Description — C4ISR Equipment
Navy Expeditionary Command, Control, Communications, Computers, & Intelligence (C4I): C2 Modernization efforts include the procurement, assembly, integration, production testing, and initial training of Small, Medium and Large Scale Communication Systems, and the C4I Tactical Radio Modernization & Communications across Navy Expeditionary Forces (NEF), both Active Component (AC) and Reserve Component (RC). These efforts also include convergence to a common Shore-Based Expeditionary C4I baseline, a single cybersecurity Risk Management Framework (RMF) Authority to Operate (ATO), and the outfitting of Expeditionary Forces' Table of Allowances (TOA) equipment requirements, which includes Wideband Anti Jam Modem System (WAMS) in support of the Expeditionary Deployable Node (EDN), Navy Enterprise Tactical Command and Control (NETC2), Rapid Response Kits (RRK), Expeditionary Tactical Assault Kit (ETAK), and Secure Enclave Access Kits (SEAKIT) (CENTRIX-S Fly Away Kit), which supports the complex communication and coordination needs of expeditionary forces. [P5 / Navy Expeditionary C4I - C2 Modernization - Active Component]: Funds provided for procuring Expeditionary Deployable Node (EDN) for Active and Reserve Components, Rapid Response Kits (RRK), and Expeditionary Tactical Assault Kits (ETAK) as approved in the Table of Allowance (TOA) equipment requirements within Expeditionary Forces. [P5 / Navy Expeditionary C4I - C2 Modernization - Reserve Component]: The program is procuring EDNs for Active and Reserve Components, RRKs, ETAK. and SEAKIT CENTRIX-S FAK, as approved in the TOA equipment requirements within Expeditionary Forces. [P5 / Navy Expeditionary C4I - Tactical Radio Modernization AN/PRC-163]: Funding supports the procurement of AN/PRC-163 Controlled Cryptographic Items (CCI) Multi-Channel Handheld Radio which are required to extend the reach of real-time intelligence from command to squad level with seamless crossbanding of satellite communications (SATCOM), Line-of-Sight (LOS) and Beyond Line-of-Sight (BLOS) networks. Access encrypted data from a wide variety of platforms and sensors, while simultaneously networking. Even geographically isolated units can share voice and data, while advancing situational awareness (SA) with an ISR mission module that adds full motion video (FMV) capabilities, as approved in the TOA equipment requirements within Expeditionary Forces. [P5 / Navy Expeditionary C4I - Tactical Radio Modernization AN/PRC-167]: Funding supports the procurement of AN/PRC 167 Wideband and MUOS-ready radios which are required to meet the multi-domain challenges of any combination of ground, vehicular and airborne missions, simultaneously and independently connecting warfighters through the full frequency range of a broad portfolio of waveforms on each of two channels, as approved in the TOA equipment requirements within Expeditionary Forces. [P5 / Navy Expeditionary C4I - Tactical Radio Modernization AN/PRC-171]: Funding supports the procurement of AN/PRC 171 Non-Controlled Cryptographic Items (CCI) ensures connectivity with ground-based tactical teams by supporting multiple modes of operation, including wideband MANET and narrowband voice and PLI. Secure, reliable communications in contested and congested environments are supported with in-field upgrades to emerging wideband and narrowband resilient waveforms. [P5 / Navy Expeditionary C4I - Wideband Anti Jam Modem System]: Funding supports the Navy's next generation wideband satellite communications modem that will be integrated with the Navy multiband satellite terminals for communications over the wideband global satellite communications constellation. WAMS will replace the AC2 modems. WAMS is the Navy component of the Protected Anti-Jam Tactical SATCOM (PATS) Joint Program.
Justification
Justification — C4ISR Equipment
FY26 increase ($3.339M) supports hardware procurements, testing, integration, assembly and fielding for ETAK Command and Control (C2) Modernization and Tactical Radio Modernization in support of the Portable Radio Tactical Program. Funding increase is required for procurement, integration, fielding and modernization of tactical C4I small, medium and large Scale Communication Systems for Naval Expeditionary forces. These systems include Expeditionary Deployable Node (EDN), Rapid Response Kits (RRK), Expeditionary Tactical Assault Kit (ETAK), and Secure Enclave Access Kits (SEAKIT) (CENTRIX-S Fly Away Kit), which supports the complex communication and coordination needs of expeditionary forces and starting in FY26 the Wideband Anti Jam Modem System (WAMS).
