Description — MLRS Mods
The M270A2 Multiple Launch Rocket System (MLRS) launcher is a full-spectrum, combat-proven, all-weather, 24/7 lethal and responsive, precision strike weapon system. MLRS launchers support the Army's Long Range Precision Fires modernization effort. MLRS provides critical missile precision strike, operational shaping fires, counterfire, and close support destructive and suppressive fires. MLRS is a tracked, indirect fire, rocket/missile launcher capable of firing two pods of precision rockets/missiles from the current Multiple Launch Rocket System (MLRS) Family of Munitions (MFOM) including the Guided Multiple Launch Rocket System (GMLRS) and the Army Tactical Missile System (ATACMS), the Precision Strike Missile (PrSM), and future MFOM to include the Extended Range GMLRS (ER-GMLRS). MLRS launchers support Integrated Fires and Multi-Domain Operations. MLRS is part of the Army Transformation Initiative. In FY2017, the Army directed the program office to modernize 160 obsolete, unserviceable MLRS M270A0s into M270A2s in an effort called MLRS Fleet Expansion. In addition to MLRS Fleet Expansion, the Army decided to extend the operational life of the existing M270A1 fleet to FY2050 or beyond, which drives the requirement to upgrade 184 of the current fleet of M270A1 launchers to the M270A2 configuration. The end state is 344 MLRS launchers with Improved Armored Cabs (IAC), Bradley commonality improvements (Bradley Engineering Change Proposals (ECPs) 1, 2, and 3), and Common Fire Control System (CFCS). Upon integration of the IAC Modification Kit on a M270A1, the launcher permanently becomes an M270A2. MOD 2 (MLRS Fleet Upgrade). The MLRS selective upgrade effort inducts M270A1s launchers into the modification line at Red River Army Depot, Texas and upgrades them to M270A2s by adding the IAC Cab (Mod3); also procures the Common Fire Control System (CFCS) Launcher Adapter Group (LAG) kit. MOD 3 (Improved Armored Cab). The Improved Armored Cab (IAC) Modification Kit provides crew survivability against Improvised Explosive Devices (IEDs) and small arms fire greater than or equal to the M142 High Mobility Artillery Rocket System (M142 HIMARS) Increased Crew Protection Cab (ICP). Additionally, IAC standardizes crew drill requirements between M142 HIMARS and MLRS operators. Upon integration of the IAC Modification Kit on a M270A1, the launcher permanently becomes a M270A2. Red River Army Depot performs the integration of the IAC under a Public Private Partnership as part of the MLRS Fleet Upgrade (MOD 2) efforts. MOD 4 (MLRS MODS). MOD 4 began funding in FY2025 to provide budget transparency to the recurring obsolescence mitigation activities not related to MOD 2. It realigned three cost elements (Bradley obsolescence, fire control system obsolescence, and Government Test) characterized as non-recurring in MOD 2 to recurring in MOD 4 and added three cost elements. The Bradley chassis obsolescence mitigation cost element maintains commonality with the Bradley carrier. Fire control system cost element addresses parts obsolescence for continued production. This element includes CFCS obsolescence program referred to as Block III. Government testing verifies items such as production quality, APNT functionality, and chassis modification effectiveness. The other three cost elements are Logistics-related mods, Product Integration Support, and Software Integration Support. Logistics-related mods support critical logistics functions to update Interactive Electronic Technical Manuals, procure system-specific training devices required to support the MLRS Vehicle and Maintainer training, and support maintaining and preparation of launchers for fielding, overhaul, reset and test activities. Product integration support includes launcher stakeholder support such as Aviation and Missile Command safety support, Tank-Automotive and Armaments Command support, and field service representative support at Red River Army Depot for engines and transmissions. Software integration support includes engineering activities to sustain software to ensure it remains viable and updates training documentation The Army Acquisition Objective (AAO) is 347 MLRS launchers.
Justification
Justification — MLRS Mods
FY2026 procurement dollars in the amount of $243.470 million provides modifications which result in 23 M270A2 MLRS launchers. MOD 2. Upgrades 23 M270A1 launchers to M270A2. The MLRS Fleet Upgrade effort continues by upgrading the current fleet of M270A1 launchers to M270A2 launchers addressing Bradley commonality, fire control system (FCS) hardware obsolescence, CFCS Launcher Adapter Group (LAG) kits, and application of Improved Armored Cabs MOD Kits (MOD 3). Beginning in FY2025, adjustments were made to Fielding cost element to highlight the purchase of fielding spares to support future fieldings. All other fielding costs are labeled in the logistics-related Mods line of MOD 4. To provide budget transparency, MOD 2 captures CFCS LAG kit purchases as a distinctive cost element under MOD 2 versus obsolescence mitigation measures associated with MOD 4. MOD 3. Procures 23 Improved Armored Cabs (IACs) supporting ongoing M270A2 launcher production, production line replenishment, and initial spares for provisioning. The IAC improves survivability of the crew. Application of MOD 2 and MOD 3 to an M270A1 results in a M270A2 Launcher. MOD 4. MLRS MODS funding includes, but is not limited to, the following: updating the Bradley carrier drawing packages and Technical Data Packages through the prime contractor and the government product office; updating the Interactive Electronic Technical Manuals for Soldiers to perform operator maintenance. Systems engineering efforts will address obsolescence issues and apply necessary modifications to the major MLRS components of the Carrier. Common Fire Control System (CFCS) obsolescence mitigation replaces obsolete components as well as modernizes the board layout from the antiquated through-hole design to surface mount technology. This enables continued production of CFCS at a greater capacity and lower cost. Product Integration supports launchers that are transitioning from production and/or overhaul back to units, reset activities and maintaining launchers in the test fleet to support critical test activities. Software integration supports modifications to the MLRS launcher to meet the current and evolving threat. FY2026 MLRS Mods funding increase of $57.631 million procures eight M270A2 launchers (MOD 2), initial spares, equipment for fielding, and initial spares for IAC (MOD 3). The Army intends to convert any price advantage created through contract negotiations, other service procurement, and international cooperative partnerships to continue the MLRS Fleet Upgrade (MOD 2) of MLRS launchers from M270A1 configuration to M270A2 configuration, and/or address obsolescence, modernization, cost reduction, and production initiatives. The Army will continue to incorporate modifications with the MLRS launcher to keep pace with the current and evolving threat. In accordance with Section 1815 of the FY 2008 National Defense Authorization Act (P.L. 110-181), this item is necessary for use by the active and reserve components of the Armed Forces for homeland defense missions, domestic emergency responses, and providing military support to civil authorities.
