Description — JOINT LIGHT TACTICAL VEHICLE FAMILY OF VEHICLES
(Note: Gross/Weapon System Unit Cost is a function of both Joint Light Tactical Vehicle (JLTV) Truck and JLTV Trailer quantities and unit costs. The different JLTV Truck variants (General Purpose, Heavy Guns Carrier Vehicle, Close Combat Weapons Carrier, and Utility) affect the JLTV unit costs. The Joint Light Tactical Vehicle (JLTV) Family of Vehicles (FoV), to include a companion trailer, is a United States Army (USA) acquisition lead, joint program with the U.S. Marine Corps (USMC). FOV consists of various configurations, capable of performing multiple mission roles and designed to provide protected, sustained, networked mobility for personnel and payloads across the full range of military operations. JLTV objectives include increased protection and performance over the current fleet; and, minimizing ownership costs by maximizing commonality, fuel efficiency, reliability, and maintaining effective competition throughout the life cycle. Commonality of components, maintenance procedures, training, etc., among vehicles is expected to be inherent in FoV solutions across mission variants to minimize total ownership cost. Unique service requirements have been minimized. The approved Army Procurement Objective (APO) is 49,099 trucks for the U.S. Army. The JLTV Trailer (JLTV-T) is the companion trailer to the JLTV and safely carries its payload while maintaining the same mobility characteristics of the prime mover. The JLTV-T will be fielded to units receiving JLTV trucks with a documented trailer requirement. The approved Army Procurement Objective (APO) is 18,224 for JLTV-T for the U.S. Army. JLTV is part of the Army Transformation Initiative.
Justification
Justification — JOINT LIGHT TACTICAL VEHICLE FAMILY OF VEHICLES
FY 2026 Base procurement dollars in the amount of $45.840 million supports fielding, completion of Full Material Release (FMR), transition to sustainment, and program transition to USMC as the acquisition lead program. The Joint Light Tactical Vehicles (JLTV) Trailer program does not have a FY 2026 base funding request. JLTV allocations are based on 24 month fielding plans that are updated semi-annually based on operational requirements. For FY 2026 - FY 2030, there are no National Guard or Reserve units identified in the 24 month fielding window that have not been previously funded. The Army remains committed to fielding National Guard and Reserve units with their authorized quantities of JLTVs and JLTV trailers. The total quantities listed on the P-40 are not accurate. The correct quantity for vehicles is as follows: Prior Year - 5,366; FY24 - 1,623; The correct quantity for trailers is as follows: Prior Year - 3,854; FY25: 360. The correct quantities are reflected on each P-5. NOTE: This budget line D15610 is a continuation of an existing effort where prior year funds through FY 2020 are reflected under the previous budget line D15603. In accordance with Section 1815 of the FY 2008 National Defense Authorization Act (P.L. 110-181), this item is necessary for use by the active and reserve components of the Armed Forces for homeland defense missions, domestic emergency responses, and providing military support to civil authorities. JLTV is part of the Army Transformation Initiative.
