Description
Description — CH-47 Helicopter
The CH-47F Chinook, the Army's only heavy lift helicopter, is critical to achieving the heavy lift capability in support of Transformation in Contact (TiC) and Continuous Transformation objectives. The CH-47F provides additional capability to field with increased payload, extended reach, improved sustainability, and an increased maximum gross weight to 54,000 pounds. The CH-47F is a critical component of the Aviation Campaign objective of Modernization, Equipping, and Sustaining the Army aviation portfolio. The Chinook fleet has multiple missions: transporting troops (air assault); supply and resupply weapons and equipment; casualty evacuation (CASEVAC) and performing other cargo operations. The Chinook operates in support roles throughout the theater in combat. Secondary missions include aircraft recovery, parachute drops, disaster relief, and search and rescue. The CH-47F is vital to our nation's Overseas Contingency Operations and Homeland Security needs. The Army fields these aircraft to heavy lift companies within Combat Aviation Brigades and Special Operations Aviation units. The Army currently expects the CH-47F and MH-47G aircraft to remain the Army's lone heavy lift helicopter for the next several decades. The H-47 Digital Cockpit Support & Sustainment (DCSS) funding maintains aircraft readiness by procuring necessary hardware, software and services to address aircraft obsolescence, needed technology insertions and improvements, integration of common equipment provider solutions including, Assured Positioning Navigation Timing (APNT), crypto modernization, enhanced and integrated Aircraft Survivability Equipment (ASE), "Approach to X" (the term for an autopilot function that allows the helicopter to land at an X on a map designated by the pilot) capability growth toward autonomy, and cyber security. The DCSS funding focuses on critical capabilities and operational readiness across all COMPOs. The funding ensures the safety, operation, and relevancy of the aircraft, crew and mission in all combat operational environments. The funds support enduring Obsolescence and Software Engineering tasks defined and approved during the Operations and Sustainment Review in Fiscal Year (FY) 2021. The first year of DCSS funding was in FY2023, with a ramp up to minimally support and sustain the H-47 digital cockpit. The CH-47F Block II program is inserting critical and affordable technologies into the Chinook fleet to maintain platform operational capabilities, while continuing to meet the Warfighter requirements. Key improvements to the aircraft's safety and reliability include: refinements to the rotor, fuel and electrical systems and a strengthened airframe providing commonality with the MH-47G. The Chinook Block II program updates the Common Avionics Architecture System (CAAS) and Digital Advanced Flight Control System (DAFCS) software packages of the aircraft and incorporates other avionics changes introduced into the final CH-47F production lots. The program includes provisions for anticipated future upgrades, weight savings and cost savings that provide significantly increased capability to the field. These initiatives ensure the Army has a platform with the flexibility and performance needed to meet the needs of TiC operations. The 11 September 2015 Program Delegation Acquisition Decision Memorandum (ADM) designated the CH-47F Block II as an Acquisition Category (ACAT) 1C program with the Milestone Decision Authority (MDA) delegated to the Army Acquisition Executive (AAE). H-47 Block II Renew and New Build programs rebuild or replace 69 MH-47G Special Operations Aircraft and 432 CH-47F aircraft to the Block II configuration. PM Cargo procurement funding lines provided are for the Army common component portion for the MH-47G. Modernization Product Office, in conjunction with Technology Applications Program Office (TAPO), is replacing the aging fleet of MH-47G aircraft that has airframe components dating back more than 45 years. The MH-47G program, while complementary to the CH-47F Block II program, is separately managed by the TAPO Army Special Operations Aviation Command (ARSOAC) program with a stand-alone Acquisition Strategy. The current Army Acquisition Objective (AAO) is 501 aircraft (432 CH-47F/69 MH-47G).
Justification
Justification — CH-47 Helicopter
FY 2026 Base procurement dollars total $680.219 million FY 2026 Procurement dollars in the amount of $618.798 million supports the Army H-47 program to include the Army common material for MH-47G Block II, Renew CH-47F Block II, and H-47F Block I fleet Digital Cockpit Support & Sustainment (DCSS). FY 2026 Procurement dollars in the amount of $171.264 million supports the Army common material for five (5) MH-47G and $19.421 million FY 2026 Advanced Procurement in support of FY27 aircraft. FY 2026 Procurement dollars in the amount of $415.439 million supports for six (6) Renew CH-47F Block II and $42.000 million FY 2026 Advanced Procurement in support of FY27 aircraft. FY 2026 Procurement dollars in the amounts of $32.095 million supports the H-47F fleet Digital Cockpit Support & Sustainment. The FY 2026 request was reduced by $8.268 million for Advisory and Assistance Services to promote efficiencies and advance the policies of the Administration in alignment with Executive Order 14222, "Implementing the President's Department of Government Efficiency Cost Efficiency Initiative." In accordance with section 1815 of the FY 2008 National Defense Authorization Act (P.L. 110 - 181), this item is necessary for use by the active and reserve components of the Armed Forces for homeland defense missions, domestic emergency responses, and providing military support to civil authorities.
