Description — Amphibious Equipment
This budget line item funds the procurement of equipment to support Navy-Marine Corps amphibious operations, Logistics Over the Shore, and Joint Logistics Over the Shore operations. This provides the ability to execute the ship to shore transfer of vehicles, dry cargo, and liquid cargo, delivered over bare beaches, as well as through improved and semi-improved port facilities. [P5 / Joint Petroleum Over the Shore (JPOTS) Family of Systems (FoS)]: The Joint Petroleum Over The Shore (JPOTS) Family of Systems (FoS) will enable delivery of fuel to the high-water mark in support of Joint operations inside the weapons engagement zone. [P5 / Joint Petroleum Over The Shore Capability Set]: Funds provided for Joint Petroleum Over the Shore (JPOTS) capability set in support of Distributed Maritime Operations (DMO), Expeditionary Advanced Base Operations (EABO) and Maritime Prepositioning Force (MPF) operations as well as other ground forces ashore. [P5 / Unmanned Aerial System (UAS)]: Funds initial procurement and phased sustainment of UAS assets, additional Littoral Imaging System (LIS) Unmanned Aerial System (UAS) assets and their associated sustainment support. Enables on-demand littoral reconnaissance data without putting Sailors/vessels in the water to determine safe sea lane passage during operations.
Justification
Justification — Amphibious Equipment
Funding increase of $31.619M from FY25 to FY26 supports: $1.383M in support of initial procurement of Littoral Imaging System (LIS) Unmanned Aerial System (UAS) to facilitate ship-to-shore entry operations through mapping and calculation of Modified Surf Index (MSI). Using imagery from the LIS UAS, sailors can map coastal terrain, water depth, and wave/current hazards (calculate MSI) prior to littoral entry. LIS rapidly generates shareable, geo-referenced maps of bathymetry, topography, and hydrodynamic hazards of areas of interest which directly supports Distributed Maritime Operations (DMO) CONOPs. $30.236M supports Joint Petroleum Over the Shore (JPOTS) equipment procurement to enhance the support of Marine Corps amphibious and Logistics Over the Shore (LOTS) operations through ship-to-shore transfer of bulk petroleum. This program is a key part of the Strategic Sealift Program. The Joint Petroleum Over the Shore (JPOTS) Family of Systems (FoS) will enable delivery of fuel to the high-water mark in support of Joint operations inside the weapons engagement zone while allowing Navy large-scale critical cargo assets to remain outside the range of enemy fires. JPOTS FoS meets a range of requirements and deployment options for the transfer of petroleum from sea-based sources to the shore at the high-water mark. The systems comprising the JPOTS Program include: Sea-based Petroleum Distribution System (SPDS), Distributed Littoral operations Fuel Transfer System (DLOFTS), Amphibious Bulk Liquid Transfer System (ABLTS), Towed Fuel Bladder with Reach From The Beach (TFB with RFTB) and the Low Profile Distribution System (LPDS).
