Description
Description — Aircrew Integrated Systems
Aircrew Integrated Systems funds Air Soldier System (Air SS) Aviation Life Support Equipment efforts. The Air Soldier system provides Army rotary wing aircrews with protective mission and survival equipment. Air SS consists of clothing, individual equipment, and mission electronics integrated with the aircraft, enabling the aircrew member to successfully perform their missions while protecting, sustaining, and facilitating the safe return to friendly forces in the event of a downed aircraft scenario, all while providing a lethal aviation capability. Air SS is the phased replacement of the legacy Air Warrior (AW) system that addresses capability gaps while equipping Army aircrews with protective, survival, and personal mission equipment, including modernized mission electronics tools that improve aircrew Situational Awareness (SA) and reduced Soldier load through reductions in bulk and weight of mission and survival gear. These efforts support targeted modernization of the enduring Aviation fleet. Recent and future efforts are shifting from program- or platform-specific hardware and software solutions to common, integrated air and ground solutions that align with Network, Soldier Lethality, and Future Vertical Lift (FVL) modernization priorities.
Justification
Justification — Aircrew Integrated Systems
FY 2026 Base procurement dollars in the amount of $10.489 million support Air SS requirements and continued production and fielding of Air SS capabilities to provide safety, sustainability, lethality, operations, and mission planning. Air SS provides improved flight helmets; Nett Warrior-Aviation (NW-A) to replace paper DoD Flight Information Publications and aircraft publications and provide modernized Situational Awareness (SA) and enables air/ground convergence; improved personal survival equipment; Heads-up Display (HUD) which provides a wider field of view providing enhanced flight symbology for day/night operations on rotary wing aircraft; and the Aircrew Combat Equipment (ACE) provides integrated and ergonomic next-generation flight survival vest and reductions in Soldier-worn bulk and weight. These capabilities reduce Soldier load and enhance SA, Safety, Survivability, and lethality. Funds also procure Air Soldier platform-mounted components necessary for airframe interface with the Air Soldier and installation of airframe integration kits. Overseas Operations Costs funds this requirement in the amount of $4.497 million for the FY 2026 Budget Estimate. Overseas Operations Costs are those financed with funds from former Overseas Contingency Operations. These funds support the procurement of NW-A, Rotary Wing Helmet (RWH), and ACE (including soft body armor inserts) capability utilized in support of organizations conducting ongoing contingency operations. FY2025 to FY2026 procurement cost increase are due to the award of a competitive prime vendor contract. Prices and exercising option periods are based on actual cost. The FY 2026 request was reduced by $0.127 million for Advisory and Assistance Services to promote efficiencies and advance the policies of the Administration in alignment with Executive Order 14222, "Implementing the President's Department of Government Efficiency Cost Efficiency Initiative."
