Description — ARMY LINK 16 SYSTEMS
This funding enables the Army's Next Generation Command and Control (NGC2) initiative to modernize Command and Control (C2) systems. This funding line supports the Army Modernization Priority Air & Missile Defense and is part of the Army's modernization plans. B24400 Army Link 16 Systems is the Parent Line to Multifunctional Information Distribution System (MIDS) Joint Tactical Radio System (JTRS) Ground Variant (GV) (B24425). Army Link 16 is a tactical data link that networks communication between land, sea, and air forces to support joint operations and improve interoperability. It allows for real-time transfer of combat data, voice communications, imagery, and relative navigation information using data encryption and frequency hopping to maintain secure communications. Interoperability provided by Army Link 16 allows the user in the communication link to electronically observe the battlespace, identify threats, and acquire targets. IAW the Joint Requirements Oversight Council Memorandum (JROCM), the Army will procure Link 16 terminals, gateways, and radios along with services in support of the Army's Link 16 Modernization Strategy by providing interoperability and continuity through the procurement of tactical communication enhancement equipment, ancillaries, and related services. Components supported under Army Link 16 include but are not limited to: Ground Army Integrated Air and Missile Defense (IAMD), Aviation, Communication Gateways, and Ground Fires Radios. These items will provide Concurrent Multi-netting (CMN), Concurrent Contentions Receive (CCR), Enhanced Throughput (ET) and advanced Transmission Security (TRANSEC) capabilities. MIDS JTRS GV is a modernization effort of the MIDS Low Volume Terminal (LVT), providing a software defined radio solution that introduces modernized Link 16 networking capabilities. Upon completion of fielding, MIDS JTRS GV will fully displace Army MIDS LVT variant. MIDS JTRS GV will provide CMN, CCR, ET and TRANSEC.

Justification — ARMY LINK 16 SYSTEMS
FY 2026 Base procurement dollars in the amount of $133.836 million supports the procurement of MIDS JTRS Ground Variant systems/B-Kit Production, A-Kit Production, Schoolhouse A-Kits, ancillaries, assessments, warranties, software licenses, Army Network Design Facility (ANDF) support, platform integration, fielding, and Systems Engineering and Program Management (SEPM). In accordance with Section 1815 of the FY 2008 National Defense Authorization Act (P.L. 110-181), these items are necessary for use by the active and reserve components of the Armed Forces for homeland defense missions, domestic emergency responses, and providing military support to civil authorities.
