Description — Handheld Manpack Small Form Fit (HMS)
This funding supports the Army's Next Generation Command and Control (NGC2) initiative to modernize Command and Control (C2) systems, Transport Layer. The Handheld, Manpack, and Small Form Fit (HMS) radio program is a single Acquisition Category 1C program encompassing handheld radios and manpack radios. Handheld radio variants include the legacy single-channel Rifleman Radio (RR), Single Channel Data Radio (SCDR) in support of Soldier Born Mission Command (SBMC), two-channel Leader Radio (LR), and Sensitive But Unclassified-Encryption (SBU-E). The manpack variants include the legacy Generation 1 Manpack (MP) and the current Generation 2 Manpack. HMS provides voice and data communication to the expeditionary Warfighter with an on-the-move, at-the-halt, and stationary Line of Sight (LOS)/Beyond Line of Sight (BLOS) capability for both dismounted personnel and platforms. HMS radio systems are software reprogrammable, networkable, multi-mode systems capable of simultaneous voice and data communication. HMS radios will support a variety of other platforms, including tactical End User Devices (EUD) voice and data needs. HMS provides tailorable and scalable, software-defined radio systems meeting U.S. Army, Air Force, Navy, Marine Corps, and Special Operations Command communications needs. HMS provides critical components to the NGC2 systems Transport Layer. HMS radios are capable of providing both Classified and Unclassified communications. HMS radios provide the Single Channel Ground and Airborne Radio System (SINCGARS) waveform for Classified and Unclassified communications. HMS radios also provide advanced waveforms (e.g., TrellisWare TSM) that provide SBU-E and Secret and Below (SAB) communications. The SBU-E is a critical component of radio modernization for the Army. Additionally, the MP radio provides the Mobile User Objective System (MUOS) waveform for Tactical Satellite (TACSAT) communications, a top priority for Army network modernization and BLOS communications. HMS procures Non-Developmental Items (NDI) through full and open competition to all potential industry partners. The competitive strategy promotes cost savings and innovation. These continual improvements result in better capabilities for the Warfighter. Two Firm-Fixed-Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contracts were awarded in support of this effort. The first contract was awarded on 29 April 2015 and procures Leader Radios; the second contract was awarded on 26 February 2016 and procures MP Radios. The SCDRs are purchased through an Other Transaction Agreement (OTA). HMS achieved a successful Full Rate Production (FRP) decision, per the August 19, 2021 Acquisition Decision Memorandum signed by the Army Acquisition Executive. This milestone results in the ability to procure radios in sync with the current Army fielding priorities schedules. HMS is able to replace legacy equipment with more efficient, more secure, and better capable radios. Budget Line Item B95004 also includes procurement dollars for the Air to Ground Networking Radio (AGNR). AGNR was funded under Item Number B95007 (Manpack Radio) from FY 2021 through FY 2024. In FY 2025 and out, AGNR funding is captured under Item Number B95017. AGNR is an Engineering Change Proposal (ECP) to specific aviation platforms that addresses SINCGARs obsolescence and cryptomod requirements, which is a modernization Priority for Network C3I. AGNR will replace the legacy ARC-201D to address emerging threats and meet National Security Agency (NSA) and Office of the Secretary of Defense mandated cryptographic modernization requirements. AGNR maintains air-ground interoperability between maneuver ground forces and aviation forces, enables Combat Aviation Brigades (CAB), Theater Aviation Brigades (TAB), and Special Operations Aviation Regiments. AGNR provides Commanders enhanced Situational Awareness and Mission Command that provides a more responsive means of directing aircraft to match changing maneuver forces. Total Army Requirement AAO/APO: 7,378 including spares/test assets. HMS is part of the Army Transformation Initiative.
Justification
Justification — Handheld Manpack Small Form Fit (HMS)
FY 2026 Base procurement dollars (B95004) in the amount of $478.435 million is requested to support the following: FY 2026 Base procurement dollars (B95006) in the amount of $231.069 million support the procurement of: 2,689 Single-Channel Data Radios (SCDR), 700 Leader Radios, 3,365 Sensitive But Unclassified-Encryption (SBU-E), Spares, Non-Recurring Engineering (NRE) in support of platform integration, System Engineering and Program Management (SEPM), support equipment, and fielding. This funding allows PdM HMS to procure two BCT-equivalents of Handheld Radios in support of Army Fielding Strategies and directly supports the NGC2 systems Transport Layer. SCDR procurements align with PM Soldier's Soldier Born Mission Command (SBMC) strategy. FY 2026 Base procurement dollars (B95007) in the amount of $187.937 million support the procurement of: 1,164 Manpack Radios, NRE, SEPM, support equipment, and fielding support. This funding allows PdM HMS to procure one BCT-equivalent of Manpack Radios in support of Army Fielding Strategies. FY 2026 Base procurement dollars (B95017) in the amount of $59.429 million funds AGNR B-Kit procurements, UH-60M, CH-47F and AH-64E integration modification work orders (MWO), Aviation Radio Control Manager (ARCM) software updates, cybersecurity support, initial spares, component/system/platform level testing, and program management office support. Aligned to Army fielding strategies for multi-channel, software-defined, NSA high assurance networking radios to maintain air-ground interoperability between maneuver ground forces and Aviation. AGNR was funded under Item Number B95007 (Manpack Radio) from FY 2021 through FY 2024. Starting in FY 2025, AGNR funding was realigned under Item Number B95017 to clearly separate aviation and ground radio requirements. The increase in operational requirements in FY 2026 reduces funding allocation available for production and results in increased average unit costs. - Army directed acceleration of tactical satellite modernization fielding requires higher funding allocation to fielding support activities. - Army directed acceleration of fielding to Armored and Stryker formations: non-recurring engineering design and production of heavy platform installation kits; increased quantities of mounted configurations, which have higher unit costs than the primarily dismounted configurations. - Organic depot sustainment standup: intellectual property and equipment purchases to support transition of HMS radios from Original Equipment Manufacturer to Army depot sustainment.
