Description
Description — TRUCK, DUMP, 20T (CCE)
The M917A3 Heavy Dump Truck (HDT) is a 27.0-ton vehicle based off of a commercial platform. It can be procured with an armor solution that is in compliance with the Long-Term Armor Strategy (LTAS) v3.6 perimeter ballistic specifications and Mine Resistant Ambush Protected (MRAP) CPD v1.1 underbody ballistic specifications. Able to be operated with or without armor, provides Crew Protection and Vehicle Survivability capabilities. The HDT supports construction and maintenance of main supply routes, logistical facilities, helipads, airfields, landing strips, motor pools and parking areas. It also supports construction by loading, transporting, and dumping payloads of sand and gravel aggregates, crushed rock, hot paving mixes, earth, clay, rubble, and large boulders at engineering and construction sites under worldwide climatic conditions in a military environment. The HDT is required to replace the F5070, M917, and M917A1/A2 HDT with the oldest fielded variant over 50 years of age. The Army Acquisition Objective (AAO) is 1,039 vehicles.
Justification
Justification — TRUCK, DUMP, 20T (CCE)
FY 2026 Base procurement funding of $17 million procures 31 Heavy Dump Trucks (HDTs) to support Base requirements. This program supports Multi Domain Operations (MDO) and Large-Scale Combat Operations (LSCO) by providing significant modernized debris hauling capability in support of ABCT mobility, counter mobility and survivability. In addition, the M917A3 Heavy Dump truck is required as part of the Joint Concept for Contested Logistics. The legacy fleet of HDTs is well beyond their economic useful life with an average age of 30 years. The oldest models are approaching 50 years in age. Legacy Variant repair parts are difficult to obtain and the older model HDTs are not meeting Army readiness goals. Procuring new vehicles will enable Combat Support Engineer units to accomplish Combatant Commander mission requirements in today's operational environment and the operational environment of the future. This program supports the National Defense Strategy to prioritize maintaining the capabilities of combat commanders and enhances their ability to compete and provide freedom of maneuver during conflict. The HDT supports construction and maintenance of main supply routes, logistical facilities, helipads, airfields, landing strips, motor pools, and parking areas. Matrix Functional Support is required to address/augment Engineering and Logistic functions, capabilities and gaps to supplement core employee competencies. System Engineering oversight and multiple functions of Logistics support such as management, fielding, tracking and documentation is required during the acquisition process. In accordance with Section 1815 of the FY 2008 National Defense Authorization Act (P.L. 110-181), this item is necessary for use by the active and reserve components of the Armed Forces for homeland defense missions, domestic emergency responses, and providing military support to civil authorities.
