Description — Tactical Vehicles
This budget line procures essential light and medium tactical vehicles to enhance the Navy Expeditionary Force's operational capabilities across a range of critical missions. These vehicles directly support Operational Plans, Partner Nations, and key Naval and Joint Force strategic initiatives, including Distributed Maritime Operations, Expeditionary Advanced Base Operations, and Pacific Posture initiatives. This investment bolsters the Navy's ability to operate in contested environments and provide Humanitarian Assistance & Disaster Relief (HADR) to allies and partners. Specifically, this procurement funds the following vehicles and their associated mission capabilities: - Medium Service Support Vehicle (MSSV): Enables Explosive Ordnance Disposal (EOD) forces to transport personnel and equipment necessary to execute Expeditionary Mine Counter Measures (ExMCM) missions. - Light Service Support Vehicle (LSSV): Provides the Navy Expeditionary Combat Force (NECF) with the mobility / hauling capacity required for transporting gear and equipment required to support Expeditionary Vertical Launch System (VLS) reloads, airfield and port damage repair, and maritime security operations. - Medium Tactical Vehicle Replacement (MTVR): Supports the movement of ordnance and heavy equipment for VLS reloads, air asset resupply and rearmament, and Maritime Prepositioning Force (MPF) on/offload operations. - Ultra-Light Tactical Vehicle (ULTV): Equips Naval Special Warfare (NSW) units with the agility needed for forward operations supporting Marine Corps Forces and Expeditionary Advanced Base Operations. - Joint Light Tactical Vehicle (JLTV) & High Mobility Multipurpose Wheeled Vehicle (HMMWV): Provide critical force protection and personnel transport capabilities for the Navy Expeditionary Force, enhancing security during convoy operations and in high-threat environments. This investment in tactical vehicles is crucial for maintaining the Navy Expeditionary Force's readiness and ability to project power and provide critical support across the full spectrum of naval operations. The procurement of HMMWVs in this budget line also supports the guarding and protection of the TRIDENT II (D5LE) missile while the missile stored, handled, or in a movement to and from the waterfront. These armored HMMWVs support security forces to deter, delay, and defeat unauthorized shore access to nuclear weapons at Strategic Weapons Facilities. Vehicles are procured to replace existing vehicles used in security patrols and missile movement convoys; replacement is based on meeting or exceeded service life due to age and usage. [P40A / Expeditionary HMMWV M1165A1 W VIK]: Funds support HMMWV recapitalization required to support Naval Beach Group unit readiness. [P40A / Expeditionary Light Tactical All-Terrain Vehicle]: Funding provided for Light Tactical All-Terrain Vehicles. These vehicles provide Expeditionary teams with a highly maneuverable and mobile form of transportation that is also low profile and easily transportable. The procurement of this platform for the Navy Special Warfare units provides commonality with Marine Corps enhancing interoperability across services. [P40A / Expeditionary MTVR - SLEP]: Funds provided for Medium Tactical Vehicle Replacement (MTVRs) Service Life Extension Program (SLEP). MTVR service life expectancy has increased from 21 to 42 years making it necessary to perform midlife overhauls and SLEPs actions to extend performance for the life of the vehicles. [P40A / Expeditionary-Acquisition Support]: Acquisition support provides for government execution and oversight of the acquisition process, program management support, acquisition engineering and technical support, review and evaluation of design data, writing of contracts and Contract Data Requirements Lists (CDRL), contract deliverable monitoring, evaluation of Engineering Change Proposals (ECP), configuration control and quality assurance, status reports and technical briefings, collection of performance metrics, and all other support efforts directly related to the procurement and delivery of equipment.
Justification
Justification — Tactical Vehicles
FY26 funding supports: - Medium Service Support Vehicle (MSSV) procurement and Medium Tactical Vehicle Replacement (MTVR) service life extension to outfit the Expeditionary Mine Countermeasures (ExMCM) companies with prime movers suitable to transport the 11M Rubber Hull Inflatable Boat (RHIB) in combat operations. Transportation of the 11M RHIB is necessary for the deployment of Unmanned Underwater Vehicles (UUVs), remotely-operated vehicles (ROVs), and Explosive Ordnance Disposal (EOD) divers to locate, identify, and neutralize mines to ensure the safe passage of critical fleet surface and submarine assets. Procurement in FY26 is necessary to ensure readiness of the ExMCM companies to conduct the ExMCM mission in non-permissive environments to support Operational Plans. - Light Service Support Vehicle (LSSV) procurement to outfit the newly activated Navy Cargo Handling Battalion to meet Vertical Launch System (VLS) reload Operational Plan capacity requirements and the Expeditionary Medical Facility (EMF) Table of Allowance (TOA) for forward deployed and rotational units across all Combatant Commands. - Joint Light Tactical Vehicle (JLTV) procurement to support combat mission requirements for the readiness and battlefield effectiveness of Navy Special Warfare (NSW) units. The JLTV is essential in meeting force protection requirements in high threat environments. - High Mobility Multipurpose Wheeled Vehicle (HMMWV) procurement to support troop movement in operational environments and nuclear weapons security. - Command, Control, Communications, Computers Intelligence, Surveillance, and Reconnaissance (C4ISR), Common Remotely Operated Weapons (CROW), and crew-served weapon vehicle integration kit procurement for multiple tactical vehicle platforms, ensuring the force has a common C4ISR solution and common weapon system integration solutions.
