Description

Description Guided MLRS Rocket (GMLRS)

Guided Multiple Launch Rocket System (GMLRS) rockets are surface-to-surface artillery rockets fired from the Multiple Launch Rocket System (MLRS) and High Mobility Artillery Rocket System (HIMARS) launchers. GMLRS rockets provide 24/7, all-weather precision fires to engage both area and point targets at short, medium, and long ranges. The U.S. Marine Corps also procures GMLRS rockets through the Army project office. The GMLRS Program currently consists of two variants in full rate production which are the GMLRS Unitary and the GMLRS Alternative Warhead (AW). The GMLRS Unitary utilizes a 200-pound high explosive warhead to engage point targets with limited collateral damage. The GMLRS AW was developed as a non-cluster munition to engage area or imprecisely located targets. The Extended Range (ER) GMLRS Unitary variant was developed under an Engineering Change Proposal (ECP) in order to increase the current maximum design range. The ER GMLRS Unitary rocket is currently in production and the ER GMLRS AW will cut into future production.

Justification

Justification Guided MLRS Rocket (GMLRS)

The FY 2026 Base procurement dollars in the amount of $1,167.876 million supports the procurement of 5,974 rockets. FY 2026 OOC procurement dollars in the amount of $0.351 million supports the acquisition of 2 Standard AW rockets. The actual missile buy quantities are subject to the mix between AW and Unitary warheads, Standard (regular range) versus Extended Range configurations, and Extended Range ECP production capacity ramp-up. In FY 2026, Army guidance is to procure 2,814 Standard Unitary, 2,934 Standard AW, and 228 ER GMLRS Unitary in support of the Army's Total Munitions Requirement (TMR). The Army intends to convert any price advantage created through contract negotiations, other service procurement, and/or foreign military sales to support procurement of additional GMLRS rockets. In previous years, procurement of all GMLRS and ER-GMLRS variants was under the C65404 Program Element (PE). Beginning in FY 2026, the Army established separate PEs for each variant to properly account for different cost, schedule, and performance metrics. The Army received authority to implement a four-year Multi-Year Procurement (MYP) contract covering FY 2024 - FY 2027. FY 2026 Advance Procurement dollars in the amount of $43.156 million procures long lead items for GMLRS production in FY 2027. Advance Procurement dollars are required to reduce production lead time of standard range GMLRS and ER-GMLRS from 36 months down to 24 months to mitigate supply chain volatility. Advance Procurement is required annually to maintain a 24-month lead time. Funding decrease from $1198.264 million in FY 2025 to $1168.227 million in FY 2026 due to decrease in quantities to be procured. The total production capacity is 14,004 rockets inclusive of all variants. The AAO is 140,004. GMLRS is part of the Army Transformation Initiative. In accordance with Section 1815 of the FY 2008 National Defense Authorization Act (P.L. 110-181), this item is necessary for use by the active and reserve components of the Armed Forces for homeland defense missions, domestic emergency responses, and providing military support to civil authorities. FY 2024 quantities are suppressed to avoid the disclosure of sensitive information.
