Description — Items less than $5 Million
SPECIAL PURPOSE VEHICLES/EQUIPMENT (BSO 52) This budget line includes procurement of specialized equipment used for repair, rearming, and resupplying operations at both Shore Installations and Advanced Naval Bases that support execution of home station training, Operational Plan (OPLAN) response, and support to Partner Nations. This equipment which is used by the Naval Construction Force, Naval Beach Group, and Naval Special Warfare directly support key Naval operating concepts and plans such as Distributed Maritime Operations (DMO), Expeditionary Advanced Base Operations (EABO), Maritime Logistics Campaign Plans, and INDOPACOM's Posture Initiatives. This equipment provides the Navy Expeditionary Combat Forces mission of supporting contested logistics and connecting shore logistics activities such as reload, resupply, refuel, revive, and repair operations to the afloat Naval force. This equipment additionally supports the execution of Humanitarian Assistance & Disaster Relief (HADR) support to Partner Nations and Defense Support of Civil Authorities (DSCA). Procurement of this equipment supports the establishment of a new Pacific focused Naval Cargo Handling Battalion (NCHB). A capability that provides Vertical Launched System (VLS) reload of surface combatants from multiple locations. Additionally, this procurement supports the addition of six Underwater Construction Dive Detachments and six Port Damage Repair Companies. Both of which are critical components of executing Port Damage Repair in a contested environment or in support of Partner Nations. This equipment empowers the Naval Construction Force, Naval Beach Group, and Naval Special Warfare to execute contested logistics operations, seamlessly connecting shore-based activities (reload, resupply, refuel, revive, and repair) with the afloat naval force. It is also instrumental in providing Humanitarian Assistance & Disaster Relief (HADR) and Defense Support of Civil Authorities (DSCA). Specifically, this procurement supports: -Establishment of a Pacific-focused Naval Cargo Handling Battalion (NCHB): Provides enhanced Vertical Launch System (VLS) reload capability for surface combatants from multiple locations. -Addition of six Underwater Construction Dive Detachments and six Port Damage Repair Companies: Bolsters the Navy's capacity for rapid port damage repair in contested environments and in support of Partner Nations. COMBAT CONSTRUCTION SUPPORT EQUIPMENT The equipment included in this program is used to provide responsive military construction support to forces during military operations, construction of base facilities, and in the conduct of limited defensive operations. These facilities and equipment are vital for maintaining the integrity and sustainability during contingency and wartime operations. Equipment items include containers required for prepacking and securing on-site storage of equipment to expedite mobilization, fuel storage tanks required for on-site storage of fuel, water purification units required for camp water treatment systems, water storage tanks (collapsible fabric) required for water treatment, storage and distribution systems, power distribution panel boards required for camp electrical distribution systems, and tension fabric structures required for expeditionary facilities to provide equipment maintenance and company shops, berthing, laundry, and combat operations centers. This equipment provides essential military construction support for a variety of operations, from base facility construction to limited defensive operations. These assets are vital for maintaining operational integrity and sustainability during contingency and wartime operations. Key procurements include: -Containers: For pre-packing and secure on-site equipment storage, enabling rapid mobilization. -Fuel Storage Tanks: For on-site fuel storage. -Water Purification Units & Collapsible Fabric Water Storage Tanks: For establishing camp water treatment, storage, and distribution systems. -Power Distribution Panel Boards: For camp electrical distribution systems. -Tension Fabric Structures: For establishing expeditionary facilities such as equipment maintenance and company shops, berthing areas, laundry facilities, and combat operations centers. This investment in specialized equipment and combat construction support systems is essential for enhancing the Navy's expeditionary readiness, operational reach, and ability to support a wide range of missions in diverse and challenging environments MOBILE UTILITIES SUPPORT EQUIPMENT (MUSE) Equipment consists of electric power generation plants, electric substations, and electric switch gear. MUSE provides short-term support for utility requirements resulting from equipment failures, changes in planning and programming, temporary replacement of utilities equipment which is out of service, ship support and testing, expeditionary military operations, and utilities outages resulting from natural disaster. Operations supported: submarine testing, ships' repair, retrofit and nuclear refueling, cold iron applications, serious utility system deficiencies, MILCON delay, and advanced base requirements. OCEAN CONSTRUCTION EQUIPMENT Specialized equipment and facilities components used to perform site selection, construction, inspection, maintenance, repair and removal fixed underwater and ocean facilities, and in support of shore-based hyperbaric. Utilization of funds from this program sustains capability to meet requirements for ocean facility site survey, construction, inspection, repair, and removal, resulting in the ability of the fleet to retain its readiness through utilization of its underwater facilities. ------------------ SPECIAL PURPOSE VEHICLES (BSO 41) - This program provides various non-tactical special purpose vehicles, equipment, and trailers of commercial design to support mission critical and mission essential support to our Navy shore commands. Vehicles included in this category but not limited to aircraft refuelers, ammunition handling trucks, overhead maintenance & utility bucket trucks, pole and line trucks, runway & street sweepers, tank trucks, field servicing vehicles, waste collection/cleaner trucks, van/stake bed semi-trailers, low bed semi-trailers, tank trailers, wreckers, low speed electric vehicles, etc. ------------------ SPECIAL PURPOSE VEHICLES (BSO 30) - This program procures Ballistic Engineered Armored Response Attack Trucks (BEARCAT) in the Navy Nuclear Deterrence Mission. These armored vehicles support security forces to deter, delay, and defeat unauthorized shore access to nuclear weapons at Strategic Weapons Facilities. Vehicles are procured to replace existing vehicles used in security patrols and missile movement convoys; replacement is based on meeting or exceeded service life due to age and usage. Maintenance Support Equipment (BSO 60): NECC N46 Equipment Procurement Funding Program for the procurement of specialized equipment used by NECC forces, but unsupported by a designated program office. This funding will provide NECC with procurement funds to support NECC facility modifications/infrastructures not covered under OMN or MILCON funding.

Justification — Items less than $5 Million
Special Purpose Vehicles - Expeditionary/PW (BSO 52): FY26 increase ($1.804M-PW) due to increase support for fielding a fleet of Special Purpose Vehicles for Naval Special Warfare with expeditionary tent camp equipment used to support troops operating and training in the field; prime movers' trucks to tow special operations craft; and large trucks for moving ammunition, weapons and cargo. This logistic support is critical to train SEAL and Special Boat Teams for deployment. In addition, the increase of ($26.082) supports Expeditionary priority mission capabilities Mobile Boat Hoist (MBH) higher priority actions and new phased approach for NCHB-3 E/S and addresses table of allowance procurement wholeness for IOC units of action due to high priority items for Navy Response Plan (NRP). Combat Construction Support Equipment - Expeditionary: FY26 funding continues to support procurement of trailers, expeditionary facilities and fuel/water services. Funds support acquisition of expeditionary basing engineered capabilities to integrate joint standardization board (JSB) approved equipment to ensure interoperability, energy enhancements and commonality across the Navy and DoD. These materiel assets support core mission requirements and are essential to the readiness and battlefield effectiveness. The reduction in these funds (-20.055M) is being recapitalized to higher priority items in the Navy Response Plan. Mobile Utilities Support Equipment (MUSE): FY26 funds will be used to recapitalize the MUSE generator and substation equipment. Current inventory and condition assessment of MUSE power generation assets rated 77% of generation capability. The assessment also rated a zero percent capability to support CONUS prime power missions. The major risk is long term limited availability of MUSE (total and EPA compliant) generation assets with continued increases in unsupported MUSE missions. Ocean Construction Equipment: FY26 funds provided for procurement of specialized ocean construction equipment and will be utilized to procure underwater survey systems, underwater sonar systems, and underwater construction equipment. Special Purpose Vehicles (BSO 41): FY26 funds provided for procurement of various non-tactical special purpose vehicles, equipment, and trailers. Special Purpose Vehicles (BSO 30): FY26 funds provided for the procurement of BEARCATs to support mission requirements and replace existing vehicles used in security patrols and missile movement convoys; replacement is based on meeting or exceeded service life due to age and usage. Maintenance Support Equipment (BSO 60): FY26 funds support the procurement of a Hyperbaric Chamber in support of the EOD command at Naval Station Rota and 12K EE side-loader forklifts.
