Description

Description — Amphibious Support Equipment

Amphibious Support Equipment supports multiple capabilities, enhancements, life cycle replacements, and personnel equipment shortfalls when required, and as needed by reconnaissance units throughout operating forces for airborne and parachuting programs, and the amphibious surface and subsurface reconnaissance capability programs. Airborne Reconnaissance Equipment (ARE) includes individual parachuting equipment to be deployed by Marine Forces Special Operations Command (MARSOC) and the Marine Air Ground Task Force (MAGTF) Reconnaissance operations in support of Force Design. Systems include but are not limited to the next generation of Parachute Oxygen System (POS-1), Augmented Parachute System (APS-1) for increased operational flexibility, and Advanced Low Level Parachute System (ALLPS) to increase aircraft and personnel survivability. Aerial Delivery (AD) Family of Systems provides capability for increased aircraft survivability, ground accuracy, and standoff delivery for airdrop missions. AD consist of the Joint Precision Airdrop System (JPADS) and the Cargo Parachutes Family of Systems. JPADS is a GPS-guided airdrop system that significantly enhances the Marine Corps aerial resupply capability. It delivers supplies with high accuracy from altitudes up to 24,500 feet, reducing exposure to ground threats. Adaptable to various payload sizes, JPADS also supports the Expeditionary Advanced Base Operations (EABO) concept, enabling rapid establishment and resupply of bases in contested areas. Cargo Parachutes includes the Extracted Container Delivery System (ExCDS), G-16 Parachute, and the G-15 Parachute. The ExCDS provides low-level high-speed air drop capability. The G-16 is a low velocity cargo parachute capable of delivering loads with a weight range of 2,500-42,000 pounds. The G-15 is a low velocity cargo parachute capable of delivering loads with a weight range of 401-2,200 pounds. Amphibious Reconnaissance Capability (ARC) is an overarching Family of Systems which sustains, enhances, and supports capabilities of current and future combatant diving systems, and small craft when required by the fleet. ARC includes: Enhanced - Combat Rubber Reconnaissance Craft (E-CRRC), ECRRC Outboard Engine (OE), Open Water Safety Craft/Assault Amphibious Safety Boat (AASB), Sub-Surface Hydrographic Amphibious Reconnaissance Craft, Underwater Breathing Apparatus, Combatant Diver Full Face Mask, Combatant Diver Vest, Expeditionary Hyperbaric Chamber System, Transportable Recompression Chamber System, Combat Diver Dry Suit, Maritime Operations Suit, Portable Compressor Diesel Driven, Rapid Deployable Oxygen Transfer Pump System, Enhanced Diver Propulsion Device, Marine Individual Assault Kit, Marine Assault Breacher's Kit, and Full Spectrum Battle Equipment.

Justification — Amphibious Support Equipment

FY 2026 Base Appropriation Request: $9.049M (Active - $8.818M, Reserves - $0.231M) Airborne and Recon Equipment (ARE): $2.924M (Active - $2.693M, Reserves - $0.231M) - Funding procures Augmented Parachute System-1 (APS-1), which is a powered paraglider, allowing air mobility to the team level inside a reconnaissance platoon. Each APS-1 will transport one Marine and combat equipment. There is no significant change from FY 2025 to FY2026. Aerial Delivery Family of Systems: $2.076M - Funding procures the ExCDS which includes the G-15 cargo parachute. The increase from FY 2025 to FY 2026 represents the introduction of the dedicated extraction system for Cargo Parachutes. Amphibious Reconnaissance Capability (ARC): $4.049M - Funding procures the E-CRRC Outboard Engine (OE), AASB Field Service Representatives (FSR) and spares. The decrease from FY 2025 to FY 2026 reflects the completion of fielding the E-CRRC AAO.
