Description
Description — PRECISION ARTILLERY MUNITIONS
The Precision Artillery Munitions funding lines support programs of interest aligned to the Army's Cannon Transformation Strategy. This budget line includes the Excalibur and Cannon-Delivered Area Effects Munitions (C-DAEM) Armor munitions. (F90111) Excalibur is a Precision Guided Extended Range 155mm Artillery projectile providing Brigade Combat Teams an organic precision fires capability. Excalibur is currently fielded and in use. Excalibur is an International Cooperative Development program, teamed with the Kingdom of Sweden (KoS), which contributed resources towards the development in accordance with an established Project Agreement. Excalibur provides improved fire support capability due to its increased range of 40.5 kilometers from the current 39 caliber systems (M777A2 Lightweight 155mm Howitzer (LW155), the M109A6 Paladin Howitzer, the M109A7 Paladin Integrated Management Howitzer and the Swedish Archer Howitzer) and demonstrated 70 kilometers from the 58-caliber XM1299 Extended Range Cannon Artillery (ERCA) Self Propelled Howitzer (SPH). The projectile has a demonstrated accuracy of less than 2 meters radial miss distances, which enables a first-round effect on target reducing the number of rounds required while reducing collateral damage. Excalibur Shaped Trajectory configuration enables user defined angle of attack and angle of fall to maximize effect on target. Excalibur is resistant to Global Positioning System (GPS) jamming. Due to its mature compartmented design configuration, Excalibur has significant upgrade potential and provides growth opportunities to support the Army's Cannon Transformation Strategy range and lethality requirements. This item is Code A, approved for service use. (F90112) Cannon-Delivered Area Effects Munitions (C-DAEM) Armor is one of two 155mm projectiles identified to replace the current Department of Defense (DoD) unexploded ordnance (UXO) policy non-compliant stockpile of 155mm Dual Purpose Improved Conventional Munition (DPICM) projectiles. It is a 155mm cannon munition designed to address the cannon artillery area targets, from light to heavy armor, whether precisely or imprecisely located, moving or moved. C-DAEM Armor will provide U.S. ground forces with a capability to effectively engage, destroy, neutralize, and/or suppress threat formations. The projectile provides a hit-to-kill capability, enabling it to effectively engage area and point armored/mechanized targets at extended ranges. The projectile also includes a seeker, shape charged warhead, and Military Code (M-Code) GPS to provide an anti-armor capability out to 70km and beyond while maintaining compatibility with the existing inventory of 155mm platforms. This program has a long-term strategy for integrating increased capability, such as a datalink for round-to-round communications and inflight targeting updates and increased range. This item is Code B, not approved for service use.
Justification
Justification — PRECISION ARTILLERY MUNITIONS
The FY 2026 Base Budget supports critical Army Title 10 war reserve/operational, training, and test requirements in accordance with Department of Defense Instruction 3000.04 (Munitions Requirements Process) and Army Regulation 5-13 (Total Army Munitions Requirements Process and Prioritization System). War reserve requirements support Office of the Secretary of Defense (OSD) approved Combatant Commander Operational Plans, Homeland Defense, and other OSD-directed missions. Training requirements support individual and collective training of Active and Reserve Component forces at Army schools, home station, and the combined training centers. Test requirements support the development, fielding, safety, and quality assurance of Army munitions and equipment throughout their life cycle. In accordance with Section 1815 of the FY 2008 National Defense Authorization Act (P.L. 110-181), this item is necessary for use by the active and reserve components of the Armed Forces for homeland defense missions, domestic emergency responses, and providing military support to civil authorities. FY 2026 Total Base dollars in the amount of $28.995 million supports the procurement of 69 Excalibur Ib projectiles. (F90111) Projectile 155mm Extended Range M982 Excalibur This is a critical munition and war reserve item used in combat. The FY 2026 request builds a war reserve inventory in accordance with Army's procurement goals. FY 2026 Base Procurement dollars in the amount of $28.995 million supports the procurement of 69 Excalibur Ib projectiles.
