Description — High Mobility Artillery Rocket System (HIMARS)
The M142 High Mobility Artillery Rocket System (M142 HIMARS) launcher is a full spectrum, combat proven, all weather, 24/7 lethal and responsive, precision strike weapon system. M142 HIMARS launchers support the Army's Long Range Precision Fires modernization effort. M142 HIMARS provides critical missile precision strike, operational shaping fires, counterfire, and close support destructive and suppressive fires. M142 HIMARS is a C-130 or C-17 transportable, wheeled, indirect fire, rocket/missile launcher capable of firing one pod of precision rockets/missiles from the current Multiple Launch Rocket System (MLRS) Family of Munitions (MFOM), including the Guided MLRS (GMLRS) and the Army Tactical Missile System (ATACMS), and future MFOM to include the Extended Range GMLRS (ER-GMLRS), and the Precision Strike Missile (PrSM). M142 HIMARS launchers support Integrated Fires and Multi-Domain Operations. HIMARS is part of the Army Transformation Initiative. The Army Acquisition Objective (AAO) is 617.
Justification
Justification — High Mobility Artillery Rocket System (HIMARS)
FY2026 Base procurement dollars in the amount of $61.503 million procures six M142 HIMARS launchers and associated equipment. In FY2026, the program office realigned several cost elements to provide budget transparency. Recurring spares costs were previously part of the fielding cost element. CFCS LAG kit procurement is now reflected as a distinctive cost element supporting Peculiar Support Equipment costs. The synergy of foreign military sales and the increased production capacity contributes to a decreased launcher unit cost. The Army intends to convert any price advantage created through contract negotiations, other service procurement, and/or foreign military sales to support additional M142 HIMARS launchers and Fleet Expansion. M142 HIMARS funding decreases $17.884 million from FY2025 and procures four fewer launchers. In accordance with Section 1815 of the FY 2008 National Defense Authorization Act (P.L. 110-181), this item is necessary for use by the active and reserve components of the Armed Forces for homeland defense missions, domestic emergency responses, and providing military support to civil authorities.
