Description
Description — Mortar Fire Control System
The Mortar Fire Control System (MFCS) accurately determines weapon position and orientation, navigates, calculates ballistics, and communicates digitally on the Fire Support Network. MFCS improves the accuracy of the 120mm mortar system from 138 meters Circular Error Probable (CEP) to 75 meters CEP allowing for first round fire for effect. MFCS increases survivability of mortar crews by eliminating the need for soldiers to dismount the vehicle to lay out aiming posts. MFCS also adds digital connectivity to Joint Battle Command-Platform (JBC-P). MFCS consists of the M95/M96 versions that are used on mounted 120mm Mortar systems in Armored Brigade Combat Teams (ABCTs) and Stryker Brigade Combat Teams (SBCTs), and the M150/M151 versions used on the M120A1 120mm Towed Mortar systems that are fielded throughout all Infantry Brigade Combat Teams (IBCTs). Both the M95 and M150 consist of five main components: 1) Fire Control Computer (FCC), which links the MFCS components together, communicates, and calculates the ballistic solutions; 2) Tactical Advanced Land Inertial Navigator (TALIN), which is the pointing device and position system that provides the weapon's position, pointing azimuth and elevation; 3) Gunner's Display (GD), which shows the gunner where to point the tube and displays the weapon's azimuth, elevation, and ballistic firing solution; 4) Driver's Display (DD), used with the M95 only, which provides a "steer-to" display to aid in navigation and emplacement of the vehicle; and 5) Power Distribution Assembly/Enhanced Power Distribution Assembly, which filters vehicle power and acts as a circuit breaker by isolating MFCS line replaceable units from power fluctuations and surges. Overseas Operations Costs (OOC) funds this requirement in FY 2026.
Justification
Justification — Mortar Fire Control System
FY 2026 funding total includes $1.879 million for Base and $1.778 million for Enduring Costs in the Base Budget for a total of four (4) each full systems. Fiscal Year (FY) 2026 Base procurement dollars in the amount of $1.879 million will support the procurement of two (2) each M95 Mortar Fire Control Systems (MFCS) and one (1) each M96 MFCS for the Armored Multipurpose Vehicles (AMPVs), including support costs for software, logistics, fielding, and production engineering. The equipment will be fielded to Armored Brigade Combat Teams (ABCTs) to support "Grow the Army" requirements. FY 2026 Base procurement dollars in the amount of $1.778 million will support the procurement of one (1) each M96 MFCS for AMPVs in support of Operation Atlantic Resolve (OAR). This is a decrease of $0.026 million from the FY 2025 requested level. These items are all critical items in support of deployed units' ongoing military operations. Overseas Operations Costs (OOC) funds this requirement in the amount of $1.778 million for FY 2026 Budget Estimate. Overseas Operations Costs (OOC) are those financed with former Overseas Contingency Operations (OCO) funding.
