Description

Description — Spares and Repair Parts

Spares - Funds are required to reimburse the Navy Working Capital Fund for both repairable and consumable components at the time the initial spare parts package is released with the principal end item (PEI) to the Fleet Marine Force. This concept complies with the Navy Working Capital Fund funding of Initial Spares with reimbursement from the Procurement Account. Funds also provide for direct vendor support of the PEI delivery to the Fleet Marine Force.

Justification

Justification — Spares and Repair Parts

FY 2026 Base Appropriation Request: Amphibious Combat Vehicle Family of Vehicles (ACV FOV) BLI 2025: $21.436M will provide for initial spares for communication suites, outer CV boots, electric starters, inner CV boots, shock absorbers, strut assemblies, wheel end half shafts, limit switches, pressure sensors, half-shaft gaskets, and CTIS manifolds. Initial spares for ACV FOV are procured commensurate with the end items they support based on lead time for procurement. The increase of $0.290M in initial spares of between FY 2025 and FY 2026 is due to normal inflation. AN/TPS-80 Ground Air Task Oriented Radar (G/ATOR) BLI 4655: $19.392M will produce spares necessary to support fifty-four (54) G/ATOR systems via the decentralized distribution of initial spares from LOGCOM to the Repair Inventory Points at each Marine Expeditionary Force. A spares funding increase of $11.789M from FY 2025 to FY 2026 is necessary to ensure adequate sparing to support delivery of nine (9) additional Expeditionary Airfield Surveillance Radar (EASR) systems so that the Fleet Marine Forces will have the necessary repair parts to operate and maintain all fielded G/ATOR Radar Systems and thus avoid placing the program at significant risk of not meeting its important Key Performance Parameter (KPP) 8 of Sustainment.
