Description

Description General Purpose Trucks

General Purpose Trucks - PW (BSVE/NTVE) - This budget line item funds Naval Operating Forces and Shore Activities with various sizes of Cargo Pickup Trucks, Stake Trucks, Maintenance Utility Vans/Trucks, as well as Panel/Cargo Vans/Trucks of commercial design. General Purpose Trucks (GPT) transport Naval Special Warfare (NSW) SEALs and Special Warfare Combatant-craft Crewmen (SWCC); combat enablers and Combat Service Support (CSS) personnel; and equipment for small unit training. NSW training is conducted in a number of operating environments that include desert, mountain, and beach type terrains where GPT's are well suited to maneuver. GPTs provide an efficient way to transport 4 - 5 personnel, tow cargo trailers and carry training equipment and are heavily relied on as many training areas are outside of the immediate area of NSW's key home stations in San Diego, CA, Little Creek, VA and Stennis, MS. Vehicles are provided across dozens of operational commands, training commands and staff headquarters, and are vital to effectively transporting SEALs/SWCCs and their support elements. Shore Activities use Cargo Pickup Trucks to transport personnel and required equipment in support of fleet operations where such mobility is necessary to support the mission. The Maintenance Utility Vans/Trucks are used to transport tools/materials necessary for maintenance personnel performing facility maintenance. Panel Vans and Multi-Stop Trucks are used primarily for the movement of material/equipment requiring protection in an enclosed van-type body. Stake Trucks are used to move palletized material/equipment from warehouses to job sites/users at various locations.

Justification

Justification General Purpose Trucks

General Purpose Trucks - PW (BSVE/NTVE) - FY26 funding supports recapitalization of Navy-owned General Purpose Truck assets in locations not currently supported by General Services Administration (GSA) and commercial leasing options are either not available or leasing costs would exceed 90% of the purchase price. These vehicles have surpassed their shore life expectancies, exceeded established maintenance thresholds, and parts availability is becoming scarce. Funding provides for vehicles that directly support the Maritime Special Operations Training. This includes vehicles across twenty-one (21) NSW operational commands covering areas such as weapons ranges, military free fall parachuting, combat diving, unmanned air systems and special boat training as well as eight (8) staff headquarters and the NSW "A" and "C" schools inclusive of Basic Underwater Demolition (BUDS) training and advanced skills courses. In addition, general purpose trucks provide direct support to SEAL, Special Boat and Combat Support Teams conducting training for high-risk deployments. General Purpose Trucks are considered the primary class of vehicle to transport small arms weapons, dive gear, parachutes, special operations support gear and personnel in small units.
