SHIP TO SHORE DATA COMS: The C-BAND system provides two-way satellite voice and data broadband communications while underway on an ocean-going vessel. This system is the primary vehicle to transfer data from the ship to the office. C-BAND is critical for providing remote Information Awareness/Information Technology (IA/IT) configuration and upgrade support required for the T-AGS to maintain Authorization to Operate (ATO) approval. CONDUCTIVITY TEMPERATURE DEPTH (CTD) OPTICS PINGER SYSTEM: The Environmental CTD-OPTICS-Pinger Systems are a Life Cycle Replacement (LCR) of the Existing T-AGS 60 Class shipboard system, which has a 10 year LCR period. These systems acquire physical oceanographic data in all water depths used to create hydrographic, bathymetric, acoustic and environmental products in support of safety of navigation, expeditionary warfare, naval special warfare, anti-submarine warfare and mine warfare. These systems also provide synoptic data, which directly supports ocean modeling requirements for the Navy. PRIMARY OCEANOGRAPHIC PREDICTION SYS (POPS) & OCEANOGRAPHIC INFORMATION SYSTEM (OIS) (85H): The POPS program delivers High-Performance Computing (HPC) capability and information technology (IT) infrastructure on specialized hardware and software systems facilitating acquisition, assimilation, processing, analysis, quality control, storage and delivery of assured meteorology and oceanography (METOC) data, information, products and services optimizing weapons and sensors for warfighter support. The Oceanographic Information System (OIS) delivers the operational IT system aboard six T-AGS Class Oceanographic Survey ships to meet the DoD and Navy safe navigation and weapon/sensor performance requirements; and generate and disseminate global oceanographic observations and forecasts to Naval forces. The program is in operations and sustainment. Lifecycle replacement of End-of-Life/End-of-Service (EoL/EoS) system components on a five-year cycle is required to maintain minimum warfighting capability. P-001 PRECISE TIME AND ASTROMETRY NETWORK MILCON USNO (84T): Other Procurement Military Construction (OPMLCN) MILCON P-001 (NAVIFOR): The Precise Time and Astrometry Network (PTA Network) distributes Precise Time, Earth Orientation Parameters and Celestial Reference Frame data to the Department of Defense (DoD) in support of national strategic priorities. These funds procure Master Clock, Earth Orientation Software Correlator and Celestial Reference Frame network assets and provide tech refresh hardware for Master Clock and Correlator. OTHER PROCUREMENT PRECISE TIME AND ASTROMETRY (OPPTA) (84T): OPPTA, as directed by Joint Chiefs of Staff Instruction (CJCSI) 6130.01H, supports national strategic priorities by providing precise time and astrometry reference frame data to the entire DoD for Assured Position, Navigation and Time (PNT). The Precise Time and Astrometry system is comprised of multiple subsystems including assets that generate crucial parameters for GPS. These subsystems undergo lifecycle replacement in accordance with subsystem requirements and break/replace requirements, therefore subsystem procurement is tied to the fiscal year and is consistently executed to the budget. OTHER PROCUREMENT PRECISE TIME AND ASTROMETRY NETWORK (OPPTAN) (84Z): The Precise Time and Astrometry Network (PTA Network) is the network delivering the United States Naval Observatory (USNO) precise time and astrometry reference frame to the entire DoD as required by national strategic priorities. This system consists of ten mission enclave subsystems located across three sites in Washington, D.C., Colorado Springs, CO, and Flagstaff, AZ. Lifecycle replacements of mission network architecture are in accordance with enclave requirements, is therefore tied to the fiscal year and is consistently executed to budget. OTHER PROCUREMENT VERY LONG BASELINE ARRAY RESILIENCE (OPVLBA) (84T): The Very Long Baseline Array (VLBA) is a critical telescope system supporting United States Naval Observatory (USNO) Earth Orientation Parameter data acquisition and dissemination as required by Joint Chiefs of Staff Instruction (CJCSI) 6130.01H and national strategic priorities. Very Long Baseline Array Resilience captures lifecycle requirements for ten antenna located at ten locations across the United States. These subsystems undergo lifecycle replacement in accordance with subsystem requirements and break/replace requirements, therefore subsystem procurement is tied to the fiscal year and is consistently executed to the budget. PTA Mission App System (OPPMA) (84T): The United States Naval Observatory (USNO) is responsible for providing Precise Time and Time Interval (PTTI) to the DoD under Joint Chiefs of Staff Instruction (CJCSI) 6130.01H in direct support of national strategic priorities. USNO mission application hardware is a highly customized system responsible for the dissemination of PTTI. [P40A / Acoustic Positioning System (USBL) Ultra Short Base Line NAVO (85B)]: The Acoustic Positioning System (APS) is capable of performing Super Short Baseline (SSBL) and Long Baseline (LBL) Acoustic Positioning used to provide high accuracy navigation and positioning of towed bodies, moored systems and Autonomous Underwater Vehicles (AUVs) deployed from T-AGS 60 oceanographic survey vessels. The APS is permanently installed aboard each vessel and supports tracking objects in any direction out to a 5000m radius with a single transponder, or very precise positioning using a series of bottom-mounted transponders. In addition, the APS is used to precisely locate lost vehicles or instrumentation for purposes of recovery and to provide acoustic release mechanism and positioning for moored seafloor digital acoustic measurement systems. Funding supports these moored systems that are used to collect data to build gridded databases of layered geo-acoustic descriptions of the ocean floor and low frequency bottom loss databases, collect fleet anti-submarine warfare support measurements, produce high resolution anti-submarine warfare area assessment products, and provide critical environmental input to acoustic transmission loss models. [P40A / P-001 Precise Time and Astrometry Network MILCON USNO (84T)]: Funds support the outfitting of a highly customized HEMP-hardened MILCON building with mission equipment such as equipment racks, electronics equipment, display monitors and other various furnishings for the Master Clock and Earth Orientation. [P40A / OPPMA PTA MISSION APP SYSTEM (84T)]: The United States Naval Observatory (USNO) is responsible for providing Precise Time and Time Interval (PTTI) to the DoD under Joint Chiefs of Staff Instruction (CJCSI) 6130.01H in direct support of national strategic priorities. USNO mission application hardware is a highly customized system responsible for the dissemination of PTTI. [P40A / OPVLBA - Very Long Baseline Array Resilience (84T) USNO]: The Very Long Baseline Array (VLBA) functions as both input and COOP for all United States Naval Observatory (USNO) Earth Orientation Parameter generation. USNO, per CJCSI 6130.01H and DoDI 4650.06, is responsible for the determination and dissemination of Earth Orientation Parameters (EOPs) to the DoD in support of national strategic priorities. Navigation assets (e.g. GPS) require knowledge of EOPs in order to calculate position. USNO uses data from radio telescopes around the world and a process called Very Long Baseline Interferometry (VLBI) as an essential part of calculating EOPs. Key to this network of telescopes are the ten VLBA antenna. Funding supports the procurement and deployment of Ka-band receivers to address radio frequency interference and to replace end of life hardware. [P40A / OPPTA - Precise Time and Astrometry USNO (84T)]: Funds provided for tech refreshes, instrumentation upgrades, and modernization of components are crucial for maintaining time and Earth Orientation Parameters (EOP) standards in accordance with Joint Chiefs of Staff Instruction (CJCSI) 6130.01H, which dictates USNO responsibility to produce Precise Time and Time Interval (PTTI) data products and Earth Orientation Parameters for use by all Department of Defense. [P40A / Conductivity Temp Depth (CTD) Optics Pinger System LCR NAVO (85B)]: Funds provided for Life-Cycle Replacement (LCR) parts for the existing T-AGS 60 Class shipboard system with Conductivity, Temperature, and Depth CTD-OPTICS-Pinger Systems. Each system is comprised of CTD/Optics underwater unit, CTD Deck Unit, Optics sensors, CTD/Optics sensor custom deployment cage, HIPAP transponder (for underwater tracking of the unit), and various electronic components. The costs associated with the CTD-Optics System procurement fluctuates slightly from year to year depending on spares procured. [P40A / Digital Side Scan Sonar (SHIP) NAVO (85B)]: Funds provided for Digital Side Scan Sonar (SHIP) planned lifecycle upgrade schedule. This is driven by availability from the manufacturer as well as emerging requirements. Current systems are unable to meet emerging requirements for high resolution imagery coupled with improved data coverage rates. [P40A / Long Term Ambient Noise Recording/Reporting Sys NAVO (85M)]: Long Term Ambient Noise Recording and Reporting System is a moored, acoustic buoy system used to support ISR missions. The buoys are four channel Environmental Acoustic Recording System (EARS) units that will record ambient noise for long time periods within an 8kHz bandwidth. The Environmental Acoustic Recording System buoys will have to be recovered for data processing [P40A / Nav Map Ref Disk and Patrol Analysis System (PBNZ Support)(85M) NAVO]: Funds provided for sustainment of operational production system (Navigation Map Reference Disk and Patrol Analysis System - NPAS) used in the creation of strategic products (PBNZ) having direct and significant impact on the ability of Ship Submersible Ballistic, Nuclear (SSBN) assets to operate effectively. NPAS additionally supports the creation of critical performance analysis products projected to SSBN assets to enhance operational decision making. Requirement directly supports Secretary of the Navy Instruction (SECNAVINST) 8120.b and OPNAVINST 8120.1. [P40A / Shallow Water Multibeam NAVO (85B)]: The shallow water multibeam sonar system is the primary sea-floor mapping system in littoral waters (10-1000 meters of water). The system collects data used for surface and sub-surface littoral navigation charts, high resolution bathymetry required for ocean models. [P40A / Ship Davits for Hydro Unmanned Surface Vessel (USV) Systems (85B) NAVO]: New T-AGS ship DAVITS for one (1) vessel to accommodate the Unmanned Surface Vehicle replacements of the manned Hydrographic Survey Launches. [P40A / Ship Moving Vessel Profiler (MVP) NAVO (85B)]: Funds support lifecycle replacement of Moving Vessel Profiler (MVP) systems primarily due to obsolescence and availability of support from the manufacturer. These systems are mechanical in nature and have limited service life in a marine environment. [P40A / Ship To Shore Data Comm NAVO (85B)]: Funds provided for Life-Cycle Replacement (LCR) required to replace C-BAND system above deck and below deck equipment. LCR is required to maintain system functionality and optimal performance and to meet expanding requirements for remote communications while underway. [P40A / (USV) T-AGS Hydrographic Survey Launch, USV Replace NAVO (85B)]: Funds provided to enhance fleet survey capability of creating surface and sub-surface littoral navigation charts. Military surveys are increasingly gravitating towards autonomous vehicles and emerging technology survey systems (Mission Equipment Systems) are becoming increasingly tailored for use providing enhanced performance and reliability when integrated. [P40A / Primary Oceanographic Prediction Sys (POPS)&OIS FNMOC (85H)]: Funds support Department of Defense and Primary Oceanographic Prediction Sys (POPS) guidelines for lifecycle replacement due to equipment obsolescence, End-of-Life/End-of-Service (EoL/EoS) issues, and new technology insertion. Replacing the EoL/EoS POPS system components with High Performance Computing (HPC) technology, petabyte data storage requirements, and the high-speed network connections between the computing and storage components is a five-year replacement cycle, with 20% of the system components replaced each year without increasing the server footprint. Conversion of funds affords Fleet Numerical Meteorology and Oceanography Center FNMOC to shift all clusters to include non-HPC infrastructure on all enclaves at their respective lifecycle replacement milestones to a fully as-a-service model. To ensure consistent funding remains available to maintain the FNMOC transition to HPCaaS, FNMOC requires a conversion of the POPS MET OPN to OMN. This HPCaaS solution eliminates the use of aging hardware & the related cybersecurity findings, decreases redundant IT costs and standardizes/modernizes IT infrastructure. [P40A / AUV Advanced Sensors (85M) NAVO]: Advanced sonar sensors such as Synthetic Aperture Sonar (SAS) module. The new sensors will provide high resolution seabed characterization resulting in high confidence environmental databases. [P40A / Long Term Ambient Noise Recording/Reporting Sys (85M)]: Long Term Ambient Noise Recording and Reporting System is a moored, acoustic buoy system used to support ISR missions. The buoys are four channel Environmental Acoustic Recording System (EARS) units that will record ambient noise for long time periods within an 8kHz bandwidth. The Environmental Acoustic Recording System buoys will have to be recovered for data processing. [P40A / Mine Warfare (MIW) Autonomous Undersea Vehicles (AUVs) (85M) NAVO]: Two man-portable autonomous undersea vehicles (AUVs) plus spares. One (1) AUV System consisting of three (3) unmanned undersea vehicles with depth capability of up to three hundred (300) meters for medium depth ocean and littoral environmental battlespace awareness seafloor interrogation. [P40A / Multi Sensor Core Logger (MSCL) (85M) NAVO]: Laboratory Multi Sensor Core Logger (MSCL) is the Geology Labs' primary non-destructive analytical instrument which provides high resolution data from multiple sensors of ocean bottom sediment cores used to update geophysical and acoustic databases for the Fleet. [P40A / NAVIFOR Acoustic Measurement System NAVO (85M)]: Lifecycle replacement and upgrade of digital acoustic measurement systems which provides data used to build gridded databases of layered geoacoustic descriptions of the ocean floor, collects anti-submarine warfare support measurements, produces high resolution anti-submarine warfare area assessment products, and serves to provide critical environmental input to acoustic transmission loss models. System consists of multi-channel variable depth buoys, shipboard data acquisition, control, and processing support systems. Buoys acquire data, provide signal conditioning and gain, and store data in digital form. [P40A / Ship Submersible Ballistic (Nuclear) (SSBN) Support NAVO (85M))]: Funds provided to address gaps in existing oceanographic databases which have been identified as having significant impact on the ability of Ship Submersible Ballistic, Nuclear (SSBN) assets to operate effectively. [P40A / OPPTAN PTA Network (84Z) USNO]: The Precise Time and Astrometry Network (PTA Network) is the network delivering the United States Naval Observatory (USNO) precise time and astrometry reference frame to the entire DoD as required by national strategic priorities. This system consists of ten mission enclave subsystems located across three sites in Washington, D.C., Colorado Springs, CO, and Flagstaff, AZ. Supports safety of navigation for submarines and surface ships. [P40A / Virtual Storage Demilitarized Zone Life Cycle Replacement-NAVO-85H]: Procurement supports replacement of all A2 chipset virtual computer cluster storage devices (Non-Classified Internet Protocol Router Network (NIPR) Demilitarized Zone (DMZ), Secret Internet Protocol Router Network (SIPR) DMZ, and Disaster Recovery) supporting dissemination of oceanography data and products. The A2 virtual compute cluster consists of the physical host servers and storage used by oceanography commands to host applications, process, and disseminate data. All server based operations are dependent on the A2 virtual cluster infrastructure. The virtual servers support numerous critical organizational processes. Functions supported include: Oceanographic Survey Ships data ingest, external data receipt, data dissemination, gliders, real-time observation processing, and ocean modeling processing are a few of the critical organizational processes. The organizational mission areas include: safety of navigation, Anti-Submarine Warfare (ASW), Mine Warfare (MIW), and Expeditionary Warfare (EXW). The virtual clusters also support key cybersecurity/IA and systems management resiliency capabilities such as Assured Compliance Assessment Solution (ACAS), Domain Controllers, systems management servers, and Disaster Recovery (DR). [P40A / Virtual Cluster Technology Refresh-NAVO-85H]: A2 computer chipset Virtual Cluster Hardware: The purpose of this procurement is to replace all of A2 virtual compute clusters, (Non-Classified Internet Protocol Router Network (NIPR) Enclave, NIPR Demilitarized Zone (DMZ), Secret Internet Protocol Router Network (SIPR) and SIPR DMZ). The A2 virtual compute cluster consists of the physical host servers and networking equipment used by Fleet Numerical Meteorology and Oceanography Center (FNMOC) model operations and Naval Oceanographic Office (NAVO) production codes to host applications and process data. All server based operations are dependent on the A2 virtual cluster infrastructure. The A2 virtual clusters are comprised of networking gear and server hosts which support over 300 virtual servers across the different environments (Enclave and DMZ) and NIPR/SIPR classifications. The virtual servers support numerous critical organizational processes. Functions supported include: Oceanography Survey Ships data ingest, external data receipt National Oceanic and Atmospheric Administration (NOAA), data dissemination, real-time processing, FNMOC ocean model pre-processing, and FNMOC ocean modeling post-processing are a few of the critical organizational processes. Mission areas include: safety of navigation, Anti-Submarine Warfare (ASW), Mine Warfare (MIW), and Expeditionary Warfare (EXW). The virtual clusters also support key cybersecurity/Information Assurance (IA) and systems management resiliency capabilities such as Assured Compliance Assessment Solution (ACAS), Domain Controllers, systems management servers, and Disaster Recovery (DR). [P40A / Life Cycle Replacement Firewall & Cyber Appliances HW-NAVO-85H]: The requirement is to Life Cycle Replacement (LCR) existing Network Firewalls and Intrusion Detection/Protection System appliances reaching End of Life (EOL) on the Primary Oceanographic Prediction System, Oceanography (POPS-OCN). Hardware Tech Refresh for these systems is compulsory and essential to meet the operational mission of POPS-OCN. The appliances directly support and sustain POPS-OCN cyber security processes for the Command, US Navy, Combatant Commander with accurate and secure meteorological and oceanographic products in support of operational armed forces; and enabling Cyber Defense Operations requirements. Life Cycle Replacement of 4X Cyber Firewall appliances required for Unclassified and Classified networks; LCR of 2X cyber switches required. LCR of NIPR and SIPR Intrusion Detection/Protection Systems (3X) required to sustain strategic sensor grid of Navy Cyber Defense Operations in support of cybersecurity operations" [P40A / Life Cycle Replacement (LCR) Ship-to-Shore (S2S) Network HW-NAVO-85H]: The requirement is for Life Cycle Replacement (LCR) of the Ship-to-shore (S2S) network equipment which enables secure communication links between forward deployed survey ships and the operational data center. The S2S network equipment provides survey data transfer, voice communications and access to operational data center and external resources crucial for at-sea operations in support of the numbered fleet commander under Tactical Control (TACON) and the oceanographic production of combatant commander's deliverables. Missions include: navigation, Autonomous Underwater Vehicle (AUV)/ unmanned underwater vehicles (UUV), hydrographic, bathymetric, oceanographic and Special Missions. LCR of 23X Layer3 Routers required to sustain cyber compliance for Risk Management Framework (RMF)/High Risk Environment (HRE); Designated routers include: 6 Oceanographic Survey Ships C-Band (2 per ship) = 12; 2 Satellite Data Processing (SDP) (Naval Computer & Telecommunications Area Master Station (NCTAMS)/Satellite Communications (SATCOM) peering 2 per site) = 4; 1 Naval Oceanographic Office (Defense Information Systems Network (DISN) Circuit Point of Presence (PoP) 2 units) = 2; 5 internal Secret Internet Protocol Router Network (SIPR) tunneling routers. Enterprise Mission Assurance Support Service (EMASS) Authorizations to Operate (ATOs): 2495, 3227, 4173. [P40A / Domain Management Systems-NAVO-85H]: Provides centralized management capabilities for the scientific network to include account management (authentication/authorization), systems management functions (patching, license management), email systems, domain name system (DNS), centralized logging systems, cybersecurity vulnerability scanners, host-based intrusion detection (HBSS), and antivirus systems. Capabilities are crucial to ensure cybersecurity compliance and operations of the network. [P40A / High Performance Computing (HPC) Technology Refresh-NAVO-85H]: "Procurement replaces all of the components for the High Performance Computing (HPC) cluster. The HPC cluster has reached End of Life (EOL) and technical refresh of the system is required to meet the operational mission and to maintain cyber security compliance. The HPC cluster consists of physical servers, networking equipment, and storage used by various groups at the Naval Oceanographic Office. The physical servers consist of compute cluster scheduling systems, high performance processing systems, and cluster management systems. Functions supported include; Naval Oceanographic Satellite Data Processing (SDP) team import and processing of satellite data and Multi-Channel Sea Surface Temperature (MCSST) data, Data storage and processing to support fleet operations to include Anti-submarine Warfare (ASW), Mine Warfare (MIW), Surface Warfare (SUW), Naval Special Warfare (NSW), Non-Combatant Evacuation Operations (NEO), Undersea Warfare (USW), Amphibious Warfare (AMW), and Expeditionary Warfare (EXW)." [P40A / Data Center Network Switches-Life Cycle Replacement (LCR)-NAVO-85H]: The requirement is for the Life Cycle Replacement (LCR) of 18 Data Center network switches for the classified and unclassified networks. The network equipment provides cyber security capabilities to maintain compliance with Authority to Operate (ATO) and Risk Management Framework (RMF) requirements. The functional replacement will provide/sustain the connectivity requirements for IT computing and storage resources that enable the scientific information technology business processes and production to meet the product(s) and battlespace information demands of the combatant commander, services, agencies and field activities (CC/S/A/FA). [P40A / Network Services Life Cycle Replacement Distributed Switches-NAVO-85H]: The requirement is for lifecycle replacement network equipment distributed across the scientific networks. The network components provide IT and cyber security (CS) connectivity services enabling the scientific user community on Unclassified and Classified networks supporting Mission Essential Functions (oceanographic and meteorological products) including oceanographic data collection, modeling, product generation and data dissemination to support operational requirements and battlespace information demands of the combatant commander, services, agencies and field activities. Mission Areas include: Safety of Navigation/ Surface Warfare (SUW), Naval Special Warfare (NSW), Non-Combatant Evacuation Operations (NEO), Undersea Warfare (USW), Amphibious Warfare (AMW), Anti Air Warfare (AAW), and the Intelligence Community (IC). The requirement includes network components hardware and software; Sustainment maintenance covered under the CISCO "GEMSS" contract. (U) The network components (Local Area Network (LAN) switches) for the Distributed Access LAN supporting the unclassified and classified enclave are end of life and cyber support in FY23. The Network Access Control appliances for cyber-802.1X network authentication (Risk Management Framework Category 1 requirement) and the Service Delivery Point Router for Classified telecommunications circuits are end-of life and cyber support in FY24. Replacement is compulsory to sustain IT operations and Authority to Operate (ATO). [P40A / Integrated Survey Systems-60 Software Maintenance (OIS)-NAVO-85H]: Support for the OIS follow-on of the services offered on the Integrated Survey Systems Oceanographic Survey Ship (ISS-60). This system software suite must continue to be tested, upgraded and maintained for interoperability and functionality with new non-IT mission sensors, such as next generation shallow water multi-beam sonars, digital side scan sonar systems, and high precision military global positioning system receivers. The ISS-60 survey software acquires, stores, displays, and processes oceanographic and meteorological data collected by various mission systems using a fiber-optic network configuration. ISS-60 survey software is a critical component in the Naval Oceanographic Office's (NAVOCEANO) ability to collect and integrate oceanographic information in support of surface and subsurface navigation as well as provide environmental characterization of the Battlespace. [P40A / Storage Area Network (SAN) LCR-NAVO-85H]: The requirement is for the replacement of the IT hardware components for the Storage Area Network (SAN) and includes servers and storage devices (tape drives, disk arrays, tapes). The SAN hardware and software is end-of-life/support. This results in numerous high risk cybersecurity vulnerabilities across networks (Non-Classified Internet Protocol Router Network (NIPR) and Secret Internet Protocol Router Network (SIPR)) that cannot be mitigated or resolved without procurement. The life cycle replacement has been deferred since 2019 creating significant operational risk as oceanography data collection, model processing, product generation are dependent on the SAN. Includes Surveys, unmanned underwater vehicles (UUVs), product generation, data dissemination, model processing, data storage, and disaster recovery (DR). Mission areas supported by oceanography data: Surface Warfare (SUW), Naval Special Warfare (NSW), Non-Combatant Evacuation Operations (NEO), Undersea Warfare (USW), Amphibious Warfare (AMW), Anti Air Warfare (AAW), safety of navigation, Anti-Submarine Warfare (ASW), Mine Warfare (MIW), and Expeditionary Warfare (EXW). New FY25 requirement joint letter from United States Fleet Forces Command (USFFC) and United States Pacific Fleet (USPACFLT) will require the Naval Oceanographic Office to be the bathymetry (the measurement of water depth) repository for the Joint Force with more data being ingested will result in additional storage resources required. [P40A / Primary Oceanographic Prediction Sys (POPS)&OIS NAVIFOR HQ (85H)]: This is for Naval Meteorology and Oceanography Command Cross Domain Solution 85F because they cannot execute OPN funding. The Naval Meteorology and Oceanography Command (NMOC) Cross Domain Solution (CDS) supports the mission requirement to provide 24x7 global weather and ocean model prediction products, weather satellite imagery products, and related tactical decision aids and data in support of Naval, Joint, and Coalition operations worldwide. These mission products support virtually every combat platform and weapon system operated by the U.S. Navy and are crucial for ensuring the safety of naval ships and aircraft. Trusted Gateway Systems (TGS) (specializes in image files) and High-Speed Guard (HSG) (processes all non-image files) systems at Fleet Numerical Meteorology and Oceanography Center (FNMOC), Monterey, CA (14,100 Gigabytes (GB) per day and TGS system at Naval Oceanographic Office, Stennis Space Center, MS (2,475 GB per day). The TGS system provides high- bandwidth/high-throughput one-way oceanographic and meteorologic data transfers from the Non-Classified Internet Protocol Router Network (NIPRNET) to the Secret Internet Protocol Router Network (SIPRNET) and Joint Worldwide Intelligence Communications System (JWICS) enabling on-time data assimilation, processing, analysis, and dissemination, information, and products on classified enclaves enabling battlespace awareness and decision superiority for afloat and ashore Navy, Joint, Allied and Coalition Forces. Must be in compliance with the National Security Agency (NSA) Raise the Bar requirements.

Ship Moving Vessel Profiler (MVP) NAVO (85B) FY26 funding supports the procurement of one (1) Moving Vessel Profiler (MVP) systems in order to complete life cycle replacement. Hydrographic Survey Launch (HSL) Unmanned Surface Vessels (USV) FY26 funding supports updated integrated mission hardware for the lifecycle replacement of Unmanned Surface Vessels (USV) with Launch and Recovery System (LARS) for hydrographic data collection requirements. Ship Davits for Hydro Unmanned Surface Vessel (USV) Systems (85B) NAVO FY26 funding supports procurement of one (1) Universal Ship Davit to support Unmanned Surface Vessel (USV) Operations. Conductivity, Temperature, and Depth (CTD) Optics Pinger System LCR FY26 funding supports lifecycle replacement parts for required lifecycle replacement of one (1) shipboard system. Conductivity, Temperature, and Depth (CTD) OPTICS-Pinger Systems are a life cycle replacement of the existing T-AGS 60 Class shipboard systems. Each system is comprised of a CTD Optics underwater unit, CTD Deck Unit, Optics sensors, CTD/Optics sensor custom deployment cage, High Precision Acoustic Underwater Positioning (HIPAP) transponder (for underwater tracking of the unit), and various electronic components. Primary Oceanographic Prediction Sys (POPS) & Oceanography Information System (OIS)(85H) FY26 funding supports replacing the End of Life/End of Service POPS system components with High Performance Computing (HPC) technology, petabyte data storage requirements, and the high-speed network connections between the computing and storage components is both complicated and expensive. Other Procurement Precise Time and Astrometry (OPPTA) (84T) FY26 funds support tech refreshes, instrumentation upgrades, and modernization of components crucial for maintaining Master Clock and Earth Orientation Parameters (EOP) standards in accordance with Joint Chiefs of Staff Instruction (CJCSI) 6130.01H, which dictates USNO responsibility to produce Precise Time and Time Interval (PTTI) data products and Earth Orientation Parameters for use by all Department of Defense in support of national strategic priorities. OTHER PROCUREMENT VERY LONG BASELINE ARRAY RESILIENCE (84T) FY26 funds support the lifecycle replacement of three Ka-band receivers out of the ten VLBA sites in the United States. Other Procurement Precise Time and Astrometry Network (OPPTAN) (84Z) FY26 funding supports procurement of equipment modernization necessary to maintain the required security posture and ensure PTA network availability. Mine Warfare (MIW) Autonomous Undersea Vehicles (AUVs) (85M) NAVO FY26 funding supports procurement for (1) MIW AUV Remus 300-600m variant system. NAVIFOR Acoustic Measurement System NAVO (85M) FY26 funding supports the life-cycle replacement of digital acoustic measurement systems.
