Description
Description — Air Traffic Control
The Tactical Airspace Integration System (TAIS) is the Army's program of record for Airspace Control (AC) and enroute Air Traffic Services (ATS). TAIS provides airspace management, planning, and dynamic execution capabilities at all echelons above Brigade, and enroute flight following air traffic services. TAIS is the only Army system with direct interface to the U.S. Air Force Air Operations Center (AOC) Weapon System for submission of the Army's requests for airspace from the Battlefield Coordination Detachment (BCD). Airspace Coordinating Measure Requests (ACMREQs) received from other mission command systems are passed to TAIS for approval or higher coordination. TAIS software supports Army commanders, airspace users, airspace managers, Army air traffic controllers, Joint Organizations, and Unified Action Partners (UAP) by providing digitized, multi-echelon planning and execution of airspace management and ATS. TAIS provides AC planning and enhanced AC execution; improved theater, intra-, and inter-Corps/Division ATS support; effective battlespace synchronization; and direct links to the Theater Air Ground System (TAGS) through interface with the automated airspace planning and communications systems of the Joint Force Air Component Commander (JFACC). Currently, funding has been transitioned to Force Development - Communications (FDC) portfolio for management and execution. It is assumed that FDC will potentially fund the program on a TBD FDC funding line once Office of Coordinating Responsibility (OCR) roles have been defined and endorsed by Assistant Secretary of the Army (Acquisition, Logistics and Technology (ASA ALT)). Funds in the Air Traffic Control (ATC) line support the acquisition of modernized Fixed-Base ATC systems that provide real time airspace management and control that will ensure safety of aircraft operations. These ATC systems are required to maintain compliance with civil, military, domestic, and international air traffic control and combat identification requirements in accordance with federal mandates for systems operating within and transitioning through the National Airspace (NAS) System. Efforts include the Fixed Base systems, of which are the DoD Advanced Automation System (DAAS), the Digital Airport Surveillance Radar (DASR), and other navigational control aids that include the Army Airfield Automation System (AAAS), Interim Voice Switch Replacement (IVSR), Doppler VHF Omnidirectional Range (DVOR) system, NAS Voice Recorder (NVR), Precision Approach Radar (PAR2020), and the Instrument Landing System (ILS) Program. Systems in the ATC portfolio ensure the Army has sufficient access to the airspace and equipment necessary to meet worldwide operational, training, exercise, test, and evaluation requirements for peacetime, contingency, and wartime operations as well as, support of international civil and military cooperation in the effective and efficient management of the NAS. Fixed Base ATC requirements will be met through the application of new technology solutions and Pre-Planned Product Improvement (P3I) of these systems resulting in highly reliable and safe ATC systems in accordance with the Joint DoD/Federal Aviation Administration (FAA) program to modernize the NAS and the FAA Next Gen program. These airspace management systems align the Army in the comprehensive and cohesive effort to provide aviation security and defense of the US NAS in support of National Security Presidential Directive-47/ Homeland Security Presidential Directive-16 and the Strategy for Aviation Security, as described in Department of Defense Directive (DODD) 5030.19.
Justification
Justification — Air Traffic Control
FY 2026 Base Procurement dollars in the amount of $1.225 million funds TAIS software production and deployment. FY 2026 Base procurement dollars in the amount of $2.162 million procures 1 DAAS Pre-Planned Product Improvement (P3I) upgrade. DAAS systems display surveillance radar feeds provided by Department of Defense (DoD) and Federal Aviation Administration (FAA) radars enabling increased data and communications throughput necessary to manage airspace. FY 2026 Base procurement dollars in the amount of $11.068 million procures 5 DASR Pre-Planned Product Improvement (P3I) upgrades. DASR systems provide integrated radar coverage, improved secondary detection capabilities, 6-level weather display, improved filtering, and false target reduction with full compatibility to the DAAS system. FY 2026 Base procurement dollars in the amount of $5.470 million provides for AAAS upgrades and Information Assurance and Vulnerability Assessment. AAAS systems consolidate weather data processing, emergency operational checklist, navigational charts, quick reference files, operator position, maintains ATC facility statistical data, and consolidates airfield monitoring, control and information management functions in an ATC facility on to a single display. FY 2026 Base procurement dollars in the amount of $1.295 million procures the remaining 11 NVR systems and the associated site preparation and installation. The NVR system provides reliable, Voice Over Internet Protocol (VOIP) compatible, Air-to-Ground and Ground-to-Ground voice recording for use in accident /incident investigations, training, search and rescue operations, and Freedom of Information Act (FOIA) request responses. FY 2026 Base procurement dollars in the amount of $2.993 million procures 1 ILS system but does not include site preparation and installation of the system, replacing the Fixed Base Precision Approach Radar (FBPAR). ILS provides the Army with an all-weather, ground-based precision approach capability for ILS equipped aircraft with a path perfectly aligned with the runway centerline. The ILS provides both lateral and vertical precision guidance. The ATC portfolio of products ensures the Army meets DODD 5030.19 requirements as well as FAA and host nation airspace compliance agreements preventing loss of Army controlled airspace affecting airfields, heliports, and restricted areas impacting training and readiness. These systems prevent degradation of operations and safety of flight for both military and civil air traffic. FY 2025 to FY 2026 funding decrease due to Army reprioritization of funding. In accordance with section 1815 of the FY 2008 National Defense Authorization Act (P.L. 110 - 181), this item is necessary for use by the active and reserve components of the Armed Forces for homeland defense missions, domestic emergency responses, and providing military support to civil authorities.
