Description — M-SHORAD - Procurement
This funding line is directly aligned to the Army Air and Missile Defense Modernization Priority. SGT STOUT is an Air Defense weapon system consisting of multiple ground-to-air missile launchers, sensors, and a gun integrated on a Stryker Combat Vehicle. The SGT STOUT system provides the Army improved capabilities for defense of maneuver formations and other tactical echelons from low altitude air attack and surveillance. The system is in response to an adaptive suite of airborne threat capabilities, supported by an integrated mix of surface-to-air and surface-to-surface shooters that threaten the ability of maneuver forces to conduct operations. Specifically, maneuver formations require the SGT STOUT air defense identification and defeat capabilities to counter FW, RW, and UAS threats. This system provides the capability to identify, track, and neutralize or destroy low-altitude air threats to include FW, RW, and Group 3 UAS while keeping pace and surviving with the maneuver Brigades. The Army began fielding the SGT STOUT solution based on a FY 2018 Directed Requirement (DR) and transitioned to a Middle Tier Acquisition - Rapid Fielding (MTA-RF) in FY 2024. The SGT STOUT program will be fielded to eight SGT STOUT battalions. SGT STOUT will provide the long-term capability to counter a broader range of FW, RW and UAS threats. The FY 2026 cost of the SGT STOUT Middle Tier of Acquisition effort is $689.8 million, including RDT&E and MIPA for procurement of MEIs. The Department will certify FYDP funding in a future budget submission. M-SHORAD (SGT STOUT) is part of the Army Transformation Initiative.
Justification
Justification — M-SHORAD - Procurement
The Army has an active Indefinite Delivery / Indefinite Quantity (IDIQ) contract with General Dynamic Land Systems (GDLS) for the procurement and fielding of systems, spares, engineering services and logistics support. FY 2026 procurement will be used to purchase 44 SGT STOUT systems, retrofit single Stinger Vehicle Universal Launcher (SVUL) systems to dual SVUL, initial spares, software maintenance, GFE, Fielding, and program mgmt. support. 44 systems in FY2026 are under MTA-RF. The SGT STOUT procurement funding profile was built in accordance with the Directed Requirement (DR) of 144 systems + 20 systems Public Interest Determination + 66 systems approved through Acquisition Decision Memorandums (ADM) required by Middle Tier Acquisition Rapid Fielding (MTA-RF) in FY 2024. Total assets approved 230. Funding increase from FY 2025 to FY 2026 is supporting the procurement of 44 SGT STOUT systems. Prior year quantity of 165 should reflect 148 systems procured in prior years. In FY24, 59 systems should be reflected as 55 systems. The FY 2026 request for SGT STOUT includes $679,114 thousand of discretionary and $50,000 thousand of mandatory (reconciliation) for a total of $729,114 thousand. The mandatory funds procure an additional 4 SGT STOUT systems in FY 2026.
