Description — Command Support Equipment
This line provides for new and systematic replacement of investment items required in support of the Navy's operational mission. Procurement of Command Support Equipment throughout the Navy involves the purchase, replacement and upgrade of various pieces of equipment such as Cable Replacements and the purchase, repair, and upgrade of information technology (IT) Infrastructure and Security Systems. This equipment is an integral part of the programs to improve the fleet and shore establishment by maintaining or expanding existing capabilities or replacing ineffective units. The procurement of Command Support Equipment involves the purchase, replacement and upgrade of various types of equipment, to include, but not limited to, critical cable plant repair / upgrade, Voice, Video, and Data Infrastructure and security disintegrators / systems at world-wide Base Communications Office (BCO) sites throughout the Pacific and Atlantic areas of responsibility. The Shore Modernization element of this line provides Command, Control, Computer, Communications and Intelligence (C4I) installations for Information Warfare (IW) Military Construction (MILCON) projects and ensures a holistic platform configuration control, maintenance, sustain and modernization model is carried out for shore platforms critical to Navy IW Distributed Maritime Operations (DMO). C3 Platforms include Naval Communications, Telecommunications Area Mater Stations (NCTAMS), Naval Communications, Telecommunications Stations (NCTS's) and Maritime Operations Centers (MOC's). [P40A / NCIS Data Modernization & Analytical Tools]: The Naval Criminal Investigative Service (NCIS) mission is to support the day-to-day operations to Prevent Terrorism, Protect National Secrets, Reduce Crime across the Department of the Navy (DON) and comply with DON Mandates. NCIS IT Programs and Technical Support are essential to fulfill its mission. [P40A / Electronic Military Personnel Record System (EMPRS)]: Electronic Military Personnel Record System (EMPRS) is an electronic document/image based system that serves as the official repository for all Department of Navy (DON) official military personnel record images (over 170 million images). It supports active, reserve and retired/separated military personnel in the functional areas of selection board operations, casualty management, mobilization, veteran benefits (providing automated Sailor information to the Veterans Administration) and other military personnel management functions. EMPRS annually supports over 150 statutory and administrative selection boards, providing over 12 million service record images, covering promotions, assignments, and retention. [P40A / Workstations (Sel Board)]: Funding supports retired, active, and reserve military personnel in the functional areas of selection board operations, casualty management, mobilization, veteran benefits (providing automated Sailor information to the Veterans Administration) and other military personnel management functions. [P40A / Peripherals]: Funds support peripherals, which are auxiliary and infrastructure components, that make up and are associated with the EMPRS system. [P40A / Data Center Consolidation (DCC)]: Funds provided for Data Center and Application Optimization, provide sustainment of data center hardware, software, and licenses for established Component Enterprise Data Centers (CEDCs) and other approved hosting locations as part of the Information Technology (IT) efficiency for the Manpower, Training, and Education (MPT&E) Data Center footprint. The Navy Data Center and commercial cloud resourcing Memorandum of Agreement (MOA) will be implemented by MPT&E along with application hosting costs, continues with consolidation and application migration efforts, and ensure that systems are modernized to sustain security requirements of Navy information and data residing within applications and data centers. [P40A / Cyber Protection and Response Capability (CPRC)]: Funding supports the increases of capabilities to protect Facilities Related Control Systems (FRCS). The Cyber Protection and Response Capability (CPRC) will develop response capabilities based on collected intelligence, will function as the rapid response team when cyber incidents occur, synchronize FRCS cyber defensive measures, and postures deployed infrastructure to maintain supply chain lethality. [P40A / More Situational Awareness - Industrial Control Systems (MOSAICS)]: Funding provided for capabilities to improve situational awareness for cyber defender response, disrupt adversary kill chain in an acceptable response threshold, and limit adversary reuse of advanced persistent attacks through enhanced sharing of indicators and mitigations. [P40A / P-130 NAS Sigonella - Comms Center (79S)]: Funds provided for Command, Control, Communications, Computers, Collaboration, and Intelligence (C5I) at communications center NAS Sigonella. The new P-130 facility will provide increased mission efficiency and the flexibility to accommodate future missions. Equipment requirements include Defense Information Systems Agency (DISA) Transport, Command, Control, Communications, Computers, and Intelligence (C4I) Distribution Cabling, Audio/Visual Capability, and High Frequency Global Communications System (HFGCS) Scope Command. [P40A / P-131 NCTAMS Det Souda Bay - Comms Center (79S)]: Funds provided for Command, Control, Communications, Computers, and Intelligence/Information Technology (C4I/IT) equipment. Due to an increase in network and communication responsibilities as the missions of the existing tenant commands on the base slowly increase, updated equipment is required. [P40A / BCO Infrastructure Replacement (Cable & Equipment) (40B)]: Funding is provided to support of Base Communications Office (BCO) Infrastructure Replacement at Naval Computer and Telecommunications Station Far East (NCTSFE). Components of the NCTSFE are replaced on cyclical basis and recurring to ensure optimal functionality of the BCO. [P40A / High Frequency Global Communication System (HFGCS 36A1)]: HFGCS procurement replaces antennas at various locations. HFGCS is the primary High Frequency (HF) platform directly supporting U.S. Navy, President of the United States (POTUS), and other Government agencies (air-ground-air/ship-to-shore). [P40A / Live Virtual Constructive (LVC)Training (61K)]: Funding is provided to support a realistic IW virtual capability into Live, Virtual, and Constructive (LVC) events via Navy Continuous Training Environment (NCTE). Supports holistic readiness through force generation of effectively trained, resilient Information Warfare forces. [P40A / NAVCENT Rapid Response Kits]: Funds support Joint Maritime Ashore Support Team (JMAST) required to support ashore operations of deployed maritime commanders as a mobile Task Force Command Center (TFCC) and to provide the Joint Force Maritime Component Commander an expeditionary scalable command and control capability ashore for Continuity of Operations (COOP). JMAST Rapid Response Kits (RRKs) to support the Israel Crisis and associated contingency operations [P40A / NAVCENT - JMAST Early Entry Kits (EEK)]: Funds support Joint Maritime Ashore Support Team (JMAST) to support ashore operations of deployed maritime commanders as a mobile Task Force Command Center (TFCC) and to provide the Joint Force Maritime Component Commander an expeditionary scalable command and control capability ashore. [P40A / NAVCENT - VTC Upgrade/ MS TEAMS Integration]: Funds support NAVCENT VTC/ MS Teams management and communication with the many geographically separated NAVCENT teams and partners. This capability enhances collaboration and reduces the need for travel costs. [P40A / European Deterrence Initiative]: Funding is to provide physical security measures at multiple locations in the Naval Forces Europe - Africa AOR to minimize West African campaign challenges for U.S. Forces in Somalia. Funds for physical security measures within the Naval Forces Europe - Africa AOR request for OMN vice OPN funding.

Justification — Command Support Equipment
The FY 2026 request was reduced by $0.239 million for Advisory and Assistance Services to promote efficiencies and advance the policies of the Administration in alignment with Executive Order 14222, "Implementing the President's Department of Government Efficiency Cost Efficiency Initiative." The FY 2026 request was reduced by $0.047 million for civilian personnel to optimize the workforce in compliance with Executive Order 14210, "Implementing the President's Department of Government Efficiency Workforce Optimization Initiative." 1.1 Naval Criminal Investigative Service (NCIS) Data Modernization & Analytical Tools: FY26 increase ($0.083M) supports equipment refresh of components of the Law Enforcement & Investigation (LE/INV) Case Management System, tactical network and VTC infrastructure initiatives. 5.3 Network Drives: FY26 increase ($0.097M) is due to sustainment of the EMPRS program, providing technology refreshment (TR) throughout the years (evolutionary) as opposed to a TR every eight years. 5.4 Storage Devices: FY26 increase ($0.110M) is due to reduced quantity of storage devices for Network Devices in association with Electronic Military Personnel Records System (EMPRS) required. Funds provided for life cycle replacement of storage devices. 5.5 Workstations (Sel Board): FY26 decrease ($0.173M) is due to reduced requirement for additional workstations in association with workstations for the Selection Board with Electronic Military Personnel Records System (EMPRS). 5.6 Scanners High Speed: FY26 increase ($0.236M) is provided for High-Speed Scanners in association with EMPRS. Electronic Military Personnel Records System (EMPRS) is an electronic document/image-based system that serves as the repository for all Department of the Navy official military personnel record images. Funds provide for life cycle replacement of network devices. 5.7 Peripherals: FY26 decrease ($0.122M) is due to lower peripherals required. Peripherals include items such as removable walls within boardrooms that function as display screen for military personnel record display, keyboards, printers, monitors, mice for workstations in the boardrooms, etc. Peripherals represent auxiliary and infrastructure components that make up and are associated with the EMPRS system. EMPRS is the major information system which is mutually supported by infrastructure to conduct 160 selection boards on an annual basis. 5.11 Records Mgmt. Software: FY26 increase ($0.288M) provided for procurement of software in support of the Electronic Military Personnel Records System (EMPRS). Electronic Military Personnel Records System (EMPRS) is an electronic document/image-based system that serves as the repository for all Department of the Navy official military personnel record images. Funds provide for life cycle replacement of network devices. 5.13 Data Center Consolidation (DCC): FY26 increase ($0.436M) supports the consolidation and application migration efforts and ensure that systems are modernized to sustain security requirements. Funding supports the consolidation and application migration efforts and systems modernization. Funds provided sustainment of data center hardware, software, and licenses for established Component Enterprise Data Centers (CEDCs) and other approved hosting locations. 9.1. PDAS Equipment Modernization: Planning and Decision Aid System (PDAS) is a classified, protected program operated by the Navy. PDAS is a command-and-control system that provides capabilities to Office of the Secretary of Defense, services, Unified Combatant Commanders (CCMD), Intelligence Community and Coalition partners for operational planning/coordination of special access programs (SAPs). PDAS enables Integrated Joint Special Technical operations (IJSTO) to incorporate SAPs into operational planning and execution from battlefield operators through the Commander-in-Chief in support of national security objectives. PDAS is the system for the Chairman of the Joint Chiefs of Staff (CJCS) for IJSTO. 11.1 - 14.1 (NAVWAR) Maritime Operations Center (MOC): FY26 decrease ($0.092M) supports MOC Workstations (MWS) system procurements, production engineering, integration and installations required to continue incremental improvements of the common core infrastructure and Command, Control, Communications, Computers and Intelligence (C4I) capabilities of the MOCs. This leads to fully integrated, globally networked operational-level commands with a Navy enterprise network and appropriate capabilities to exercise Navy missions Command and Control (C2), such as Ballistic Missile Defense (BMD), in accordance with the MOC Core Baseline/ Mission Build (CB/MB) baseline requirements. 15.1 Facilities Related Control Systems (FRCS): FY26 decrease ($3.437M) due to required components having been procured in previous FY and moving into an OMN supported phase of the mission to secure the critical sites. 15.4 More Situational Awareness Industrial Control Systems (MOSAICS): FY26 increase ($3.822M) is due to needed framework components i.e. hardware/software procurements as well as continued system development in order to fully build out and implement MOSAICS across the enterprise as MOSAICS is our solution to deliver defensive cyber capabilities where none exist to implement needed security controls. 16.9 High Frequency Global Communication System (HFGCS 36A1): FY26 funding supports the procurement of antennas for Yokota and Guam. The High Frequency Global Communications System (HFGCS) is a network of single sideband shortwave transmitters used to communicate with aircraft in flight, ground stations, and Navy surface assets. 16.10 Live Virtual Constructive (LVC) Training: FY26 increase ($7.207M) to fund development and integration of Live, Virtual, Constructive (LVC) enabled training events.
