Description — Supply Equipment
Material Handling Equipment (MHE) and Shipboard Mobile Support Equipment (SMSE) is critical as ships cannot be mission-ready without the proper MHE/SMSE to move essential ammo, stores and material. Appropriate MHE is required to ensure efficient storage and handling operations within the U.S. Navy's various facilities and ships. The program focuses on shipboard and shore-based MHE/SMSE life-cycle management and in-service support for the procurement, overhaul, upgrade, and refurbishment. MHE/SMSE includes all self-propelled equipment approved for use in storage and handling operations in and around warehouses, shipyards, industrial plants, airfields, magazines, depots, terminals, aboard U.S. Navy ships, and at expeditionary bases. NAVY CASH PROGRAM: This program funds the procurement of the Navy Cash system. Navy Cash was developed in partnership with the US Department of Treasury to improve business processes, create workload efficiencies, and enhance the quality of life for Sailors and Marines on board ships. It enhances the efficiencies and security of automated pay delivery and safekeeping. Navy Cash automates all retail collections on ship and is a Treasury Direct Disbursing (TDD) compliant system in accordance with critical regulatory and Financial Improvement and Audit Readiness (FIAR) compliance standards mandated by DoD and Department of Treasury for achieving audit readiness of financial statements. Navy Cash system performs daily reporting of financial accountability as part of the TDD mandate Department of the Navy Office of The Assistant Secretary (Financial Management and Comptroller) dated 14 Nov 2018 and corrects an OUSD identified material weakness. Deployments are ongoing and are dependent on ship schedules and CNO availabilities. The legacy Navy Cash environment is dependent on a specific hardware and software environment that is costly to maintain and reaching end-of-life on key operating components. Navy Cash 2.0 is the next progression in cashless operations that will enhance the current Navy Cash solution and support interoperability with all other DoD service partners (Army, AF, USMC). The Navy Cash card is a branded debit card that looks like a typical debit or check card. It utilizes a pre-paid debit model to provide deployed Sailors and Marines 24/7 access to pay and enables a cashless shipboard environment for all retail and other personal financial transactions. In addition, Navy Cash cards are an important tool for deployed Sailors and Marines to obtain cash at any worldwide ATM ashore. Navy Cash reduces workload for the Disbursing Office and other retail merchants throughout the ship including Ships Store, Food Service, Postal and MWR. This affords more time for core functions and thereby increases readiness. It also improves shipboard business practices by automating and significantly reducing the handling of bills, coins, and personal checks, automating back-end financial processes and minimizing error-prone cash transactions while it reduces the workload associated with cash management and improves the efficiency and accuracy of fiscal accountability. This overall reduction in the need for cash decreases the costs associated with maintaining large amounts of cash in the safes of ships for the six or more months of deployment. NAVAL AUTONOMOUS DATA COLLECTION SYSTEM (NADACS): The Naval Autonomous Data Collection System (NADACS) is an Enterprise level, multi-source, digital tracking tool that supports asset visibility, accountability & auditability. The system directly supports both Congressional and Departmental dictates that require Navy to improve its ability to maintain and track material, assets and equipment with a high degree of accuracy and accountability. NADACS uses a variety of handheld readers, fixed readers, Mesh networking, and sensors to collect asset and combine data from barcoding, Radio Frequency identification (RFID) and Internet of Things (IOT) sensors to provide locational and health information of assets which can then be compared with on-hand inventory records. NAVSUP will be employing cellular 5G capabilities with Satellite Communication (SATCOM) along with other communication transport methods to move data from point of collection to the NADACS database, and then providing end users with a 'Web Browser' picture to assess and manage the asset picture. NADACS is based on government owned software coupled with specialty and commercially available hardware to create a complete system. For commercial hardware, the system is hardware agnostic, encouraging use of available hardware while maintaining a high degree of competition. Ordnance Information Systems (OIS): Funding supports tech refresh of obsolescent legacy CK71 barcode scanners and printers that require replacement. This improves the warfighter ability to resupply, uses less labor and time, and ensures correct shipments. [P40A / 1340 20K Diesel Forklift]: NAVSUP FY25 to FY26 Growth Justification: Navy is centralizing the procurement of Material Handling Equipment (MHE) to NAVSUP. NAVSUP is scaling to take full ownership of Navy's MHE requirements. As a result, it will cause growth as we address MHE deficiencies across the service. [P40A / 1350 6K Diesel Forklift]: NAVSUP FY25 to FY26 Growth Justification: Navy is centralizing the procurement of Material Handling Equipment (MHE) to NAVSUP. NAVSUP is scaling to take full ownership of Navy's MHE requirements. As a result, it will cause growth as we address MHE deficiencies across the service. [P40A / 1370 6K Electric Forklift]: NAVSUP FY25 to FY26 Growth Justification: Navy is centralizing the procurement of Material Handling Equipment (MHE) to NAVSUP. NAVSUP is scaling to take full ownership of Navy's MHE requirements. As a result, it will cause growth as we address MHE deficiencies across the service. [P40A / 1396 Aerial Work Platform]: NAVSUP FY25 to FY26 Growth Justification: Navy is centralizing the procurement of Material Handling Equipment (MHE) to NAVSUP. NAVSUP is scaling to take full ownership of Navy's MHE requirements. As a result, it will cause growth as we address MHE deficiencies across the service. [P40A / 5701 Mobile Cleaning, Recovery, & Recycle System (MCRRS)]: NAVSUP FY25 to FY26 Growth Justification: Navy is centralizing the procurement of Material Handling Equipment (MHE) to NAVSUP. NAVSUP is scaling to take full ownership of Navy's MHE requirements. As a result, it will cause growth as we address MHE deficiencies across the service.

Justification — Supply Equipment
MHE Control Overview supports the procurement of Shipboard MHE and shore based Commercial Off the Shelf (COTS) MHE. Supply Equipment / Shipboard Program and Commercial Off-The-Shelf (COTS) Program FY26 increase ($4.49M) supports procurement of Shipboard Material Handling Equipment (MHE) and shore-based COTS MHE. Procurement strategy requires a comprehensive analysis of the 6-year established COTS known requirement. Every year, procurements are prioritized by demand signal from the Warfighter and leveraging procurements through bundled contract efficiency. Ordnance Information System (OIS) Tech Refresh FY26 increase ($0.380M) supports tech refresh/updates required for OIS. Without replacements, a Warfighter will have to manually track ordnance (pen & paper) which will require more labor and increase mistakes. The current global environment requires the Warfighter to have the most up-to-date whereabouts of ordnance to be prepared for any situation.
