Description — LAUNCHED EFFECTS FAMILY
Launched Effects Family is a part of the Department of Defense Capability Based (Agile) Funding Pilot. Funding in this portfolio will be directed towards enhanced warfighting effectiveness and combating limitations from the pace and proliferation of technological change. This is not a New Start. This funding is a realignment from: 1) C71300 Long Range Precision Munitions / C71316 LRPM-ENDURING 2) C91500 FAMILY OF LOW ALTITUDE UNMANNED SYSTEMS / C91521 LOW ALTITUDE STALKING AND STRIKE ORDNANCE (LASSO) Launched Effects Family is part of the Army Transformation Initiative This capability portfolio provides support to the Army's UAS/Launched Effects Priority to deliver cutting-edge technology and rapidly evolving critical capabilities. Launched Effects Family (I46000) is a summary budget line containing a family of semi-autonomous (human-in-the-loop) unmanned aerial systems that improves the Infantry Brigade Combat Team (IBCT) lethality in terms of stand-off and destruction against dismounted formations, armored vehicles, and tanks. The project currently includes the following efforts: I46011 Long Range Precision Munition (LRPM) - Enduring is the lethal variant of the Launched Effects (LE) Family of Systems which provide a range of capabilities through variations of platforms, payloads, and mission systems. LE provides tactical and operational flexibility through collaboration of heterogeneous groups of LE launched from multiple domains (land and air) in conjunction with other manned platforms, C2, unmanned systems, and sensors throughout the operational environment. The ability to interoperate and coordinate with other LE systems at long ranges and adapt to changing threats is a core concept of the Launched Effects Abbreviated Capability Development Document validated in June 2024. Primary target set for LRPM is Integrated Air Defense Systems. LRPM will provide Army Aviation and Ground Forces with a precise long range munition system to rapidly respond in a combat environment to improve the lethality and stand-off of Warfighters and aviation platforms in an Anti-Access Area Denial (A2AD) and positioning, navigation, and timing (PNT) denied environment. I46012 Low Altitude Stalking and Strike Ord (LASSO) - Infantry Brigade Combat Teams (IBCTs) lack adequate proportional organic capabilities at echelon to apply immediate, point, long range, and direct fire effects to destroy tanks, light armored vehicles, hardened targets, defilade, and personnel targets, while producing minimal collateral damage in complex terrain in all environmental conditions. The LASSO is a day/night capable, lightweight, unmanned aerial anti-tank ordnance, man-portable weapon that consists of an All-Up Round (AUR) and Fire Control System (FCS). The AUR includes the launch/delivery system and payload. The FCS consists of the Fire Control Unit (FCU), ground data link/terminal (GDT), and any other ancillary equipment. The LASSO range requirement is to fly less than or equal to 20km (straight line with auxiliary antenna) with a flight endurance that enables the Soldier to make multiple orbits within the IBCT typically assigned battlespace, to acquire and attack targets within and beyond current crew served and small arms fire. The range/endurance enables the unit to utilize reach back capability and maximize standoff. Unlike existing direct and indirect fire weapon systems, LASSO's discreet payload and unique capability delivers Soldiers the ability to abort against targets in a dynamic situation (e.g., use of human shields) or prosecute targets that would have been deemed non-viable in past due to the higher collateral damage associated with alternative munitions. The LASSO base capability will be optimized to defeat tanks rapidly and precisely for IBCTs. LASSO is aligned to the Army Transformation Initiative (ATI) and the SECDEF memorandum "Army Transformation and Acquisition Reform" directing the fielding of long-range missiles capable of striking moving targets by 2027. LASSO is awarding up to four hardware contacts to modernize the industrial base and generate domestic ammunition stockpiles. In addition, LASSO is supporting Transformation in Contact (TiC) in support of Indo-Pacific efforts to expand prepositioned stocks and increase deployments and exercises to strategic presence in the region. LASSO program will use Other Transaction Authority (OTA) for contracting to field critical technologies more quickly. Follow on increments will support future capabilities for company and below echelons. Future increments will focus on additional range increases, enhanced lethality, and advanced payload options (personnel, hard sites, etc.). FY 2026 funding was transferred from Budget Activity (BA) 2, C91500 Long Range Precision Munition to BA 6, I46000 LAUNCHED EFFECTS FAMILY / I46012 LOW ALTITUDE STALKING AND STRIKE ORD (LASSO) in support of Agile Portfolio Management. I46011 LONG RANGE PRECISION MUNITION - ENDURING has no FY 2026 funding request. I46012 LOW ALTITUDE STALKING AND STRIKE ORD (LASSO) - FY 2026 Base and other procurement dollars in the amount of $8.999 million, supports the procurement of 13 LASSO production systems to complete the Lethal Unmanned System Directed Requirement (LUS DR) and Chief of Staff of the Army Transformation in Contact (TiC) Initiative and replace expended systems. For the Directed Requirement (DR) a LASSO production system is comprised of 1 Fire Control Unit (FCU) and 8 All Up Rounds (AURs). The FY 2026 request for LASSO also includes $58.817 million which is for the Base Pacific Deterrence Initiative (BPDI)-Modernized and Strengthened Presence supports the procurement of 85 LASSO production systems. The FY 2026 request for LASSO also includes $12.587 million of mandatory (reconciliation) funding. The mandatory funds procure an additional 19 LASSO production systems in FY 2026. Further information for this reconciliation request is provided in Chapter 2 of the Reconciliation Exhibit. Funding in this budget request would procure the capability described above to meet the DR for Lethal Unmanned Systems for Infantry Brigade Combat Teams (IBCT) signed by the Army Futures Command (AFC) Commander on 9 December 2022. The DR addresses the Maneuver Center of Excellence (MCoE) Commander's approved IBCT Gap 7 (Lethality) and Gap 10 (IBCT Fires). Funding in this project aligns with the Army's priorities in support of Army Transformation Initiative (ATI). In accordance with section 1815 of the FY 2008 National Defense Authorization Act (P.L. 110 - 181), this item is necessary for use by the active and reserve components of the Armed Forces for homeland defense missions, domestic emergency responses, and providing military support to civil authorities.
