Description
Description — Family of Cold Weather All-Terrain Vehicle (CATV)
The Cold-weather All-Terrain Vehicle (CATV) is a tracked vehicle that provides transportation for up to a 10-Soldier element, emergency medical evacuation, command and control capability, and general cargo transportation on- and off-road in an Arctic environment under a wide range of otherwise impassable terrain, to include frozen ice, and extreme cold weather conditions to support year-round training as well as to conduct Homeland Defense (HD), Homeland Security (HS), and Defense Support of Civil Authorities (DSCA) missions. The CATV has two carrier variants: General Purpose and Cargo. The General Purpose carrier variant is capable of providing transport for up to 9 Soldiers, plus the driver within a cab/enclosure (10 Soldiers total) with equipment and supplies to sustain three days of combat operations. The General Purpose variant is configurable to a Casualty Evacuation (CASEVAC) variant capable of transporting medical equipment, two caregivers, and two litter patients or four ambulatory patients. The General Purpose variant is also configurable to a Command and Control (C2) variant providing the space and power to host standard Joint Communications and Common Operating Picture (COP) platforms. The C2 and COP equipment can be used enroute or with minimal setup upon halt by the passengers. The Cargo variant can carry outsized equipment and cargo. The Cargo variant allows for loading cargo with a forklift from either side and has a cab/enclosure for two Soldiers in addition to the driver and vehicle commander. The Army Acquisition Objective (AAO) is 487.

Justification — Family of Cold Weather All-Terrain Vehicle (CATV)
The FY 2026 Base Cold Weather All-Terrain Vehicle (CATV) procurement dollars in the amount of $38.001 million supports the procurement of 19 each CATV, Contractor Logistic Support (CLS) and Provisioning. In accordance with Section 1815 of the FY 2008 National Defense Authorization Act (P.L. 110-181), this item is necessary for use by the active and reserve components of the Armed Forces for homeland defense missions, domestic emergency responses, and providing military support to civil authorities.
