Description — HIMARS Modifications
The M142 High Mobility Artillery Rocket System (M142 HIMARS) launcher is a full spectrum, combat-proven, all-weather, 24/7 lethal and responsive, precision strike weapon system. M142 HIMARS launchers support the Army's Long Range Precision Fires modernization effort. M142 HIMARS provides critical missile precision strike, operational shaping fires, counterfire, and close support destructive and suppressive fires. M142 HIMARS is a C-130 or C-17 transportable, wheeled, indirect fire, rocket/missile launcher capable of firing one pod of precision rockets/missiles from the current Multiple Launch Rocket System (MLRS) Family of Munitions (MFOM), including the Guided MLRS (GMLRS) and the Army Tactical Missile System (ATACMS), and future MFOM to include the Extended Range GMLRS (ER-GMLRS), and the Precision Strike Missile (PrSM). M142 HIMARS launchers support Integrated Fires and Multi-Domain Operations. HIMARS is part of the Army Transformation Initiative. MOD 1 (M142 Mods). Modifications to address safety, operational-related, chassis, fire control system, and Command, Control, Communications, Computer, and Intelligence (C4I) obsolescence issues within the M142 HIMARS fleet. MOD 1 also incorporates updates to the Interactive Electronic Technical Manuals for Soldiers to perform operator maintenance and troubleshooting on the HIMARS Launcher. Additionally, procures system-specific training devices required to support the M142 HIMARS Vehicle and Maintainer training courses. Systems engineering efforts will address obsolescence issues and apply necessary modifications to the major M142 HIMARS components of the Carrier, launcher loader module, and fire control system. Common Fire Control System (CFCS) obsolescence mitigation replaces obsolete components as well as modernizes the board layout from the antiquated through-hole design to surface mount technology. This allows for continued production of CFCS. MOD 2 (CFCS). Modifications to procure the Common Fire Control System (CFCS) retrofit kits and the Common Fire Control System (CFCS) Launcher Adapter Group (LAG) kit to equip the M142 HIMARS Launcher fleet. The CFCS LAG kit replaces the obsolete Universal Fire Control System (UFCS) that cannot be procured as designed. CFCS will provide the capability to launch all current and future MFOM and provide an updated and more intuitive user interface that will be common to both M142 HIMARS and MLRS launchers. Pure-fleeting of M142 HIMARS with CFCS will reduce training costs and operations and maintenance costs. The fielding of CFCS on the M142 HIMARS Launcher fleet mitigates obsolescence issues. MOD 2 (CFCS) funding began in FY2024. MOD 3 (APNT). (Assured Position, Navigation and Timing (APNT) Mods). This APNT update provides Anti-Jam (AJ) capability to UFCS-equipped launchers and CFCS-equipped launchers. The UFCS-equipped M142 HIMARS launchers will integrate the Digital Anti-Jam Receiver (DIGAR), which provides Anti-Jam capability. CFCS-equipped M142 HIMARS launchers will implement the anti-jam antenna (DIGAR) in FY2026 and upgrade the NAVSTRIKE to the NAVSTRIKE-M Global Positioning System (GPS) receiver in FY2027, providing M-Code capability. A production decision is scheduled to occur in FY2026 for CFCS-equipped M142 HIMARS with M-Code and DIGAR .
Justification
Justification — HIMARS Modifications
FY2026 Base procurement dollars in the amount of $54.005 million support obsolescence mitigation and other design modifications of the M142 High Mobility Artillery Rocket System (M142 HIMARS) fleet (MOD 1), CFCS Mods (MOD 2), and APNT mods (MOD 3). MOD 1. FY2026 HIMARS Modifications funding will include efforts such as: Interactive Electronic Technical Manuals (IETM) updates, Diagnostic Trainer and M142 HIMARS Mock-up Trainer updates, system engineering modifications to the major M142 HIMARS components, and Common Fire Control System (CFCS) obsolescence mitigation. MOD 2. FY2026 continues the funding for MOD 2 (CFCS). Procures 45 CFCS retrofit kits and 18 CFCS Launcher Adapter Group (LAG) kits, to modernize the M142 HIMARS launcher fire control system to provide the capability to launch all current and future munitions and enable obsolescence mitigation. The LAGs are fielded at a three-to-one ratio of launchers-to-LAGs. To provide budget transparency, MOD 2 captures CFCS LAG kit purchases as a distinctive cost element under MOD 2 versus obsolescence mitigation measures associated with MOD 1. MOD 3. FY2026 continues the MOD 3 (APNT update). Procures 53 DIGAR kits to protect fielded UFCS-equipped M142 HIMARS launchers from GPS jamming and procures 18 APNT Launcher Adapter Group (LAG) kits. These APNT LAG kits are an additional LAG component specific to UFCS DIGARS equipped launchers and fielded at a three-to-one ratio of launchers-to-LAGs. These LAG kits enable troubleshooting of DIGARS equipped UFCS M142 HIMARS. The modernized hardware (DIGAR) improves system robustness against the Global Positioning System jamming threat. Procurement of NavStrike-M facilitates compliance with statutory requirements. This procurement was originally planned for FY2024-2025, however, did not occur due to ongoing development to improve capabilities. Future plans to procure NavStrike-M kits. HIMARS MODS Funding increase ($4.424 million) from FY2025 to FY2026 procures one additional CFCS, and 18 additional DIGARS. In accordance with Section 1815 of the FY 2008 National Defense Authorization Act (P.L. 110-181), this item is necessary for use by the active and reserve components of the Armed Forces for homeland defense missions, domestic emergency responses, and providing military support to civil authorities.
